Background

The United Nations Development Programme (UNDP) is the UN’s global development network. Established in 1965, UNDP is currently present in over 170 countries and is responsible for the coordination of the UN system. UNDP supports national processes to accelerate human development. It aims at the eradication of poverty through equitable and sustainable economic growth and capacity development. Ultimately, UNDP aims to achieve real improvements in people’s lives and the choices and opportunities open to them.

Since 1992, the United Nations Development Programme (UNDP) in Armenia, as a strategic partner to the government and other stakeholders, assists national efforts to improve the quality of life and the well-being of Armenian people. The UNDP Office in Armenia is comprised mainly of national staff who work under the leadership of the UNDP Resident Representative. The remuneration of the UN national staff in all countries is established by the UN General Assembly under the so-called Flemming Principle, according to which the conditions of service for the locally-recruited staff should reflect the best prevailing conditions found locally for similar work. To ensure that the Flemming Principle is consistently applied in each duty station, the International Civil Service Commission approved a comprehensive methodology in 2012 for the conduct of salary surveys in non-Headquarters duty stations. This methodology requires that a comprehensive salary survey be conducted every five years to ensure that the UN salaries and allowances for the locally-recruited staff continue to reflect the best prevailing conditions of employment in the duty station. A comprehensive salary survey is scheduled for Armenia in the third quarter of 2018.

Duties and Responsibilities

Under the guidance and supervision of UNDP Armenia Operations Manager, the Consultant will prepare the necessary preliminary data for the conduct of the comprehensive salary survey. Base on clear methodological guidance by UNDP, the Consultant will: 

  • Collect data on comparator employers,
  • Analyze their salary structures, allowances and benefits, and job profiles, 
  • Formulate a proposal on the selection of best comparator employers with respect to the best conditions and proper job matching
  • Provide relevant information regarding the income tax according to the Armenian legislation.

Expected Outputs and Timeframe

  1. Review the local labour market and suggest 12 employers to be retained for the comprehensive salary survey. The selected employers (companies) should have systematic pay policies, be located within commuting distance to the duty station (Yerevan), have been established in the locality for at least 5 years, and have a minimum number of 50 office employees. The detailed conditions will be provided by UNDP.    15 Feb – 9 March 2018
  2. Provide up-to-date information concerning the income tax, prepare relevant portions of the current income tax code of Armenia, including provisions of taxation of wage income together with tax rate table, with deductions, exemptions and rebates. Fill in the required tax calculation sample table.       10-15 March 2018 

The outputs/deliverables will be reviewed and approved by the UNDP Operations Manager.

Required Skills and Experience

Education:   

  •   Advanced University Degree in Human Resources Management or related field.

Experience:  

  • At least 5 years of relevant experience
  • Proven track record in the area of compensation and benefits;
  • Familiarity with the labor market of Armenia;

Language Requirements:   

  • Fluency in English and Armenian. 

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
