The Office of Human Resources (OHR), Bureau for Management Services, supports the United Nations Development Programme (UNDP) in the promotion of its sustainable human development agenda (UNDP 2030 Agenda).
Reporting to the Chief of the Policy and Compensation Unit, an Individual Contractor (IC) is sought to help support the implementation of recommendations made following a project to review UNDP’s use of non-staff contractual modalities which assessed their continued efficacy and relevance in the context of the workforce requirements to implement the UNDP 2030 Agenda.
Duties and Responsibilities
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
The IC will be responsible for the provision of, analysis, coordination, and quality assurance support to the Policy and Compensation Unit on the implementation of recommendations made following its review of UNDP’s use of non-staff contractual modalities. The Analyst collaborates with teams within BMS and throughout UNDP as a whole, including regional/central Bureau, Regional Hubs and Country Offices to support the representational, advocacy, partnership, and communications commitments of the Director of Development Impact Group. The Analyst supports relevant bureau-specific, UNDP, and UN management mechanisms and for tracking and ensuring follow-up on senior management directives, commitments, and agreements with internal and external stakeholders. The Analyst will support the unit in achieving the following key goals:

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Technical Evaluation - Total 70% (70 points):
Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
Financial Evaluation - Total 30% (30 points)
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
The consultant will work under the guidance and direct supervision of Chief, Policy and Compensation and will be responsible for the fulfilment of the deliverables as specified above.
The Consultant will be responsible for providing her/his own laptop.
