Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey is an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. In Iraq, the programme additionally targets displaced Iraqi women, affected by the current conflict. It works to address the call of the European Union Regional Trust Fund to the Syria Crisis (EU MADAD) to, inter alia, involve women in crisis prevention, conflict management, peacebuilding and to help protect women in gender-based violence, especially sexual abuses.  The programme works through a multi-dimensional strategy that will: i) enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promote a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention.

The programme will operate at the regional level, led by a Regional Programme Coordinator supporting implementation, reporting and monitoring, and at the country level in Iraq, Jordan and Turkey, as described in the programme document. The Regional Programme Coordinator will be responsible for the overall management of the programme and the facilitation of the exchange and pooling of technical resources from the Regional Office and Headquarters to support programme implementation and the integration of best practices. The Regional Programme Coordinator will be based in Jordan and reports to the UN Women Deputy Regional Director for the Arab States. She/ He will ensure coordination, cohesion and build synergies with other ongoing interventions within UN Women, and those already funded by the EU MADAD Trust Fund.

Under the overall guidance and direct supervision of the Arab States Deputy Regional Director, the Regional Programme Coordinator will be responsible for overseeing the implementation of the regional programme, facilitating knowledge product generation, sharing and management, establishing and supporting partnerships within and beyond UN system for expanding gender responsive resilience based programming and supporting the management of programme staff as required.


Duties and Responsibilities

Manage the implementation of the Regional Programme:

  • Develop and oversee the implementation of annual action plans, provide overall advice, guidance and supervision of programme activities, and technical support throughout the programme cycle;
  • Review and appraise detailed AWP, ensuring alignment with results-based management approach;
  • Update the overall programme framework on the basis of reviews, lessons learned and best practices derived from different thematic areas and evaluations;
  • Ensure that EU eligibility criteria around programme related expenditures are fully implemented;
  • Finalize the final Programme Narrative and Financial Report, including lessons-learned;
  • Notify operational completion of the project to the Regional Programme Board.

Manage the monitoring and reporting of the regional programme:

  • Oversee the implementation the monitoring and evaluation framework for the regional programme, with specific and measurable indicators as well as evaluation missions;
  • Commission the regional programme evaluation (as required by the agreement);
  • Manage the preparation of aggregate delivery reports;
  • Ensure communication and visibility plan is implemented according to UN – EU guidelines.

Provide technical guidance and support to country offices:

  • Provide top quality policy and practice advice to the country offices and facilitate knowledge building and management;
  • Conduct thorough analysis and research of the situation in the region and prepare substantive inputs to support country offices to input into briefing notes and other policy documents;
  • Analyze and identify interagency and intergovernmental processes relevant to the programme for visibility and advocacy purposes. 

Facilitate knowledge networking and management:

  • Ensure that knowledge is retrieved from the implementation of country action plans through periodic reporting, meetings, analysis of documents produced, lessons learned exercises, and other means, In coordination with UN Women Country Offices and Regional Office for Arab States,
  • Ensure that knowledge is documented and systematized and fed back into programme development including by contributing to the regional knowledge hub as well as networks both within UN Women and beyond;
  • Supervise the development and production of publications and other knowledge products on women’s political participation and economic empowerment in close coordination with the UN Women HQ teams.

Establish and support partnerships within and beyond the UN system:

  • In the context of UN Women’s lead role in Gender Equality and Women’s Empowerment” and as it relates to expanding gender responsive resilience based approach, contribute to the development of strategic partnerships and alliances with other UN organizations, multilateral organizations, regional organizations, academic and technical organizations; contribute to the negotiations in establishing such partnerships, drafting of agreements and monitoring their implementation;
  • Ensure close co-operation with other UN Women teams; develop alliances and working partnerships (thematic, advocacy, regional resource facilities, etc.),
  • Identify and develop resource mobilization opportunities in support of the regional programme;
  • maintain ongoing communications with the EU Madad Manager on the implementation of the programme and provide regular updates and opportunities for the EC’s substantive input for the implementation of the programme, through the regional and country level Programme Board and Advisory Committee.

Coordinate the operational activities of the team:

  • Monitor, analyze and maintain an overview of the progress of programme implementation to ensure that timely technical, managerial and administrative support is provided to all the country offices;
  • Supervise, guide and oversee the work the work of the regional programme staff; Manage the performance off staff and ensure compliance to the performance management process;
  • Provide oversight on the contracting of project services to implementing agencies, ensuring compliance with UN procedures as well as EU eligibility criteria;
  • Manage and monitor financial resources and take responsibility for the integrity of financial systems and consistent application of the internal control framework and/or UN Women/UN rules and regulations. Submit timely mandated reports; Review financial reports in accordance with UN Women procedures and submit the reports to UN Women HQ and donors in a timely manner;
  • Oversee the release of funds to counterparts, liquidation of funds and other processes;
  • Liaise with appropriate officers of the partner UN, government and donor agencies, monitor and make necessary arrangement for the timely flow of project funds to the country offices;
  • Ensure that regional programme board and country based advisory groups run effectively;
  • Oversee security requirements for the team.

Required Skills and Experience

Education:

  • Master's degree in Social Sciences, Gender Studies, Political Sciences, Business Administration, Public Administration, Economics or related field.

Experience:

  • Minimum 10 years of relevant experience at the international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of women’s empowerment projects;
  • At least 4 years’ experience on issues of humanitarian action in and on humanitarian contexts;
  • Experience in working on political participation and economic empowerment issues;
  • Experience with UN processes, including those related to women’s empowerment and gender equality;
  • Experience in programme design, coordination and implementation;
  • Experiencing working on women’s rights and gender issues in humanitarian crisis is a strong asset;
  • Previous work in countries in the Arab States region affected by the Syria crisis is a strong asset;
  • Previous experiencing managing EU grants is a strong asset.

Languages:

  • Written and oral proficiency in English is required. Knowledge of Arabic is an asset.
