The Kuwait Government represented by the General Secretariat of Supreme Council for Planning and Development (GSSCPD), UNDP, UN Women, and the Women Research Center at Kuwait University recognized the concerns and objectives of the Kuwaiti government of women’s leadership and participation, as a result, a joint programme was developed, capitalizing on the experience of all parties to achieve Kuwait’s desired goal as a part of its mid-range national development plan 2015/2016 – 2019/2020, and to support the State of Kuwait in the implementation of SDG 5 on Gender Equality. This joint programme addresses political empowerment, economic empowerment, and violence against women, including the establishment of a women´s leadership incubator. This will include several trainings for 60 women in Kuwait, about half of which are planning on running for public office, and half of which are seeking leadership positions in public service. This training will target the women seeking leadership positions in government. Objective of the Assignment: The Leadership and strategic communications facilitator will work under the direct supervision of the Regional Office of Arab States (ROAS) Deputy Regional Director of UN Women to provide the needed technical support to design, execute and report on the back to back training on leadership and strategic communications, including media relations. This is a home-based assignment with travel missions to Kuwait, Kuwait. More specifically, the Leadership and Strategic Communications Trainer will have the following responsibilities:

Technical Evaluation Criteria: Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 49 points (70%) will be considered as technically-qualified candidate. Financial/Price Proposal evaluation: The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30?*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
