Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women maintains a large presence throughout Europe and Central Asia region, covering 14 countries with programme presence in Kosovo (under UN Security Council Resolution 1244).

In Kosovo, UN Women within the framework of the United Nations entities in Kosovo working on police, justice and corrections issues are strengthening their support to Kosovo’s institutions through a joint multi-year programme, with a view to optimizing United Nations’ resources and more broadly to provide more integrated, robust, relevant, and coordinated rule of law support to the authorities of Kosovo.
The overall objective of the joint United Nations strategy in this regard is to: a) strengthen access to and the responsiveness of justice and security institutions; b) build citizen trust in the Kosovo justice system throughout Kosovo; c) promote social cohesion and economic prosperity; and d) integrate the Women, Peace and Security agenda into justice and security efforts. 

The UN system in Kosovo is comprised of UNMIK and the UN Kosovo Team (19 UN Agencies, Funds and Programmes). They operate guided by an accountability framework for the UN and its implementing partners in Kosovo, defined in the CDP. This framework is closely aligned to both the emerging global Sustainable Development Goals as well as to the European integration agenda. By focusing its combined resources on strengthening governance and rule of law and promoting higher social inclusion, the UN system in Kosovo seeks to leverage its unique comparative advantages in pursuit of positive, transformative changes that will benefit all Kosovars.

This support is aligned with the priorities already identified by the authorities of Kosovo, including the National Development Strategy (2016-2021) and the Rule of Law Assistance Strategy in Kosovo, 2016-2019 (Justice and Internal Affairs). It is based on the comparative advantages of the United Nations system and complements assistance provided by other international stakeholders.  In accordance with General Assembly resolution 67/1, and in conjunction with existing UN priorities and other policy documents of the United Nations, all assistance to the authorities of Kosovo is based on the principles of local ownership.  Furthermore, this programme builds upon the draft United Nations Strategic Framework (2016-2018) and the 2016 Joint Annual Work Plan of the United Nations Common Development Plan (2016-2020).  
UN Women will contribute to the Joint United Nations Police, Justice and Corrections Support Programe in  Kosovo (GFP)  through its specific program outputs/activities to the joint implementation modality, through strengthening the existing Coordination Mechanisms and referral system at municipal level and establishing new ones, building capacities of Police and Judiciary and  by providing technical assistance on Gender Responsive Budgeting aimed at having clearly indicated and engendered budget lines for addressing Gender Based Violence.  

Explicit linkages to the Global Goal 5 Targets will be made through ensuring the collection and interpretation of sex / age disaggregated data and conducting gender analysis to better inform project design and implementation. The programme will prioritize in particular women’s access to justice services and women’s participation and role (including UN Women is seeking to recruit a Project Expert) who will be responsible for implementation, monitoring and reporting on UN Women activities in the UN GFP program. The Project Officer will work under the supervision of UN Women OIC in Pristina, and work closely with UN task force and UN GFP programme staff.

Duties and Responsibilities

Main tasks of the assignment:

The GFP Expert will work under the direct supervision of UN Women’s Head of Office in Kosovo and in close collaboration with UN GFP Program Staff. 
The GFP Expert will: 

  • Assume full responsibility for effectively and efficiently implementation of all UN Women activities under the UN GFP  and ensure their timely and successful execution;
  • In close collaboration with UN GFP programme staff provides support for:  establishment, functioning and strengthening of the Coordination mechanisms and referral system at municipal level; municipal annual development planning and budgetary processes;
  • Support institutional capacity development of security/police and judicial actors on the Law on Protection Against Domestic Violence and its application in practice at municipal level in close collaboration with the UN GFP Programme staff;
  • Maintain and further develop strategic partnerships to ensure the implementation of the program;
  • Support capacity building of civil society on participatory planning, budgeting, and advocacy to address domestic violence;
  • Prepare and maintain work plans and reports on the program progress for UN GFP  and follow and regularly update the project annual work plans and budgets for UN Women; 
  • Maintain close communication and coordination with UN GFP  Programe Staff;
  • Continuously inform on  relevant policy developments the UN GFP Programe Staff;
  • In close collaboration with the UN GFP programe staff facilitate knowledge and information sharing  on  policies, interventions, actions and budgets to address gender based violence in Kosovo (UN SCR 1244), and in particular the availability, accessibility and quality of support services in response to ending GBV and DV;  
  • Participate in consultations and provide information to UN Women ECA office, as required;

Required Skills and Experience

Education:

  • University degree in law, gender studies, social science or other relevant field; Master Degree considered an asset.  
  • At least 5 years of work experience in gender, human rights and development, especially in the post-conflict context and in the Western Balkans;
  • At least 5 year of relevant work experience in writing high level report
  • Previous experience in development assistance or related work for an international agency or donor organization or NGO, including at international level in transition countries, especially in the Balkans
  • Proven ability to coordinate complex programs with diverse range of partners 
  • Work experience with the UN System, especially with UN Women (previously UNIFEM), is an asset; 
  • Excellent computer skills, computer literacy: Microsoft Windows, proficient use of processing tools such as Microsoft Office package (Word, Excel and PowerPoint)

Language:

  • Excellent English language skills (written and spoken) is required and Knowledge of a local language (Albanian/Serbian) is an asset;

Duration and Remuneration: 

The duration of the contract is for maximum 5 months in the period of March 05th  – August 04, 2018
