Background

In the fast-changing global landscape of governance marked by wider accessibility of information, technology and collaboration, coupled with ever-mounting complexity of issues to be tackled, there is a defined need for finding new ways of setting policy directions, as well as methods, tools and modalities of implementation, funding and partnerships bridging diverse actors across the board. One of the responses from the governments worldwide has been setting up innovation labs as a dedicated space for experimentation often with the focus on better citizen engagement in decision making. As a follow-up to post 2015 consultations in Georgia highlighting the citizen quest for participation, UNDP supported building of the Innovation ServiceLab - initiated by the Public Service Development Agency (PSDA) of the Ministry of Justice of Georgia with the purpose of fostering user-centered approach to public service development within the agency, as well as intra-governmentally.


Following series of co-designing interventions ranging from internal PSDA focused to wider external experimentation on better engagement of marginalized groups (i.e. persons with disabilities) in service development, to testing the model of reverse engineering in public sector into areas of tackling road safety and waste management issues, among others, although very young, the ServiceLab is already on the global map of public sector innovators, and provided further support, conveniently placed to evolve into intra-governmental space for experimentation and innovation in public policy and service delivery with the increasing expertise in horizon scanning, user ethnography, big data and prototyping. In 2017 the ServiceLab was recognized by the OECD Observatory of Public Sector Innovation (OPSI) as one of the public-sector innovations of the given year. ServiceLab is the first public sector laboratory in Georgia, whose main priority is to develop the public sector and public services. Currently, promoting user-centric design, innovative policies, as well as an increased incorporation of citizen feedback in processes related to the design and delivery of new services or the improvement of existing ones, is one of the mandates of the ServiceLab, both within the Agency itis housed in, as well as other government entities. In this regard, ServiceLab acts as a Governmental ThinkTank - actively involved in the policy planning and research– ensuring user-centricity throughout the policy-making process. Currently PSDA is at the disposal of all public institutions in Georgia, which either have no capacity or find it less feasible to maintain an in-house R&D and innovations management team. In order to effectively serve these organizations and help them attain the best possible outcomes for public and customers, it is essential to take a more structured approach towards innovations management. In support of PSDA institutional capacity building in this regard, UNDP Georgia launches project “Experimental Model of Government ServiceLab - UNDP Partnership for Generating Potential Growth Areas in Governance”. The initiative is implemented within the frame of UNDP Global Innovation Facility. Overarching goal of the intervention is to foster capacities within the Government of Georgia for supporting experimentation and innovation in public policy and service delivery by supporting the evolving role and institutional standing of the PSDA ServiceLab as an emerging intra-governmental innovation hub responding to the increasing demand for lab services nationally (including at local self-governance level) and internationally. In order to reach to higher level of outreach of the outputs of the project as well as to better position the ServiceLab nationally and internationally Communications, Outreach and Marketing Specialist will be hired.

Duties and Responsibilities

Under the overall supervision of PAR Project Manager, UNDP Innovation Lead, in close cooperation with PSDA ServiceLab team, the Communications, Outreach and Marketing Specialist will be responsible for the following activities:

  • Design communications campaign for the project including internal and external communication products;
  • Design strategy and gather testimonials to communicate project outputs;
  • Contribute in collection of the promotional materials from events/activities (including videos and photos);
  • Design and implement innovative outreach methods and instruments which will be applicable and effective for local context;
  • Produce web-based innovative communication products for project: web articles, blogs, project brief and news articles;
  • Contribute to PSDA and ServiceLab team work in development and packaging of their products and services;
  • Update ServiceLab website as well as social media account;
  • Produce communication products for project in handout format: fact sheet and story line;
  • Contribute to PSDA work in the development of the marketing strategy and brand book;
  • Produce communication materials for presentations: narrative text, infographics, banners, selection of photos and sound/video clips;
  • Develop and maintain newsletters system for the ServiceLab;
  • Prepare press releases/media advisories and assist in dissemination to different media outlets (Georgian and English);
  • Provide basic graphic design and visualizations for materials.

Required Skills and Experience

Education:

  • Bachelor’s degree in communications, public relations, marketing, business administration and/or related field (minimum qualification requirement).

Experience:

  • At least 3 years of experience in communications, PR activities and marketing (minimum qualification requirement);
  • At least 2 years of experience in product/service development and packaging (minimum qualification requirement);
  • Knowledge of modern PR and Marketing instruments (management of websites, blog, infographics) including graphic design software is highly desirable; 
  • Familiarity with the issues of public sector innovations, development context, methodologies of public sector innovations management such as design thinking, foresight, behavioral insights is desirable;
  • Experience in communication of innovative projects and approaches to the broader public through different PR and Marketing channels is desirable.

Language:

  • Excellent command of English and Georgian.

Evaluation:

Offerors will be evaluated based on the cumulative analysis method, against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30.
Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The offerors who obtain minimum 35 points as a result of the desk review will be invited for the interview.
Offerors who pass 70% threshold, i.e. obtain minimum 14 points, as a result of the interview will be requested the financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well.
Technical criteria and financial proposals are summed up and the candidate obtaining maximum points out of maximum obtainable 100 points is selected for the position.

Deliverables:

The Communications, Outreach and Marketing Specialist is expected to provide the following deliverables:

Management arrangements:

The contractor will report to and work under direct supervision of the PAR Project Manager in close cooperation with PSDA ServiceLab, with overall guidance from UNDP Georgia Innovations Specialist.

Financial arrangements:

The payment will be made upon satisfactory completion/submission and approval of the deliverables by PAR Project Manager, in cooperation with PSDA ServiceLab team leader.
The disbursement will be made in accordance with the duly filled in and approved monthly attendance sheets administered on regular basis.
