Background

The governance portfolio of UNDP in Solomon Islands has been expanding to cover new areas of engagement including anti-corruption and Access to Justice (A2J). Its existing projects on peacebuilding and electoral assistance are also at the critical stage in view of the upcoming first post RAMSI departure general election. 

The incumbent will provide guidance to the Governance Team Leader in the overall portfolio management of the governance programme including advice on the strategic direction in view of the implementation of the UN Pacific Strategic and UNDP Sub-regional Programme Document (2018-2022). In particular, he or she will be providing project management and technical oversight to the ongoing Anti-corruption preparatory project (IP) while the project is waiting for the deployment of a full time international project manager, and the realization of the IP for Access to Justice project (currently, the mapping study and the formulation of the IP are underway). In doing so, she or he ensures close coordination and collaboration with other governance projects of UNDP, including the SECSIP and Peacebuilding fund supported project. 

Since the priorities of the programme evolve very fast, the incumbent is encouraged to maintain daily contact with the Effective Governance Team Leader and at least weekly face to face meetings with the Country Manager to agree on the work plan and priorities for the coming week. 

The cost of the Individual Consultant is cost-shared between the anti-corruption project and the A2J/Country Office (CO) project.

Duties and Responsibilities

Deliverables:

Support to the Anti-Corruption project implementation (80%)

• Preparation and finalization of annual work plans and support to implementation of the Anti-corruption project, including the focused follow up on the risk assessments done in December and the implementation of priority activities identified in the anti-corruption communication strategy.

• Project management support to the anti-corruption project to ensure the formulation of the new project and to support resource mobilization strategy and efforts

• Support to enhanced coordination mechanisms for the anti-corruption efforts in close collaboration with the Prime Minister’s Office

Pipeline development – A2J (20%)

• Technical oversight support to the formulation of the A2J PIP and mapping study as well as proposed A2J needs assessment.

Required Skills and Experience

Education:

       • Post graduate degree in public administration, development studies, law, or any other related field 

Experience:

  • At least 5 years of experience working in an international organization, government or relevant organization in support of good governance.
  • Experience in managing and/or overseeing a UNDP governance related project is required.
  • Experiencing in managing and/or overseeing national, regional or global initiatives on anti-corruption related work.
  • Experiencing in managing and/overseeing national, regional or global initiatives on access to justice related work.
  • Good knowledge of development programming and programming instruments in UNDP is required.
