Background

Seychelles is highly dependent on imported oil to meet its energy needs (90% of the primary energy supply comes from imported fuel, with imports of fuel for electricity generation alone accounting for 12% of the total government budget). This heavy reliance on imported fossil fuels places heavy pressure on the country’s foreign exchange reserves, exacerbates state budget deficits, and poses major energy security concerns, both in terms of access to supplies and pricing. A market for energy efficient appliances is just beginning to develop in the Seychelles, based in large part on the rapidly rising cost of electricity for most consumers.  However, this market is constrained in many ways, including: a lack of consumer awareness about energy efficient (EE) appliances, extremely limited purchase options for EE appliances (apart from energy saving lights), the inability of consumers to get bank loans or store financing for the purchase of high-value EE appliances (such as air conditioning units, refrigerators/freezers, and washing machines), and the absence of any standards or labelling schemes or requirements for energy related products in the country. A market for bioclimatic design and rehabilitation of residential buildings (at least for thermal insulation of roofs) also needs to be promoted.

The GOS-UNDP-GEF project Promotion and up-scaling of climate-resilient, resource efficient technologies in a Tropical Island Context (RE Project) is supporting the Seychelles Energy Commission (SEC) and other stakeholders in setting up and implementing of equipment and building standards, fiscal policies, efficiency targets and agreements, energy efficiency services (including energy audits), standards for appliances and green building, information dissemination programmes, and research and development activities.


Duties and Responsibilities

Elaboration of training materials (Home-based)

Develop training materials (include elegibility criteria for professional category Energy Auditor, syllabus, evaluation criteria; etc.) that reflect the local context of Seychelles.  It is expected that the training will be based on ISO 50002:2014,

This is home-based but it is expected that there will be regular exchanges between the consultant and the SEC to elaborate and finalise the training materials. The consultant will provide SEC with drafts of the required materials, which will be reviewed and feedback provided in order to ensure the training materials reflect local context.  This would also include endorsement from the Seychelles Qualifacation Authority (SQA) of the training programme (submission and follow-up with the SQA will be handled by SEC: any delay in approval by SQA is outside the responsibility of the consultant and the contract duration will be revised accordingly). 

Training of energy auditors (Seychelles)

Based on the list of participants prepared by SEC (including the respective qualifications and experience of candidates), implement the training using the approved training materials as agreed by all parties in phase 1 above. The training will properly balance theory, practical work (including proper and safe installation of measurement and data logging equipment, quality assurance and interpretation of results, safety considerations, etc.), training in the use of energy auditing software, and reporting of energy audits results,

Perform real energy audits in one or two selected public building(s) as part of the training. Then target building(s) will be identified under the EEPPS. The consultant will guide candidates through the processes of energy data collection and analysis and will also provide guidance on the development of energy audit reports. The consultant will support the participants to produce actual and complete energy audit report(s) for the selected buildings.  Finally, the consultant will support the candidate energy auditors to present the results of their pilot energy audits.

Evaluation of the training (Seychelles and Home-based)

Evaluate the candidates for Energy Auditors on levels 1, 2 and 3 of the ISO standard referred to above,

The evaluation of the training will serve several purposes: i) to assess the appropriateness of the methodology used for planning the assignment; ii) to evaluate the appropriateness of the training material and time allocated for each subject or module; iii) to evaluate the appropriateness of the criteria for selection of the beneficiaries of the training; iv) to identify opportunities for improvement of the training and materials delivered,

Additionally, as part of the evaluation process, the consultant will provide recommendations a) on how to integrate the trained energy auditors into the local/regional market, and b) on the effectiveness of the capacity building process, how it might be improved and how it should be followed up or replicated.

Required Skills and Experience

Education:

  • Minimum of a Masters’ degree in Engineering, with a specialization in a relevant field.

Experience:

  • A minimum of 10 years proven experience in energy audits and identifying/implementing energy performance inprovement actions in buildings, hotels or industrial locations;
  • At least 10 years proven experience in implementing similar capacity building initiatives;
  • Experience of working in Small Island Developing States will be an advantage;

Specific technical and pedagogic skills are expected as follows:

Technical experience:

  •   Very good knowledge of energy and water efficiency/conservation measures, appropariate for the specific geographic location of     the Seychelles, covering, but not limited to, the following:
  •   Design and energetic rehabilitation of buildings;
  •   Buildings envelope;
  •   Energy efficiency and energy management in large-, medium- and small-scale tourism establishments;
  •   Desalination of sea water;
  •   Efficient lighting (in the services and commercial sectors and street lighting);
  •   Effectiveness of, and efficient, water heating systems;
  •   Effectiveness of, and efficient, cooling and air conditioning systems;
  •   Mechanical power: ventilation, lifts, pumps, electric motors, movimentation of loads;
  •   Industrial cold (e.g., for food storage or ice production);
  •   Compressed air;
  •   Polygeneration (e.g., Cogeneration or Trigeneration);
  •   Documented experience in energy audits and/or organizational energy management systems (ISO 50001:2011). Good            knowledge of ISO 50002:2014 and ISO 50015:2014, or equivalent standards/protocols;
  • Demonstrable experience in advising organizations, of the tertiary and secondary sectors, on the implementation of energy performance improvement actions and energy mangement systems;
  • Demonstrable experience in the planning, implementation and verification of energy performance improvement actions;
  • Experience in the development of training materials related to energy auditing;
  • Solid experience in the professional development and delivery of energy audits;
  • Pedagogic and Methodologic Expertise;
  • Solid pedagogic and methodological experience is required;
  • Demonstrable experience in working with groups of a multidisciplinary nature and of different levels of technical experience;
  • Documented experience in planning and implementing training programmes that combine conventional and on-the-job training, i.e. working with real world scenarios;
  • Documented experience in the elaboration of innovative learning guides and training materials.

Language:

  • The language of the assignment shall be English. All deliverables shall be in English language.
