Background

The UN in Eritrea recently signed a new Cooperation Framework Agreement (SPCF 2017-2021) with the Government of the State of Eritrea.  In line with SPCF, UNDP jointly with the Government has developed a new Country Programme (2017-2021) and rolled out implementation through inceptions activities. The new country programme has three pillars which are inter-linked and mutually reinforcing:

  • Inclusive growth and livelihoods – diversification of economy and vocational training, leading to more differentiated livelihoods, especially for youth who lack opportunities outside the agriculture sector and vulnerable groups through gender equitable opportunities.
  • Sustainable natural resources;
  • Accountable institutions, public administration and service delivery – augmenting capacity of the National Statistics Office (data), Auditor General’s office (accountability) and the National Procurement Office of the Red Sea Corporation.

 One of the priorities of the Country office for 2018 is the finalization of programme documents to articulate interventions over the immediate, mid and long term (over the SPCF/CPD time).  The programme documents will detail programming implementation strategies and how best to leverage synergies between CPD pillars and other UN agency SPCF outcomes.   To support this process, a short-term Programme Capacity Support Consultant is required to undertake the following;

Duties and Responsibilities

  • Working closely with the CO programme team, relevant SPCF outcome groups and IPs, review all draft programme documents to ensure alignment with the new UNDP Strategic Plan and; provide technical support in the application of RBM in the programme documents;
  • Conduct orientation and training of IPs and UNDP staff on RBM as necessary;
  • Facilitate mapping of CO Programme Implementation Practices and the corresponding Government Partnership modalities to ensure effective alignment of the two;
  • Undertake refresher sessions and/or training for staff and IPS on NIM and DIM programme implementation modalities and; and update the CO NIM Implementation Manual accordingly.

Supervision and reporting.

The Programme Capacity Support Consultant will be located at the UNDP Country Office in Eritrea and work under the supervision and guidance of the Deputy Resident Representative.S/he will also work closely with the Programme and Operations team.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Business Administration, Public Administration, Social Sciences or related fields.

Experience:

  • A minimum of 10 years relevant experience at the national or international level in providing technical advisory services in development work, hands on experience in design, monitoring and evaluation of development projects;
  • Experience working with the UN and strong senior level programming experience working with Governments is desirable.

Language:

  • Fluency in UN language – English preferably.
