The Universal Immunization Programme of the Ministry of Health and Family Welfare aims to reduce morbidity and mortality due to vaccine preventable diseases. To support this ambitious programme and overcome infrastructural and human resource related constraints that often lead to overstocks or stock-outs of vaccines, the Ministry of Health and Family Welfare is currently rolling out an innovative electronic vaccine intelligence network (eVIN).

 eVIN provides real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points across all 10,505 cold chain points in twelve states of Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Manipur, Madhya Pradesh, Nagaland, Odisha, Rajasthan and Uttar Pradesh where it has been successfully implemented.

eVIN provides an integrated solution to address widespread inequities in vaccine coverage by supporting state governments with three key components:

  • Technology – the software solution and its use, and the temperature logger device;
  • Human resource- building capacities of government staff and providing supportive supervision through the vaccine and cold chain managers deployed in each district;
  • Governance- ensuring efficient and systematic record-keeping and developing standard operating procedures.

Learning and knowledge management are integral parts of eVIN roll out and for the same UNDP has developed training material in the form of training modules, reference handbook and videos for end users which are frequently updated based on upgradation of the eVIN application.

eVIN is now been scaled up to the remaining states and union territories in the country. For these states, UNDP would like to share instructional posters or job aids with the end users to briefly guide them on how to use the technology and troubleshoot. These will mostly be used as quick and easy reference material and also aid learning.

Duties and Responsibilities

Key responsibilities:

  1. Understand the eVIN application, its extensions, versions and upgrades and get a complete understanding of the steps to follow to use

- eVIN,



- temperature loggers and

- consumption based planning for order management.

  1. Coordinate with the national team, state teams specifically the project officers- IT and software partners to collect and draft information.
  2. Draft content for job-aids and instructional posters with step-by-step guidance on how to use the above mentioned applications.
  3. Collect visuals, images and screenshots to match instructions in text and prepare a preliminary layout.
  4.  Collate all Standard Operating Procedures (SOPs) relating to eVIN and prepare a catalogue of SOPs.
  5. Preparing standard formats for eVIN monthly dashboards and reports. 


Technical writing in development and health sectors would be added advantage. 

Required Skills and Experience

Post graduate with experience in technical writing specifically for instructional manuals, guides and handbooks for using software and applications


Interested applications must be supported with two work samples. Applications without writing samples will not be considered.

Interested applicants must quote a per day professional fee with their application.

Technical evaluation will carry 70% weightage and 30% weightage will be  given to financial quotes.
