Established in 2010 and building on the field-based presence of UNIFEM, UN Women’s presence in the Asia and Pacific region has grown with a number of new Country Representatives and the establishment of new offices. UN Women is the UN Entity for Gender Equality and the Empowerment of Women and is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas of interventions include ending violence against women; economic empowerment; leadership and participation; peace and security; and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka. The expectation of UN Women is now that the entity will be able to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Duties and Responsibilities

Under the supervision of the Communications Analyst, the Consultant will prepare a Positioning Strategy for UN Women India MCO, for which the following tasks will be performed:

  • Undertake stakeholder mapping of UN Women India MCO allies/partnerships – identify gaps and way forward;
  • Undertake interviews/discussions with UN Women staff, & key stakeholders including Government, civil society, private sector partners, brand ambassadors, etc.
  • Undertake analysis of UN Women positioning vis-à-vis the market, government, CSOs, private sector, and media;
  • Undertake an analysis of UN Women positioning in media and communication (online and offline), and vis-a-vis strategic partnerships (viz. with Government stakeholders, civil society, private sector partners etc.)- identify gaps and way forward;
  • Identify channels and points of entry to influence UN Women positioning – to raise support for UN Women’s mandate;
  • Identify key flagship events, movements and platforms which UN Women should be part of to raise visibility for the organization; 
  • Undertake an analysis of UN Women’s current management of its’ Brand Ambassadors and provide concrete recommendations on how to leverage and improve this engagement/interaction for greater outreach and visibility for UN Women’s mandate/profile of the organization; 
  • Develop concrete delivery based  year-long workplans for UN Women Ambassadors in consultation with their team;
  • Prepare high-quality ‘Positioning Strategy’ paper for the UN Women India MCO encapsulating the above, together with a PowerPoint/Prezi presentation;
  • Modify, revise and edit positioning paper and presentation as required, in consultation with Deputy Representative, Programme Managers, and Communications Analyst of the UN Women MCO.

Expected Deliverables:

  • Present draft plan and layout for UN Women India MCO Positioning Strategy Paper and Powerpoint/Prezi presentation – April 2018;
  • Submit 1st draft UN Women India MCO Positioning Strategy Paper and Powerpoint/Prezi presentation – June 2018;
  • Submit UN Women Brand Ambassadors’ delivery-based year-long workplan – July 2018;
  • Submit final UN Women India MCO Positioning Strategy Paper and Powerpoint/Prezi presentation – August 2018.


  • Ensuring that the Positioning Strategy Paper and Presentation is consistent with UN Women communications guidelines;
  • UN Women has non-exclusive world rights in perpetuity of all designed submissions and products.

  • Payment will be made upon final submission and satisfactory outputs/products in accordance with specified requirements.

Required Skills and Experience

Education :

  • Master’s degree in marketing, strategy, media relations, journalism, or related studies.


  • Minimum 5 years of experience with a proven professional record in working in the field of marketing, business strategy development, campaign development, PR, journalism, branding/advertising, or media and communications;
  • Experience in the usage of media technology, social media for public information/advocacy, would be desirable, but not a requirement;
  • Experience at the national or international level in public relations, communications or advocacy would be desirable but not a requirement;
  • Prior experience to the work of the United Nations/other international organisations, development issues is an advantage but not a requirement;
  • Advanced skills in graphic design and desktop publishing.


  • Excellent analytical and writing skills in English.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum  5 years of experience working in the field of marketing, business strategy development, campaign development, PR, journalism, branding/advertising, or media and communications(5 points);
  • Prior experience of work in international organisations, development issues(5 points);
  • Excellent analytical and writing skills in English (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview.
