Background

The Resident Coordination Office (RCO) is the secretariat of the UN Communication Group and facilitates the implementation of the Standard Operating Procedure (SoP) on Communicating as One facilitating the coordination, the joint messaging and the implementation of the joint communication strategy and work plan of the UN system in Haiti.  The RCO is also responsible to provide support and advice to the DSRSG/RC/HC in terms of communication and media relations, and facilitating the continuous cooperation between the UNCT, the MINUJUSTH, UN senior leadership and UNHQ in terms of joint communication, in dialogue with relevant actors of civil society, national authorities, partners and youth networks, among others. Additionally the RCO in Haiti is an early adopter of UNInfo.

Duties and Responsibilities

Under the overall supervision and guidance of the DSRSG/RC/HC in Haiti, and the direct supervision of the head of the DSRSG/RC/HC integrated office, the communication and coordination specialist is required to perform the following tasks:

  • Provide advice and support on communication and media relations to the DSRSG/RC/HC regarding its multiple roles, as well as to the integrated office;
  • Provide advice on the production of different communication and advocacy products, including joint key messages, talking points, press releases, multimedia articles, video, radio, factsheets, web and social media content;
  • Provide advice on the UN Communicating as One strategy and joint work plan according to the SOPs Delivering as One and support the UN Communication Group, coordinating the joint actions of the communication officers from the agencies, funds and programs and the MINUJUSTH;
  • Provide reports, analysis and strategic communication proposals on the UN approach against cholera;
  • Follow up the integration of UN Haiti as early adopter of UN Info, managing the content management system to integrate the UNDAF in the platform for both programmatic and communication management;
  • Support the organization of special high-level and ad-hoc missions and events;
  • Provide, when required, support in the elaboration of programmatic documents;
  • Assist in communication requirements of the UN approach against cholera;
  • Assists in the organization of consultations and the scale up of an innovation project that combines consultations, communication of proximity and a mapping tool to foster and monitor civil society actions to advance the SDGs;
  • Contribute to the elaboration of key documents such as SG reports, background notes/analysis, factsheets and other required documents;
  • Any other tasks requested by the Head of the office.

  • Lessons learned and good practices on communication disseminated globally  (22 days);
  • Reports, analysis and strategic communication proposals on the UN approach against cholera prepared (22 days);
  • UN Day commemorations prepared (22 days);
  • UN Info platform for UN Haiti operational (22 days);
  • 15 Days Results of activism prepared (22 days);
  • Results of the communication joint work plan of the UN in Haiti achieved (22 days).

Institutional Arrangement

The Contractor will be contracted by the RCO in Haiti and will report to the RC Head of Office

Duration of Assignment

The Contractor is expected to work during the period from 1 May 2018 to 31 December 2018.

Functional Competencies

  • Good knowledge of the Haitian context;
  • Knowledge of the UN coordination procedures, mechanisms and tools, particularly regarding the UNCT and the UNCG, the United Nations Development Assistance Framework (UNDAF), the 2030 Agenda and the UN Standard Operating Procedure (SoP) Communicating as One;
  • Fluency in written and spoken French and English is required. Knowledge of Creole is an asset. Knowledge of Spanish is an asset.

 

Required Skills and Experience

Education

  • Master on communications, journalism or related field;
  • Academic qualifications in the field of international relations/development or related field would an asset.

Experience

  • A minimum of ten years of progressively responsible experience in public information, communication, and journalism or related area, with at least 7 years of experience at international level;
  • A minimum of 5 years of experience working in the area of development, humanitarian aid, peacebuilding or related fields;
  • Proven experience working with the UN system and good knowledge of the UN coordination mechanisms and programmatic tools;
  • Proven experience on advising senior leadership in terms of strategic communication and media relations;
  • Proven experience in conceptualizing, managing, monitoring and evaluating communication strategies and its impact in public opinion;
  • Proven experience in planning, implementing and evaluating outreach and participatory communication/advocacy activities.
  • Proven experience in elaborating background notes and analysis, talking points, factsheets and other required documents adapted to the UN format, for both internal and external purposes;
  • Proven experience in managing webs, social media platforms, content management systems and mapping tools;
  • Proven experience in facilitating capacity development activities and participatory processes with youth and other civil society and institutional partners;
  • Experience on transition processes in peacekeeping operation contexts would be an asset.

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

  1. Lump sum amount must be “all-inclusive”;
  2. Contract price is fixed regardless of changes in the cost components.

Recommended Presentation of Offer

  • Personal CV or P11 and copy of diplomas;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.

Criteria for Selection of the Best Offer

Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.
