Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls; the empowerment of women (GEWE); and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Global Flagship Programme Initiative (FPI)” Making Every Woman and Girl Count” (MEWGC) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; 
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

In line with this global FPI developed by UN Women HQ, UN Women East and Southern Africa Regional Office (ESARO) have developed a regional project that is specific to the context of the African region in order to:

  • Provide technical support to UN Women offices at the country-level on gender statistics to strengthen national-level SDGs monitoring and reporting in a gender responsive manner;
  • Strenghen regional- level collavoration with key partners to help promote country- led plans, and enhance national- level coordnation of key initatives;
  • Strengthen regional-level collaboration with key partners to promote an enabling policy environment, and capacities (national and regional) for the generation and dissemination of gender statistics for the effective monitoring of the SDGs, and additionally the improved dissemination of the same- for use in policy action, planning and programming by development stakeholders; and,
  • Additionally, to contribute to regional-level SDGs monitoring, reporting (data packaging and dissemination) and knowledge sharing to promote statistical capacities for the advancement of GEWE commitments. 

Under the supervision of the Regional Policy Advisor (Women’s Economic Empowerment-Climate Smart Agriculture) as the primary supervisor, and of the Chief Statistician in the Research and Data Section of UN Women HQ in New York as the secondary supervisor, the Regional Technical Advisor on Gender Statistics and SDGs Monitoring will support the regional implementation of the MEWGC; provide technical assistance and capacity development services to UN Women offices and project/programme teams to strengthen their capacities in the area of gender statistics and SDGs monitoring; support UN Women’s strategic engagement at the regional level including building regional partnerships and supporting collaboration between data producers and data users for the increased generation and uptake of relevant gender data. The Regional Technical Advisor on Gender Statistics and SDGs Monitoring will also contribute to knowledge generation in the area of gender statistics and SDGs monitoring and implementation.

Duties and Responsibilities

Provide technical support for the implementation of the MEGWC FPI and other gender statistics initiatives of the UN Women ESARO:

  • Lead the planning of the regional MEGWC FPI and related activities, to ensure timely and comprehensive implementation of MEWGC and that the implementation of MEWGC follows strict quality standards, as established under the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities;
  • Contribute to identifying and undertaking the programmatic and administrative tasks necessary for the implementation of MEWGC at the regional level, including preparation of budgets, reporting on budget/programme performance, and preparation of inputs for results-based budgeting and preparing donor reports, as necessary;
  • Support periodic regional monitoring reports to take stock of regional progress towards SDG targets related to GEWE;
  • Liaise with the team at HQ to report on activities, contribute the regional perspective and ensure that the implementation of regional activities is in line with the overall objectives of MEWGC.

Provide knowledge and capacity development services to UN Women ESARO and country offices to strengthen their capacities in the area of gender statistics and SDGs monitoring:

  • Produce and disseminate guidance notes and methodologies gender statistics, to monitor the gender-related commitments in the SDGs and data use plans;
  • Establish a roster of thematic consultants and experts on gender statistics for use by UN Women countries and partners;
  • Facilitate the dissemination of the SDGs guidance note;
  • Support the development of minimum requirements for program data collection in collaboration with NSS, targeting civil society organizations (CSOs), to support the generation of gender statistics.

Support UN Women’s strategic engagement at the regional level, including building enabling collaborations and promoting advocacy for better gender data:

  • Support the development and management of partnerships needed to implement the regional FPI, including with governments, donors, international agencies, civil society, philanthropic organizations and the private sector;
  • Strengthen UN Women’s relationships with key regional players, including international agencies and civil society organizations, particularly to strengthen gender data use in the region;
  • Contribute to global/regional/sub-regional/national workshops, seminars, colloquia, other training events related to statistics and SDGs monitoring and implementation, including proposals concerning agenda topics, possible participants, preparation of documents and presentations etc.;
  • Support collaboration with key stakeholders including UNECA and Statistics Sweden for the development and roll-out of gender and statistics tools, training guidelines, and training resources;
  • Promote and publicize the work of UN Women in gender statistics.

Knowledge management and contribute to monitoring and evaluation of results

  • Working with the Programme Management Specialist and the Learning, Monitoring and Evaluation (LME) Specialist, both at HQ, periodically collect data and submit program/project reports in line with donor reporting requirement;
  • Contribute to all activities related to the learning, monitoring and evaluation of MEWGC;
  • Prepare policy brief on best practices on the collection of Leave No One Behind (LNOB) gender data categories;
  • Contribute to and support inter-regional dialogue /regional forum to show case how program-level gender data can influence SDGs monitoring and planning;
  • Support preparatory work of a program-data initiatives portal to be hosted by the SDGs Centre in Africa.

 

Deliverables:

  • Technical assistance and support provided to 3 pathfinder countries (Kenya, Tanzania, Uganda) and non-pathfinder countries including self-starters (e.g. Malawi, Mozambique Namibia and Rwanda) in their work with NSS to integrate gender perspectives into their new National Strategy for the Development of Statistics (NSDS), building on lessons from Uganda and document the lessons learned;
  • One peer validated rooster of gender statistics experts established;
  • Technical assistance and capacity support provided to pathfinder (Kenya, Tanzania, Uganda) and non-pathfinder countries including self-starters (e.g. Malawi, Mozambique Namibia and Rwanda) to assist NSS in assessing data availability in global SDG databases and identify reasons for data gaps;
  • Partnership discussions with UNECA facilitated, on gender and statistics tools, guidelines and training resources;
  • Commission the preparation of a quality assessment of administrative data sources in the continent, how they are being used/misused and their potential to monitor the gender-related SDGs and the 2063 agenda and oversee the preparation of a policy brief documenting the findings;
  • Strengthened collaboration between NSS and non-traditional data producers facilitated, to promote effective monitoring and reporting on the SDGs, including:
    1. Organize a regional workshop of data producers and data users, hosted by the Africa SDGs Centre;
    2. Establishment of minimum requirements for program data collection in collaboration with NSS, targeting civil society organizations (CSOs), to support the generation of gender statistics;
    3. Commission the preparation of an assessment of the kinds of programmatic data that exist in the region to support the generation of gender statistics, assess their quality and establishment of minimum requirements for program data collection drawing on existing best practices at global level.
  • Dissemination of the SDGs guidance note [including missions and (technical meetings) to pathfinder (3) and self-starter countries, and other UN Women country offices];
  • One regional consultative forum facilitated with National Women’s Machineries, African Women’s Rights Organizations and the Africa CSO Working Group on the SDGs in partnership with UNECA and AfDB, for the establishment of user-producer dialogue forum for the increased generation and uptake of relevant gender data - and to identify additional areas of collaboration (in preparation for Africa Sustainable Development Regional Forum 2019 and the 2019 High-Level Political Forum);
  • One policy brief providing LNOB gender data stories from CSOs etc.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in gender, economics, statistics, development related disciplines or other social science fields is required.

Experience:

  • At least 7 years’ progressive experience in the area of gender statistics;
  • Proven experience in gender statistics and capacity building work, such as conducting training on gender statistics and technical support, is required;
  • Familiarity and knowledge on SDGs and global indicators for monitoring and reporting is required;
  • Familiarity and experience with the UN system at the country, regional and/or global level would be an asset;
  • Proven experience in producing manuals and/or practical tools on gender statistics, data collection, SDGs monitoring and/or other related fields related to gender equality would be an asset;
  • Knowledge and/or experience in the African region would be an added advantage.

Language Requirements:

  • Fluency in English and French (oral and written) is required.
