Background

Bangladesh decision-makers have recognized the risks associated with climate change, against the backdrop of high incidence of poverty and limited scope of formal employment of the poorer segments of its population. It is recognized that Bangladesh must make adaptation to climate change a national priority. The country has been allocating budget to climate-change adaptation (CCA) activities for over a decade.

This project aims to support Bangladesh in addressing urgent, medium and long-term climate change risks in selected agro-ecological zones. Main objectives of the project include 1) Strengthen institutional and technical capacities for effective climate change adaptation; and 2) Integrate climate change adaptation into relevant policies, plans, and associated processes. The Government of Bangladesh’s long-term preferred solution is to embark on a National Adaptation Plan (NAP) process which will allow for the framing of a medium- to longer-term approach to adaptation planning, building on existing efforts. This will requires 1) Establishment of climate and socio-economic information databases and functional national and sub-national systems to inform and guide climate-resilient policy and decision-making process, 2) Appraised and prioritized feasible adaptation options for all agro-ecological zones (AEZs), population groups and sectors, 3) Piloting and implementation of prioritized and best feasible adaptation option in selected agro-ecological zones (AEZs), 4) Enhance capacity building and coordination mechanism in relevant ministries and line agencies to integrate climate change adaptation at national & sub-national levels programming and budgeting.

The project components are:

  1. Enhancing information on climate change in support of the NAP process;
  2. Appraisal of adaptation options;
  3. National adaptation process is supported by the implementation of adaptation interventions in selected agro-ecological zones(AEZs);
  4. Institutional capacity-building for successful integration of CC into national processes

SCOPE OF WORK
The Project Design and Climate Change Adaptation Specialist will be the GEF PPG Team Leader and responsible for quality assurance and timely preparation of all reports and documentation, including the finalized UNDP Project Document (ProDoc) and CEO Endorsement Request, with all mandatory and project specific Annexes and supporting documentation. S/he will be responsible for guiding and overseeing the work of all consultants in the GEF PPG Team, working closely with the National Climate Change Adaptation cum M&E Specialist, UNDP team and relevant stakeholders.
The following documents are to be consulted as background for the GEF PPG phase:
• PIF cleared for work programme (WP) inclusion or GEF Council approved PIF (PFD and other similar pipeline projects by other development partners)
• SESP pre-screening (of PIF)
• Comments from GEF Secretariat, Council, STAP
• Annotated UNDP-GEF Project Document Template and associated guidance included therein
 

The final outputs of the GEF PPG are:
1. UNDP-GEF Project Document (ProDoc) using the 2017 standard template and TAPP following recent GoB template.
2. Mandatory annexes to the ProDoc, including social and environmental standard, gender analysis and action plan, and stakeholder engagement plan, among others, and project specific annexes (e.g. landscape profile, institutional and legal analysis, feasibility studies etc.).
3. GEF CEO Endorsement Request.
4. Validation Workshop report (as appropriate for projects with a moderate and high SESP risk rating).
 

a) Management of the GEF PPG Team
i. Oversee preparation and submission of a detailed methodology and work plan in consultation with the National Climate Change Adaptation cum M&E Specialist and UNDP team and other consultants, with clear delegation of responsibilities for the International Consultants (ICs) and National Consultants (NCs);
ii. Ensure that project development is participatory, environment friendly, climate resilient, gender-responsive and based on extensive stakeholder engagements; and
iii. Verify and ensure that all project components and proposed adaptation options are technically sound and cost effective.
 

b) Preparatory Technical Studies and Reviews (Component A)
With inputs from the other international and national consultants, as detailed in their respective TORs:
i. Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate;
ii. Oversee the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
iii. Ensure the preparation of the gender analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and Results Framework;
iv. Ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) are fully implemented during the PPG and, as appropriate, update the SESP in an iterative fashion throughout the PPG;
v. Justify the final selection and identification of the project sites (Ecologically Critical Areas), with documentation of selection criteria;
vi. Oversee any consultations with partners regarding financial planning, as appropriate;
vii. Ensure that the project’s design takes into account feedback on the PIF received from GEF Secretariat, GEF Council and its Scientific and Technical Advisory Panel, relevant stakeholders and UNDP team. Also, articulate the project’s ecosystem-based approach, community based approach and how it will apply lessons learned from previous adaptation projects and contribute to the operationalization of NAPA, BCCSAP, Delta Plan, NDC and country’s five-year plan.
viii. Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
 

c) Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B)
With inputs from the other national and international consultants, as detailed in their respective TORs, and based on international good practice:
i. Develop, present and articulate the project’s theory of change;
ii. Develop the Results Framework in line with UNDP-GEF policy;
iii. Oversee preparation of a detailed Monitoring and Evaluation Plan and Budget;
iv. Oversee and ensure the preparation of a Stakeholder Engagement Plan;
v. Oversee and ensure the preparation of a Gender Action Plan and Budget;
vi. Oversee and ensure the updating of the SESP based on assessments undertaken during Component A, and ensure the development of environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP;
vii. Select an indicator for one of the outcomes of the IRRF under the UNDP Strategic Plan;
viii. Oversee preparation of the required GEF tracking tool(s);
ix. Secure and present agreements on project management arrangements;
x. Ensure completion of the required official endorsement letters; and
xi. Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the required templates.
xii. Evidence of community and stakeholder consultations must be provided in the form of signed attendance sheets and, where appropriate and agreeable with the stakeholders, minutes on key points of discussion.
 

d) Validation Workshop (Component A-C):
i. Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and any management plans; and
ii. Oversee all necessary revisions that arise during the workshop;
iii. Ensure completion of Validation Workshop Report.
 

e) Final Deliverables:
i. Consolidation of all technical and consultation inputs including from national stakeholders, UNDP, GEF Secretariat, STAP and GEF Council, into a well written and concise UNDP ProDoc with all required sections and Annexes, in line with the standard UNDP-GEF ProDoc template and annotated guidance;
ii. Completion of the GEF CEO Endorsement Request;
iii. All documentation from GEF PPG (including technical reports, background materials etc.); and
iv. Validation Workshop Report.

SUPERVISION AND PERFORMANCE EVALUATION
The consultant will report directly to Programme Specialist (Environment Sustainability and Energy). S/he will also closely coordinate tasks with Country Office through other team members in the cluster and cluster nominated people and in the regional office at Bangkok. S/he will liaise on a day-to-day business with UNDP GEF Regional Technical Adviser based at Bangkok Regional Hub. S/he will also work closely with the other national consultants of the PPG team recruited by UNDP and the relevant stakeholders of the Government. S/he will keep UNDP informed of any issues that emerge during the PPG process which will likely affect the scope of the project design.
 

TIMEFRAME AND DEADLINES
The assignment is for a total of 35 days over a period of around 09 months on intermittent basis from 01 April -31 December 2018.
Timelines and milestones will be reflected in the inception note which will be prepared by the PPG team and reviewed jointly by UNDP and MoEF.
 

The final document shall be submitted to GEF SEC by 31st January 2019.

DUTY STATION
The consultant will be home-based combined with two in-country mission and project site trips (in selected AEZs) in Bangladesh. The consultant is expected to at least spend 10 days out of the total 35 working days in Bangladesh for stakeholder consultation and field trips.
Selected individual consultant who is expected to travel to the Country Office (CO) to undertake the assignment in the country (Bangladesh) is required to undertake the Basic Security in the Field (BSIF) training (https://dss.un.org/dssweb/WelcometoUNDSS/tabid/105/Default.aspx?returnurl=%2fdssweb%2f) prior to travelling.

INPUTS
The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address. UNDP will provide office space. Any additional studies and other reports produced under the GEF PPG and not included in Annex to the project document will be submitted to UNDP and saved for future reference.

REQUIREMENTS

(a) Academic qualifications 
• Master’s degree or higher in a relevant field, such as environmental sciences, environmental economics, development economics, climate change, natural resource management or related field;

(b) Experience
• Minimum 10 years of demonstrable experience in the area of climate change adaptation and development;
• Minimum of 5 years of experience in GEF project development, including formulation of high quality climate change adaptation projects, and familiarity with relevant templates and processes of various international climate change funds (e.g. GEF, GCF, CIF, etc.);
• Excellent leadership, coordination and facilitation skills;
• Demonstrated analytical ability and excellent report writing skills with relevant experience and produced at least 10 reports for donor agencies
• Project review or evaluation experiences are desirable and experience of working as Team Leader of any such mission will be an advantage
• Preferred skills include project management, technical writing, capacity building, facilitation and project implementation
• Working experience in government, UN, private sector and development partner consultation and communication.

FINANCIAL PROPOSAL
The financial proposal shall specify daily rate of services and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of daily rate (including travel, per diems, and number of anticipated working days).

Individual Consultant will be evaluated based on the following methodologies:

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
