Background

The Support to Anti-Corruption Efforts in Kosovo project (SAEK II) aims to help Kosovo authorities establish a corruption proofing of legislation system by which draft legislation, bylaws and passed legislation would be reviewed by a designated public institution mandated to issue an opinion about inherent risks for corruption and propose ways to mitigate these risks. The proposed system would be based on RAI Corruption Proofing Methodology as adopted by the Kosovo authorities.

Through RAI’s methodology, Kosovo Anti-Corruption Agency, and other institutions involved in the law-making process shall be trained to conduct analyses and assessment of corruption risks in laws and regulations, with an adaptation to the needs and capabilities of Kosovo’s anti-corruption system.

To this end, SAEK seeks to engage an international consultant to conduct training of local institutions representatives’ in the implementation and explanation of the RAI methodology on corruption proofing.

Objectives of Assignment

Deliver a workshop on the implementation and explanation of the RAI methodology on corruption proofing.

Duties and Responsibilities

The international expert, under the direct supervision of the Project Manager will deliver the following:

  • Review RAI Methodology on corruption proofing, with the aim of providing recommendations for improvement;
  • Examine selected Kosovo legislation, as suggested by the SAEK Project Manager, against the RAI methodology which will be utilized as study-cases at the workshop;
  • Develop the agenda and the module for the workshop in close cooperation with the SAEK Project manager;
  • Deliver the workshop on the implementation and explanation of the RAI methodology on corruption proofing;
  • Produce a final report containing an assessment of the RAI Methodology and some feedback from observations gathered at the workshop, providing recommendations for procedural, legislative and institutional changes with an emphasis on identified entry points for SAEK interventions.

The consultant shall travel to Zagreb on the dates set by RAI and the SAEK Project Manager, in order to deliver the workshop.

Required Skills and Experience

Education:

  • Master’s Degree in Law.

Experience:

  • At least 10 years of experience in the legal profession either in private practice, the judiciary or for an international organization.
  • Demonstrated experience in drafting and assessment of anti-corruption legislation, strategies and methodologies.
  • Current or former membership in a bar association.

Language requirements:

  • Fluency in both oral and written English.
