Background

This Terms of Reference (ToR) refers to the regional component of the GEF-funded project entitled “Initial Implementation of Accelerated HCFC Phase-out in the CEIT Region”. In this project funded by the Global Environment Facility (GEF), UNDP supports Countries with Economies in Transition (CEITs), which are not eligible for funding under the Multilateral Fund of the Montreal Protocol, to implement capacity building and investment activities related to technology substitution to phase out ozone-depleting substances (ODS), and specifically - hydrochlorofluorocarbons (HCFCs). UNDP works in cooperation with the governments of Belarus, Tajikistan, Ukraine, and Uzbekistan to facilitate their compliance with the Montreal Protocol’s requirements to phase out HCFCs through stabilization and progressive reduction of HCFC import and consumption. The project document was designed to address the following two main components (regional and national):

  • Component 1 (Regional information exchange and networking component), addressing barriers associated with incomplete knowledge and awareness and which is aligned with PIF Component 1; Outcomes 1(a-d) - the component to be implemented on UNDP regional level;
  • Component 2 (National capacity building and technical assistance component), targeting support to the adoption of the fully completed HCFC phase-out strategy (with selected legislative options to control HCFC import/use), capacity building and supply of analytical and servicing equipment/tools for the Environmental Inspectorate and Customs Departments and refrigeration technicians, technological conversions for solvents and rigid foams, modernization of HCFC re-use scheme in the country and demonstration of alternative technologies in refrigeration equipment and A/C sectors, pilot small-scale ODS destruction. 

 

Duties and Responsibilities

The objectives of this assignment are to analyze, review and develop technical and policy-relevant materials, including methodologies and tools to integrate gender equality considerations into the ozone project implementation in participating countries. The consultant will carry out the following tasks:

  • Carry out participatory gender equality analysis in the project in one of the project countries;
  • In close collaboration with the terminal evaluation consultant, highlight the gender equality dimensions of the evaluation and analyze the gender mainstreaming gaps in the project implementation;
  • Develop gender mainstreaming recommendations for the selected country for an ozone project with annual outputs to facilitate implementation of activities that promote gender equality and women’s empowerment;
  • Develop a short gender equality training module, preferably in Russian language, to be part of training activities in ozone projects in the project region;
  • Participate to regional project closure meeting in July 2018 to advise on the results of gender analysis and present the recommendations for implementation; and to conduct a short gender equality training session.

Duration
The Contract will enter into effect upon signature by both parties, expected for 3 (three) months of duration. The international consultant is expected to start in April 2018.

Travel requirements
The consultant is expected to conduct 3 days mission to one of the project countries and 2 days mission to Uzbekistan to present final report during the regional project closure meeting in July 2018. Additional travels may be requested by the IRH over the duration of the assignment within the estimated workload. 

All missions will be arranged by IRH and will be covered separately as per UNDP Rules and Regulations; therefore, related travel costs should be excluded from the financial proposal.

Schedule of payments and expected outputs
The total number of days of work is estimated approximately 15 working days. The breakdown corresponds to the expected outputs and schedule of payments as follows:

50% of payment upon submission of the interim report including the gender equality analysis, recommendations on gender dimensions of the terminal evaluation and recommendations for the implementation.

  • Completion of a country mission and submission of the interim report: 3 days mission to a country and 5 days for the interim report (approx. 8 working days; due date – 30 April 2018)

50% of payment upon submission of the final report and completion of the gender equality training during the regional project closure meeting:

  • Final report: Full report with gender equality analysis, recommendations for terminal evaluation, recommendations for implementation and a gender equality training module (approx. 4 working days; due date – 31 May 2018)
  • Presentation: 2 days mission to Uzbekistan to conduct gender equality session during the regional project closure meeting and 1 day for the mission report (approx. 3 working days; due date – 15 July 2018)

Required Skills and Experience

Education:

  • Master’s degree in gender studies, gender and development, environment, sustainable development or closely related area.

Experience:

  • At least 5 years of practical working experience in gender mainstreaming, women’s empowerment and sustainable development;
  • Experience carrying out participatory gender equality analysis, collecting and formulating gender responsive indicators and sex-disaggregated data, and developing gender action plans;
  • Experience with Montreal Protocol related issues is highly desired;
  • Experience in conducting gender equality trainings or stakeholder meetings is highly desired;
  • Relevant experience in the Europe and CIS region of the project is desired;
  • Experience working with the UN and GEF is desired.

Languages:

  • Excellent writing and oral communication skills in English and Russian;


Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/ compliant/acceptable;  b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 60% of total evaluation – max. 60 points:

  • Criteria A - Master’s degree in gender or other related area – max points: 5;
  • Criteria B - At least 5 years of practical working experience in gender mainstreaming and sustainable development – max points: 10;
  • Criteria C - Experience carrying out participatory gender analysis – max points: 5;
  • Criteria D - Experience developing gender action plans – max points: 5;
  • Criteria E - Experience with Montreal Protocol related issues – max points: 15;
  • Criteria F - Experience in conducting gender awareness trainings or stakeholder meetings – max points: 10;
  • Criteria G - Relevant experience in the Europe and CIS region of the project – max points: 5;
  • Criteria H - Experience working with the UN and GEF – max points: 5.

Financial Criteria - 40% of total evaluation – max. 40 points.
