Background

Green Climate Fund Readiness and Preparatory Support Project aims to define a strategic engagement framework with the Green Climate Fund (GCF), as well as to help strengthen the National Designated Authority (NDA) and enhance Azerbaijan’s capacity to implement mitigation and adaptation actions.

The project includes activities that will allow the NDA to: i) strengthen national capacities; ii) support stakeholder engagement in consultation and policy development processes; and iii) mobilize private sector in national consultations and financing mechanisms.

The proposed project will increase the capacity of the NDA and other national stakeholders to carry out its climate change focused programs in partnership with the GCF and pave the way for structured and active participation of the private sector to achieve national climate goals.

Duties and Responsibilities

In the scope of the project the UNDP Country Office in Azerbaijan will contract the services of the Lead International Technical Advisor (LITA) who will work in close collaboration with National Project Team and bring international expertise to the project implementation. Specifically, his\her responsibilities will include but are not limited to the following:

  • Guide the Project Team in all aspects of project implementation
  • Conduct desk review of the baseline situation in Azerbaijan in regards to climate finance readiness.
  • Conduct needs assessment for institutional and individual capacity building of the NDA, in what relates to roles and responsibilities as the NDA for the GCF.
  • Based on baseline and need assessments, define baseline values, realistic targets and appropriate indicators to track the progress.
  • Guide the Project Team in developing a GCF country program that identifies strategic priorities for engagement with the GCF that aim for transformational adaptation/ mitigation and social impact, as well as gender inclusion.
  • Develop a road-map of actions and implementation plan, which will include overall guidance, time-frame and realistic budget for implementation.
  • Guide the project team in developing the Terms of Reference (TOR) for the local consultants working under the project
  • Based on needs assessment assist the project team to design and execute capacity building workshops/trainings.
  • Support project team in preparation of relevant programs for participation in South-South exchange programs.
  • Participate in inception workshop and make a presentation for the relevant stakeholders about the goals of the project and planned partnership with the GCF.
  • Jointly with the Project Team prepare the Project’s Inception Report.
  • Guide the project team/local expert in developing a consultation process with the NDA to develop, validate, and disseminate guidelines for effective no-objection process.
  • Support the NDA in developing a bilateral agreement with the GCF.
  • Together with project experts analyse the existing frameworks for national monitoring and oversight of climate finance (including local and community-level monitoring mechanisms) and develop recommendations to improve access, sequencing, monitoring, and reporting on finance.
  • Develop mechanisms for mainstreaming climate change considerations into national finance and development decisions, which will ensure that the development of investment proposals is according to national strategy and priorities.
  • Assist project team in Mapping of the current practices on stakeholder engagement processes for climate change related policies and strategies with recommendations for improvement endorsed by the NDA.
  • Develop a communications/advocacy strategy to inform key stakeholders (government and non-government) on progress in the country’s engagement with the GCF
  • Provide technical advisory support to project team to take stock of ongoing and planned national policies and programs, including NDCs and LEDS, NAMAs and adaptation plans in consultation with the government, civil society, representatives of women’s groups, international donors and private sector.
  • Analyze gaps, barriers and opportunities to develop a private sector engagement strategy.
  • Provide advisory support to the project team in enabling NDA to facilitate the official validation of the private sector engagement strategy and key stakeholders’ involvement in the national GCF coordination mechanism
  • Review and provide inputs into the project reports as requested by the UNDP, GCF and MENR;
  • Assist and provide guidance on any other technical issues arising within the project as needed

Required Skills and Experience

Education: 

  • Master’s Degree in environmental sciences or related field

Experience: 

  • Expertise in climate change adaptation and/or Climate change mitigation. 
  • At least 10 years of successful experience in climate change programme/project development and implementation.
  • Proven related work experience in the developing countries.
  • Proven work experience with international organizations, especially with GCF.

Language:

  • Good knowledge of English, knowledge of Russian and/or Azeri will be an asset.

Functional Competencies:

  • The knowledge of UNFCCC negotiations and related document designs;
  • Familiarity with the Green Climate Funds requirements, rules and procedures.
  • Experience in conducting assessments on climate finance, especially in developing countries;
  • Excellent communication skills, both verbal and written;
  • Strong analytical skills;
  • Proven capability to meet deadlines and work under pressure

 

Individual consultants will be evaluated based on the following methodologies:

 Cumulative evaluation that takes into account both financial offer and the technical expertise of the potential candidates

A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical component being completed prior to any price component being reviewed and compared.  The Price Component will be reviewed only for those individuals whose Technical Component meets the requirements for the assignment.  The total number of points which individual may obtain for both components is 100.

Out of this 100 points 70 points maximum could be obtained for the technical proposal, and 30 points maximum for the financial proposal.

The technical component, which has a total possible value of 70 points, will be evaluated using the following criteria:

·        Master’s Degree in environmental sciences or related field, 15 points

·        Expertise in climate change adaptation and/or Climate change mitigation. 15 points

·        At least 10 years of successful experience in climate change programme/project development and implementation; 20 points

·        Proven related work experience in the developing countries; 15 points

·        Proven work experience with international organizations, especially with GCF; 20 points

·        Good knowledge of English, knowledge of Russian and/or Azeri will be an asset; 15 points

Then, this total amount of sub-points (total amounts of sub-points could be 100) will be multiplied by 0.7 to calculate total weighted amount for technical proposal.

If technical proposal achieves the minimum threshold of 49 points (70 points multiplied by 0.7), then, the respective proposal passes the threshold for technical fit, and the competitiveness of the offered fees/consultancy rates will be taken into account in the following manner:               

The total amount of points for the fees component is 30. The maximum number of points shall be allotted to the lowest fees proposed that is compared among those invited individuals which obtain the threshold points in the evaluation of the technical proposal. All other proposals shall receive points in inverse proportion to the lowest fees; e.g;

                [30 Points] x [USD lowest]/[USD other] = points for other proposer’s fees

 Then, the proposal, which collects the maximum amount of points, will be selected as the best proposal.?

TRAVEL

2 international travels to Azerbaijan are envisaged at this point, each for about 2-3 days; one during the inception workshop period, and one during the project results validation period at the end of assignment. Associated travel costs for these two missions should be included into the financial proposal. If additional ad hoc travel(s) become necessary during the assignment, they will be covered separately in accordance with UNDP rules and procedures.

The consultant should take into consideration the DSA rates in the country based on UNDP rules (DSA rate is 179 USD in Baku for March 2018).
