Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. To best meet the needs of women and girl refugees and migrants, UN Women’s resilience-based approach stresses that relief and recovery assistance must build the resilience of marginalized communities and, in particular, women affected by conflict and displacement, by enhancing their capacities and creating an enabling environment for them to meet their own needs. By providing adequate and sustainable support to enable women to respond, mitigate and recover from crisis assistance will facilitate stability and social cohesion.

In 2018 UN Women in Turkey Office started implementation of a multi-country Programme on “Strengthening the Resilience of Syrian Women and Girls and Host Communities”. The programme works through a three-pronged strategy that will: (i) make long-term humanitarian and development assistance more responsive to women’s and girls’ needs, and increase their role, including through community organizing, in the scope and delivery of aid by promoting women’s equal access to protection services—  with a focus on combating early marriage (ii) support women’s economic empowerment through increased access to longer term recovery and livelihoods opportunities to decrease their reliance on external assistance and negative coping mechanisms, and foster gender-responsive development policies for a lasting impact  (iii) create a culture of peace and co-existence by supporting women to lead and engage in peacebuilding, reconciliation, conflict prevention and rights protection. In particular, this approach will ensure that activities are adapted to the local realities, and in line with national priorities of Turkey.

Under the overall supervision of the  Regional Director, ECA (or delegated staff member in the Regional Office), the Gender and Humanitarian Specialist will be responsible for the provision of coordination, programme and technical support on the rights and participation of women refugees to the UN Country Team [UNCT] as well as the multi-country Programme Management Team and manages and coordinates all aspects of UN Women refugee programming in Turkey as required, including programme development, advocacy, partnership and resource mobilization, and until the Programme Management Specialist is recruited, the management of operational projects, as well as continued monitoring of implementation and reporting.

She/he works in close collaboration with UN Women programme and operations staff, UN staff and UN agencies, government officials, technical advisors and experts, multi- and bi-lateral donors and civil society ensuring the successful interventions of UN Women in the country.

Duties and Responsibilities

Summary of expected deliverables:

  • Provide technical and substantive advice for development and implementation of UN Women ECA refugee response programming
  • Responsible for the provision of coordination, programme and technical support on the rights and participation of women refugees to the UN Country Team [UNCT].
  • Manages and coordinates all aspects of UN Women refugee programming in Turkey as required, including programme development, advocacy, partnership and resource mobilization
  • Monitoring and support to “Strengthening the Resilience of Syrian Women and Girls and Host Communities” program to ensure smooth implementation of UN Women activities and programme with the executing and implementing agencies (including local and international NGOs, governmental authorities, donors other UN agencies).
  • Build on the existing UN Women Refugee Response programming in Turkey by identifying new opportunities and supporting the design and formulation refugee support programs and projects for UN Women ECA, including Turkey PP programming.
  • Identify funding opportunities and preparing concept notes and program documents to expand UN Women Refugee Response programming.
  • Support the creation of communications products on UN Women Refugee Response programming.
  • Develop awareness, capacity, and conduct advocacy in sectors/clusters (3RP, RRMRP, etc) such as those dealing with Protection and Livelihood on gender concerns including with UN offices, governmental and NGO participants. 
  • Disseminate and expand on evidence-based knowledge on the need of refugee women and girls, following the completion of the ‘Needs Assessment of Women and Girls under Temporary Protection Status in Turkey’, by the UN Women implementing partner
  • Prepare briefs, updates and reports to donors, UN cluster partners as well as the Programme Management Unit of the Strengthening the Resilience of Syrian Women and Girls and Host Communities” program
  • Design/deliver/facilitate capacity building activities for UNW staff and partners which should to take advantage of good practices for working with and supporting women refugees, and integrating gender equality issues in in strategic planning, design and programming
  • Conduct and participate in trainings, as necessary, related to gender issues in humanitarian/refugee response assessments, plans and responses
  • Work in close collaboration with UN Resident Coordinator’s Office to support gender monitoring activities in regards to utilization and effective implementation of gender markers;
  • Contribute to UN Women community of practices and other knowledge management/dissemination channels to share experiences and lessons learnt on refugee response and humanitarian programmatic work 
  • Provide an advisory support for migration related consultations, programme development, etc.

Deliverables will be set at beginning of contract in a 1 year work plan with clear scheduled milestones/deliverables. This work plan will be agreed between the consultant and the ECARO supervisor.

Monthly payments will be made based on the supervisor reviewing and confirming that the consultant has met the required deliverables set in this work plan. This will also be accompanied by a time sheet submitted by the consultant to the supervisor.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.

Experience

  • At least 7 years progressively responsible experience in designing and managing gender and/or migration/refugee response programmes, with a focus on ;projects supporting women refugees; designing and managing development projects/initiatives; and establishing and developing relations international organizations, governments and other project stakeholders.
  • Experience in inter-agency coordination, preferably relevant to refugee response/Gender work;
  • Experience working with, and building partnerships, with governments, donors and civil society organizations internationally and in the field;
  • Experience on EU-funded projects is a strong advantage;
  • Experience working on refugee response in the region is considered a strong advantage;
  • Experience working with Icelandic Government or NGO considered an asset.
  • Experience working with the UN is an asset;

Language Requirements:?

  • Fluency in English is required,
  • Knowledge of the other UN official working language is an asset.

Evaluation of Applicants:

Consultants will be evaluated using a technical analysis method taking into consideration the p11 to review and evaluate the candidates technical capacity to meet the requirements of this TOR. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

a)         Responsive/compliant/acceptable, and

b)         Having received the highest score out of below defined technical criteria.

Applicants would be evaluated against their qualifications Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
