Background

UNWOMEN, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UNWOMEN supports the Government of Jordan in its efforts to strengthen national capacity on gender mainstreaming and the promotion of gender equality and women’s empowerment in line with its international and national commitments. In 2015, the government established the Inter-Ministerial Committee (IMC) on women’s empowerment and gender equality to provide leadership, coordination and accountability for action across government on achieving commitments related to women’s human rights within the Vision 2025 and other national priorities and planning documents. The IMC is designed to play a critical role in providing political leadership for promoting gender equality and women’s empowerment in government policymaking, in coordination with the Jordanian National Commission for Women (JNCW) in its role as the technical gender equality mechanism of government, and with other government institutions. Coordination between these mechanisms is critical to maximizing their impact, as is providing full time secretariat support to the IMC in its important political role. 

The realization of gender equality and the women’s empowerment depends significantly on coordination and cooperation between different government agencies and national frameworks which seek to achieve this goal. Such cooperation and coordination will be key to ensuring that gender equality and women’s empowerment is at the core of Jordan’s national planning processes and that the transition from humanitarian response to resilience building and women’s empowerment is integrated within Jordan’s overall development goals. The Government of Jordan has therefore requested dedicated assistance to support and strengthen these coordination and cooperation efforts. 

Under the overall guidance of the Head of the Resilience and Empowerment Unit (UNWOMEN), the direct supervision of the Institutional Capacity Development Specialist (UNWOMEN), and in close coordination and consultation with the Ministry of Social Development (as current Chair of the IMC), the national consultant will support the IMC in establishing the secretariat function and serve as secretariat to the IMC. He/she will work closely with the IM, JNCW and other relevant government institutions to facilitate coordination between the different key national stakeholders for GEWE. The consultant will also support efforts to build strong partnerships with key stakeholders and to foster knowledge management and capacity development.

Duties and Responsibilities

Objectives of the Assignment

The consultant will fill both secretariat and coordination functions.

Scope of Work and deliverables

• Serve as the Secretariat to the IMC 

• Serve as the Coordinator to the IMC, fostering coordination between the government gender equality mechanisms 

• Support the IMC in its strategic planning to advocate for political and financial support for Jordan’s priorities for gender equality and women’s empowerment

• Support the IMC in preparing and coordinating inputs to the development of a government gender mainstreaming policy

• Support the UNWOMEN Institutional Capacity Development Specialist and JNCW to promote the institutional capacity development needs for key government institutions on gender equality and women’s empowerment issues

Duration and duty station for the assignment: 

The duration of the assignment will be 12 months and the duty station will be Amman, Jordan with travel to field as required. Office space and equipment will be provided by UNWOMEN. 

Fees and Schedule of Payments

The position will be remunerated based on a daily rate. 

The successful candidate will receive his/her payment based on satisfactory deliverable and a time sheet duly approved by the UNWOMEN Country Representative.

The selected applicant will be requested to submit a “Statement of Good Health” from a recognized physician prior to commencement of work, certifying that the individual is in good physical and mental health and is capable of undertaking the related consultancy and if required to travel is fit to travel and has had the required inoculations for the country or countries to which the individual is to travel. The individual shall take full responsibility for the accuracy of that statement. 

 

 

Required Skills and Experience

Education: 

  •  Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Required Skills and Experience
Experience: 

  • At least seven (7) years of relevant experience in human rights, gender, development or another relevant field
  • Proven experience in multi-stakeholder coordination, including with senior national government officials
  • Proven experience in developing and supporting coordination mechanisms for gender equality and women’s empowerment
  • Good knowledge and understanding of gender issues in Jordan 
  • Good knowledge of and familiarity with government planning and decision-making processes 

 Language requirements:

  • Fluency in written and spoken English and Arabic is required
