Background

Description of the assignment: International Consultant on HCFC project Design – Team Leader

Project/Office: Initiation Plan (IP) #00109235 “Completion of the phase out of HCFCs consumption with support of low GWP technologies in Belarus”. Short title (HCFC-ii project).

Period of services (if applicable): 11 April 2018 – 1 February 2019 (it is estimated that the assignment will take no more than 45 working days in total including 1 mission to Minsk, Belarus)

Proposals of candidates should include the following documents:

  1. Letter of Confirmation of Interest and Availability using the template in the Annex 5 to this notice;
  2. CV and a Personal History Form (P11 form) including at least 2 references (or contact information of at least 2 people who could provide a reference upon request);
  3. Financial Proposal as per template attached as Annex 2 to this notice;
  4. Sample of personal publication, article or report.

Duties and Responsibilities

The purpose of this assignment is to develop a full UNDP project document and GEF Request for CEO Endorsement plus all required supporting documentation to be submitted to the GEF Secretariat for approval.

Competencies

  • Extensive knowledge in either of the following fields: ozone-depleting chemicals and HCFCs, refrigeration and air-conditioning;
  • Fluency in English is required (working knowledge of Russian is an advantage but not required);
  • Outstanding time-management, organizational and inter-personal skills;
  • Strong writing and communication skills;
  • Excellent report writing skills;
  • Excellent computer literacy.

Required Skills and Experience

  • Master’s degree or higher in a relevant field, such as ozone-depleting (CFC/HCFC) chemicals or related fields;
  • Minimum 10 years of demonstrable experience in the technical area of the Montreal Protocol on ozone-depleting chemicals and HCFCs in refrigeration and air-conditioning;
  • Previous proven experience in successfully preparing GEF and MLF projects for UNDP or other international agencies would be a strong asset;
  • Previous experience of working in the Eastern European and/or CIS countries for management of ozone-depleting chemicals and HCFCs, refrigeration and air-conditioning business or related fields will be an asset.
