Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In April 2016 UN Women officially launched a three-year programme “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” that is financially supported by the Swedish International Development Cooperation Agency (Sida). In close cooperation with state and entity level mechanisms for gender equality, the program aims to strengthen the institutional and social response mechanisms to violence against women and domestic violence in BiH by contributing to the implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention). It also has a strong component of working with media to improve reporting on gender based violence (GBV), violence against women and domestic violence. As part of the media component, UN Women developed the guidelines for reporting on gender-based violence, followed up by trainings in which 200 media profesionals were trained and a roster of journalists sensitized to report on gender-based violence.
In addition, UN Women is currently implementing another intervention under the ending violence against women component (EVAW), aimed at strengthening the implementation of CEDAW and the Istanbul Convention in BiH, and funded by the European Union. The programme foresees a lot of work on advocacy, external communication and visibility of actions implemented by partner organizations.
Over the years, UN Women Bosnia and Herzegovina has invested significant efforts in developing strategic communications and nurturing the relationship with the media. There has been a number of initiatives evolving around key international days and campaigns, including communications and advocacy on elimination of violence against women. In 2017, UN Women organized two ideathons and a hackathon in order to gather and develop ideas which can be key to combating violence against women. In 2018, UN Women aims to support the development of two winning applications - TraceBrace, a prototype of a bracelet that allows the person wearing it to send his or her location to an emergency contact while in a crisis or threatening situation and “Sretna zona” (Happy Zone), a safety map of city zones that helps the user to make informed decisions about their movement based on the safety score of an area.
UN Women is now seeking to engage a Communications Consultant to coordinate the media component under “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” project, oversee the process of application development for the winning teams from Hackathon and  support overall communication of the office, including support to projects.
Under the supervision of the UN Women Programme Specialist, in close collaboration with UN Women EVAW Project Manager, the Communications Consultant is responsible for developing advocacy and media outreach initiatives and managing media/press coverage. The consultant oversees the production of a range of communications materials for UN Women CO Bosnia and Herzegovina, including for the UN Women Country Office website, and for online and offline audiences. S/he is responsible for timely, accurate and high-quality informational materials, such as press releases & media advisories, news briefs, fact sheets, stories from the field etc. for media outreach, the UN Women website, and inclusion in informational kits for further public outreach.
 

Duties and Responsibilities

Part of the focus of UN Women’s program is on fostering favourable social attitudes and behaviours towards ending violence against women (VAW) and domestic violence (DV) among men, women and young people. Specifically, the goal is to engage traditional and new media to make the general public more aware of the negative consequences of violence against women, gender stereotypes and the importance of the role of men as agents of change. Furthermore, UN Women will work with responsible governmental agencies and institutions, academia, university journalism students, practicing journalists and editors, and their professional associations and bloggers, PR professionals aiming to embed and support a shift in newsroom cultures and practices around reporting on violence against women.

Immedaite objective

To coordinate the communications and media components under projects “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” and “Implementing Norms, changing Minds”and  support overall communication of the office.

Outputs

The consultant is expected to deliver the following results:

1. Provide the support to the communications and media components under projects “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” and “Implementing Norms, changing Minds” (50%):

  • Coordinate activities under the media component of  “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” project;
  • Coordinate activities under the communications component under project “Implementing Norms, changing Minds”;
  • Oversee and provide communication guidance to the development of TraceBrace and safety map aplications.

2. Provide the support to UN Women Country Office in ensuring the office visibility (50%):

  • Develop communications Strategy and Action Plan for the office;
  • Oversee and maintain UN Women Country Office online outreach and produce information materials for public outreach;
  • Support visibility of UN Women CO in Bosnia in regional/global UN Women and national UN websites;
  • Oversee and manage national social media accounts in line with corporate social media policy and provide inputs to regional/global social media accounts;
  • Identify innovative opportunities and new communications tools and platforms which can serve to highlight the work of UN Women;
  • Maintain and expand contacts with national media; topics, background information, news-related developments and coverage of interest to each identified;Provide support to UN Women special events, campaigns.

3. Provide detailed report after the completition of tasks

The consultant will be expected to complete the following tasks within the indicative timeframe:

The consultancy will last up to 70 working days the period of 01 May – 20 December 2018.

Reporting

The consultant will be responsible for the following deliverables:

  • Developed and implemented workplan on the communications and media components under projects “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” and “Implementing Norms, changing Minds”;
  • Developed and partially implemented Communications Strategy and Action Plan for the Country Office;
  • Developed and implemented workplan on the mobile application development;
  • Success stories highlighting the results of UN Women’s projects;
  • Updated Social Media Report;
  • Draft concept note and oversight of implementation of at least one UN Women CO campaign;implement
  • Finalized consultancy report that captures the work and main results for the period of the consultancy, including recommendations for future work. The final report shall be written in English and shall not exceed 10 pages.
  • Any other deliverables as agreed with the supervisors.

Required Skills and Experience

Academic Qualifications:

  • University Degree (BA) in media and communications, journalism or related field. Master’s degree in communications, journalism or related field such as international development, gender studies or social science will be considered an asset.

Skills and Experience:

  • At least 7 years of demonstrated work experience in in communications including   experience in media relations. Relevant experience at the national level in delivering communication services to promote the activities of international development organization will be considered an asset;
  • Experience in promotion of gender issues;
  • Experience in producing communication materials (print and online) for a variety of media;
  • Good understanding of new and evolving technologies and digital platforms;
  • Good understanding of web development technologies;
  • Experience in on-line outreach and multimedia;
  • Previous experience within the UN System is an advantage;
  • Proven experience in campaign and event organization;
  • Experience in use of web editing tools and social media platforms;
  • Experience in photograph and video editing;
  • Fluency in English and B/H/S, excellent spoken and written skills.

Evaluation of Offers

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of below defined technical, interview and financial criteria.

Criteria:
Technical Evaluation – documents based (80%),
Financial Evaluation (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20

  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.
