Cambodia is a signatory country to the UN Convention Biological Diversity (CBD). It launched the National Biodiversity Strategic Plan (NBSAP) in 2016. In response to the Article 26 of the CBD, signatory countries are required submit national reports on measures taken to implement it, and the effectiveness of those actions in meeting the Convention’s objectives. The CBD Secretariat has prepared a reference manual that complements guidelines for the 6NR and is intended to assist Parties in preparing their 6NR by the reporting deadline, in accordance with decision XIII/X and Article 26 of the Convention. The reference manual provides suggestions on the types of information Parties may wish to include in their 6NR and sources of information they may wish to draw on. This includes other reporting and assessment processes related to biodiversity, such as those related to other biodiversity-related conventions and multilateral environmental agreements, as well as relevant information managed or maintained by international organizations.

UNDP is implementing a GEF project on “Support to Eligible Parties to Produce the Sixth National Report (6NR) to the CBD (Asia)” to support 17 countries to develop a high quality, gender-responsive and data-driven sixth national report (6NR) that improves national decision-making processes for the implementation of the NBSAPs. These reports will capture the progress made towards achieving the Aichi Biodiversity Targets (ABTs) and inform both the fifth Global Biodiversity Outlook (GBO5) and the Global Biodiversity Strategy of 2021-2030.

Under the leadership of the government, UNDP Cambodia is supporting the Cambodia to prepare the 6NR. The formulation process of the report will be guided by the General Secretariat of the National Council for Sustainable Development and CBD Focal Point

Duties and Responsibilities

The Sixth National Report Development Specialist will produce high quality 6NR. The incumbent will perform the following roles:

  • Formulate knowledge products that support the revision of indicators/existing indicators; the use of available scientifically sound data during NBSAP implementation and reporting; and assessments of progress in the achievement of national biodiversity targets;
  • Support and facilitate the development of training materials and delivery of training events specifically focused on the knowledge products; provide trainings on the use of the CBD online reporting tool and the development of data that reports on progress in achieving the targets and activities in the NBSAP of Cambodia;
  • Coordinate overall workflow, conduct research, and create content around emerging issues and programmatic needs specifically related to measuring the results of NBSAP implementation, as a contribution towards achieving the Aichi Biodiversity Targets, the Convention on Biological Diversity, and the Sustainable Development Goals;
  • Build capacity responsible institution and relevant stakeholders on recording/reporting, using, and analysis of data/information resulting from the implementation of NBSAP;
  • Support and Facilitate the project inception workshop, and consultation process;
  • Working with stakeholders, prepare the draft 6NR and revise and finalize it through a technical peer review;
  • Provide the technical inputs as necessary and direction towards timely and successful completion of the 6NR; and
  • Produce the Final 6NR and submit to UNDP.

  • Experience with UNDP and/or UN agencies will be an advantage.
  • Strong analytical skills and ability in communication and networking, negotiations and writing.
  • Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive

Required Skills and Experience


At least Master’s degree in environment, biodiversity, forestry, ecology, social science, natural resource management/science, ecosystem services, and/or related field.


  • At least 10 years of working experience in biodiversity or natural resources policy, strategy, legislation development, especially NBSAP development and implementation;
  • At least 5 years experiences on information, communication, education, project and knowledge management in areas of environmental, biodiversity, natural resources, and ecosystem management or science,  and/or related areas.Familiar or involve with Cambodia NBSAP development process
  •  Familiar and well know on global Archi Biodiversity Target and SDG.
  • At least 5 years’ experience working with the international convention, UNCBD, UNFCCC, UNCCD, and other MEAs. Professional writing and development/drafting expertise in report, program, strategy, and policy related to biodiversity.
  • At least 5 years of experience working to support the engagement of stakeholders in issues of environment, biodiversity, and ecosystem management. Experience developing and using indicators and other metrics to measure conservation or project success.

Language Requirement::

  • Fluency in English required.
  • Ability to speak and understand Khmer is an asset.
