Background

The Provisional Constitution of the Federal Republic of Somalia, adopted in 2012, mandates the National Independent Electoral Commission (NIEC) to manage electoral processes in the country. 

 

The UN Integrated Electoral Support Group (IESG) was established in support of this mandate and consists of staff employed by both the UN Assistance Mission in Somalia (UNSOM) and UNDP-Somalia. The UN IESG, led by the Director, works closely with the National Independent Electoral Commission (NIEC) to provide technical assistance for universal elections envisaged to be held in 2020.  The management and administration of electoral processes requires the development of electoral materials for training purposes and educating the masses. To this end, the IESG in support of the NIEC seeks to identify an illustrator for this purpose.

Duties and Responsibilities

  • Participate in consultative meetings with the NIEC on the development of illustrations.
  • Draft the layout structure of illustration content for booklets, posters or any training material and present it to the NIEC for review and approval.
  • Design a booklet delineating A-Z steps for electoral processes, namely, registering as a candidate, polling and counting including a back cover with a brief checklist for the process with illustrations and text in Somali and English.
  • Consult with the IESG Chief Technical Advisor, Capacity Development Specialist, in collaboration with the Public Outreach Specialist on the fully designed illustration and content of material developed.
  • Finalize the designed illustration and content of material based on approved layout, structure and comments.
  • Demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds.

Required Skills and Experience

Education:

  • A Secondary Education or Arts School or related fields.

Experience:

  • At least 3 years of professional experience in drawing and inking cartoon-like Somali figures for training material and public outreach publications.
  • Demonstrated work with graphic design software (photoshop, illustrator, in design) is desirable.
  • Previous experience with an international organization will be an advantage.
  • Knowledge of designing, inking illustrations and an excellent sense of space for publications of this type.
  • Experience with publications promoting gender equality is preferred.
  • Proven ability to accomplish freelance/consultancy projects on time as confirmed by references.
  • Experience working with different nationalities from diverse cultural groups.
  • Knowledge of Somali and English languages is required.
  • Strong people-oriented qualities.
