Background

Following the completion of the 2016 electoral process and the establishment for new Federal Parliament and President in January and February 2017, the National Independent Electoral Commission (NIEC) presented in March 2017 a five-year Strategic Plan for the new electoral cycle with the goal of general ‘one person, one vote’ elections in 2020.  The UNDP/UNSOM Integrated Electoral Support Group (IESG) that implements the “Joint Programme for Support to the Electoral Processes in Somalia” works together with the NIEC to equip the institution with the necessary capacities and structures for the preparation and future conduct of credible and inclusive elections. This includes strategic monitoring and implementation of its programmes and to measure the performance of the institution.

In order to accomplish this important exercise, periodic reviews and evaluation are essential to enable the NIEC to take appropriate measures to achieve its set objectives. These will be part and parcel to the effective management and delivery of the goals set forth in the Strategic Plan with the technical support from the UN IESG.

Duties and Responsibilities

The UN IESG, in supporting the NIEC to achieve its objectives, is planning an engagement of a Strategic Management Consultant to fulfil this exercise. The Consultant will work under the overall guidance of the IESG Chief Technical Advisor. The Consultant will carry out the tasks outlined below in the scope of work serving the objective stated below.

The overall objective of the assignment is to provide reviews of the implementation of NIEC’s Strategic Plan and application of the Operational Management Plans through periodic assessment of progress.

Required Skills and Experience

Education:

  • Master’s Degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field.

Experiece:

  • 10 years working experience in strategic planning, implementation and monitoring.
  • Working experience in post conflict settings training high level officials.
  • In-depth experience of working with electoral management bodies and understanding of electoral processes.
  • Experience of institutional development, organizational development and understanding in supporting institutions at nascent stages of establishment.
  • Experience in mediation of disputes and facilitation of consensus building in conflict/post conflict countries
  • Extensive experience in post-conflict and crises settings, with dynamically changing conditions on the ground;
  • In-depth understanding of legislative and organizational frameworks for electoral processes; 
  • In-depth understanding of and ability to advise on political and electoral processes;
  • Outstanding negotiation and conflict management skills.
