Background |

Haiti’s extreme vulnerability to climate change induced risks has been well documented. Since the year 2000, ten cyclonic floods have occurred in different parts of Haiti, killing 155 people and affecting 277,498. Out of these ten, three floods affected the region around Trois Rivieres. In the same period, 16 non-cyclonic floods have occurred in Haiti, killing 2725 people, and affecting 88,466. While all regions in Haiti are susceptible to climate-induced flooding, the Trois Rivières watershed (spread throughout three regions- Artibonite, North and North-West) in Haiti has been identified as having a particularly high-risk of climate-induced flooding according to four different studies and assessments. Trois Rivières as also been identified as the primary “high priority” watershed vulnerable to flooding in Haiti. In June 2016, the government of Haiti has requested UNDP to assist in the formulation of a Green Climate Fund (GCF) proposal for financing. Two preparation missions were conducted by a UNDP team of consultants to Haiti to work on a draft Concept Note and a draft prefeasibility study that would allow the Government of Haiti to access funding for a full proposal to the amount of 38.2 million USD. The Government of Haiti has specifically requested the selection of the Trois Rivieres watershed as the project target site. Therefore, this project has been designed with the objective to reduce impacts of climate-induced flooding in the Trois Rivières catchment through integrated flood management approach, that combines physical interventions for flood control, focusing on run-off water including erosion control measures and agroforestry interventions upstream of key flooded areas, that will build resilience to climate-induced flooding with enhancement of governance and capacity building interventions that serve as key elements in maintaining the long-term sustainability and effectiveness of the proposed project interventions. In conjunction with Government co-financing leveraged for this project, GCF resources will be used to address several key technical, capacity and information-based barriers that hinder effective integrated water resources management in the context of climate change risks. The project is a strategic instrument to implement the Haitian NAPA, PSDH and NDC This project uses an integrated flood management approach that has the objective of protecting ecosystems, infrastructure and the health and well-being of communities in the Trois Rivieres watershed from climate-induced flood risks, while also building their resilience to anticipated impacts through capacity building and governance enhancement, as key elements in maintaining the long-term sustainability and effectiveness of the proposed project. This two-fold approach is demonstrated through the following project outputs:
UNDP is therefore mobilizing a team of 5 international consultants (Feasibility Study expert, Environmental and Social Safeguards and Gender Expert, Environmental Economist, Climate Change Modeling Expert and a Proposal Formulation specialist) with the support of a national consultant to support UNDP to prepare the full proposal in time for submission.

Duties and Responsibilities |
|
Scope and objectives The main objective of the consultancy is to provide technical expertise in Integrated Flood Control to develop a full Feasibility Study for decreasing current and future flood impacts in the Trois Rivieres Watershed. The feasibility study expert has responsibility for defining a set of interventions; both in terms of hard measures (grey and green infrastructure) and soft measures (e.g. policy and trainings), that will be most effective in dealing with increasing floods, and hence build the climate resilience of communities effected by flooding. The feasibility study expert is responsible for coordinating with the proposal development team, government counterparts, the national consultant to develop and write the feasibility study for the funding proposal. The feasibility study includes, but is not limited to, justification of the approach to integrated flood control proposed, a spatial analysis of flood vulnerability in the basin, definition, and a cost-benefit analysis of grey and green infrastructure options (slope stabilization, vegetation of ravines, planting along relief curves, micro-retention in upstream areas, gabions, rip rap, agroforestry etc.) and developing the project logic framework. The consultant is required to work closely with the other relevant experts to ensure that the document meets UNDP requirements and GCF requirements & investment criteria. S/he will work with the UNDP Haiti Country Office, under an overall technical guidance of the UNDP’s regional technical advisor (LAC). Particularly close collaboration will be required with the national consultant for data collection and the Proposal Formulation Specialist in order to ensure that the feasibility study accounts for the comprehensive information requirements for a GCF full proposal formulation. Duration of the contract 55 working days between 1 April 2018 - 30 January 2019 including 1 field mission to Haiti totaling 15 days. Consultant’s Responsibilities The consultant is hired to assist and support the CO in Haiti to deliver a fully eligible funding proposal to the GCF. As such, the consultant will work under the supervision of and report to the Senior Deputy Country Director and the GCF country coordinator of the UNDP Country Office in Haiti. The work of the consultant will also be supervised and evaluated by the Senior Technical Adviser based in the UNDP Regional Center for LAC in Panama. Epected deliverables and payment The consultant is responsible for his travel arrangements to come to Haiti. Based on the scope of work outlined above, the consultant will be expected to deliver the following outputs and will be responsible for the delivery of the outputs within the suggested times; Payment to the consultant will be made in four (4) instalments upon certification of the completed tasks satisfactorily and per approved Time Investment Sheets, as per the following table. The successful candidate will have a background in Integrated Water Resources Management with a strong background in flood control and climate change adaptation and/or disaster risk reduction. Extensive functional experience in erosion control, agroforestry, and climate change adaptation, ideally in Haiti or other countries in the Caribbean, with strong technical skills in engineering design, project feasibility and management is a requirement.
