The United Nations Development Programme (UNDP) has been collaborating with the Government of Bangladesh and local communities across Bangladesh since 1972, to reduce poverty, strengthen the country’s resilience in the response to climate change and natural disasters, and build capable, inclusive and responsible governance institutions.

Through a new country programme for 2017-2020, UNDP is helping Bangladesh to meet its Sustainable Development Goals by 2030. The new country programme is based on broad and inclusive consultations with the Government, other development partners and the civil society. In line with the United Nations Development Assistance Framework (UNDAF), UNDP Bangladesh is focusing on three priorities:

  • Ensuring economic growth is inclusive and supports economic opportunities, particularly for women
  • Improving social policies and programmes, with a focus on good governance and structural inequalities
  • Building resilience and improving environmental sustainability

In support of these priorities, UNDP focuses on several crosscutting themes that inform work across a spectrum of individual projects. All initiatives engage two key groups as agents of change: (i) women, addressing their vulnerability and marginalization; and (ii) youth, in recognition of their role as drivers of Bangladeshi economic growth and social change.

Throughout our work, UNDP Bangladesh also focusses on harnessing the power of new and innovative technologies. From improved kiln designs for brick-making, to new data-collection methods and platforms for presenting our results, to the digitalization of whole branches of the Bangladeshi government, UNDP is committed to embracing innovative and exciting development opportunities.

UNDP is keen to document all the works for better dissemination and reach mass people and development partners using different communications tools. It’s therefore essential for the country office to have a wide range of set-skills ready to be used whenever required.

In this context, UNDP Bangladesh is going to establish a roster of National Consultant of who have professional lineage to provide dedicated communication support to UNDP Bangladesh’s programmes and projects.

Under the National Consultant Roster , the qualified candidates will be engaged under IC contract modality to work when needed under the direct supervision of the Communications unit of UNDP Bangladesh.

Devoirs et responsabilités

Scope of work

The qualified candidates under the Roster, will be requested to work to achieve the following as when needed:

For Photographer:

  • Event Photography:
    • Photo documentation for official events like meetings, seminars, workshop etc, with proper narrations.
    • Capture sound bites and short video clippings from the event, besides images.
    • Understand the merits of the event and capture images accordingly
  • Documentary Photography:
    • Communicate community’s unique voice with images and text
    • Capture moments for publications,  newspapers, websites, social media and more, within a variety of environments.

For Videographer/Cinematographer

  • Event video:
    • Transform official event with impressive video
    • Interview the speakers for video messages
    • Edit the longer version to make shorter version for social media
  • Storytelling video
    • Develop the script according to the needs of projects/programmes
    • Film the stories of projects’ beneficiaries/communities told in ways that raise awareness and move audiences to action.
    • Film the success of projects and make different versions for internal and external use.
    • CG (Computer Graphics) to make the film attractive for a diverse group of audiences
    • Background music in post-production of the film
  • Teaser video
    • 10-15 seconds video for digital media
    • Create music to go with the teaser
    • Special effects in the video

For Designer

  • Creative Designers
    • Produce design concepts in line with UNDP brand
    • Present concept visualization through sketches, drawings and illustrations
    • Understand the trends within the scope of the development work
    • Give the solutions to the projects to convert the documents to any form of creative design i.e-infographics, leaflets, brochure etc
    • Make the design, print ready
  • Desktop publishing
    • Design reports, books etc following UNDP brand guidelines
    • Design templates for different communications materials, i.e-project factsheet, diary, calendar etc
    • Make the design works, print ready

For Write (English and Bangla)

  • Creative writers
    • Turn the human voices into a story for print and digital media i.e-web, social media etc.
    • Write success stories of projects based in different locations
    • Summaries the long report for a shorter version
    • Support programme clusters and projects in capturing and communicating evidence based results as strongly and accurately as possible;
  • Editors:
    • Provide guidelines to authors for preparing the report/bookCopy edit for the clarity and accuracy of content/language (English and Bangla)

For Rapporteur

  • Support programme clusters and projects to coordinate with meeting participants
  • Support programme clusters and projects to record all the information discussed during the meeting and produce the procedure

For Translator/interpreters

  • Bangla to English:
    • The Translator in question should be required to competently and adequately translate the documents and narratives they are tasked with, from Bangla to English maintaining as much of the documents authenticity and meaning as possible
    • Travel with international staff as interpreter
  • English to Bangla:
    • Based on the project’s need, the translator needs to translate the document from English to Bangla

For Animator /Cartoonist:

  • Create the storyboard
  • Design, develop and produce 2d animation.
  • Use specialist computer generation software such as Maya, Flash and After Effects

For PR (Public Relation):

  • Liaison with media before and after any event
  • Develop media kits
  • Ensure maximum media coverage of the event
  • Follow up with journalists after event
  • Monitor media

For Digital Media:

  • Produce content for digital media-i.e-website, Facebook, YouTube etc
  • Promote content for wider reach

Expected outputs / deliverables:

It is expected that the consultant will produce:

For Photographer:

  • Minimum 50 high quality images meeting the requirements of the projects from each assignment
  • Detail information of each photo
  • Stories with photos
  • High res and low res images in external memory drive
  • Copyright to UNDP Bangladesh with credit to the photographer

 For Filmmaker:

  • A work plan and a storyboard/script based on inputs from UNDP CO communication team or project communication focal point.
  • Draft 1: unedited rough version upon which UNDP CO or Project will provide initial inputs
  • Draft 2: first edited version of the film upon which UNDP CO or Project will provide substantive inputs
  • Draft 3: second edited version of film upon which UNDP CO or Project will provide final inputs
  • Final high Res file of film
  • Delivery of all footage filmed for the production on hard drives
  • Final version: DVD
  • Web streaming file of 1-2 minute version
  • Copyright to UNDP Bangladesh

For Publication Designer

  • Draft design until it finalized by the Communication unit or project team
  • Print ready communications materials in line with UNDP brand as per the need
  • Copyright to UNDP Bangladesh

For Writer/ Script writer/Editor

  • Case/success stories
  • High quality reports, articles etc

For/Rapporteur

  • Full report of the meeting or workshop with detail information

For Translator/interpreters

  • Accurate translations of the document given by the project team
  • Draft before finalized

For Animator /Cartoonist:

  • Script before the actual work
  • Animation/cartoon, according to the project needs

For PR (Public Relation):

  • Report after the event, mentioning the number of media hits

For Digital Media:

  • Digital content like image, infographics, snippets ets
  • Boost the content  for wider reach

Supervision and Performance Evaluation

Under the day to day supervision of the Communications Unit , when a request for services arises, the UNDP Bangladesh Communications unit shall engage consultants from the roster without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.

Copyrights

The works produced under this agreement will be copyrighted to UNDP Banlgladesh and any violation of copyright law will be pursued appropriately.

Qualifications

  • Support: Bachelor’s Degree in relevant field with minimum 3 years of relevant work experience, or Secondary Certificate / Diploma with minimum of 6 years of relevant work experience.
  • Analyst: Master’s Degree in relevant field with minimum 5 years of relevant work experience, or Bachelor’s Degree with minimum of 7 years of relevant work experience.
  • Specialist: Master’s Degree in relevant field with minimum 8 years of relevant work experience, or Bachelor’s Degree with minimum of 10 years of relevant work experience.
  • Advisor: PhD Degree in relevant field with minimum 15 years of relevant work experience, or Master’s Degree with minimum of 20 years of relevant work experience.
