Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN WOMEN) in partnership with the Ministry of National Economy is currently implementing a joint project aimed at achieving Sustainable Development Goals and delivering on commitments of gender equality promotion in Kazakhstan. The specific objectives of the project include, among others, to increase the capacity of national government, key ministries in gender mainstreaming in planning and budgeting system in the context of nationalization of Sustainable Development Goals (SDGs) and improving the effectiveness and efficiency of planning and integrating socio-economic needs of women and men in budget policies.

Within this initiative, it is planned to conduct trainings for public officials, academic institutions and NGOs on gender responsive budgeting (GRB), leading experience, tools of GRB, implementation approaches and gender analysis. Trainings are aimed at increasing the capacity of civil servants, dealing with strategic planning and budgeting processes. Capacity building interventions implemented within the framework of the joint project is mainly focused on training of analytical skills and planning capabilities for the target group of civil servants who are duty bearers in public administration contributing to the planning and budget system. This initiative also will support the Government of Kazakhstan in clear prioritization, planning, budgeting and implementation of its strategic plans, programmes and policy documents with principles of gender equality and the empowerment of women. 

In addition, within the framework of these trainings it is planned to conduct trainings for local experts, academia and NGOs’ representatives in order to strengthen local institutions to promote gender sensitive national policy and programmes. 

UN Women therefore seeks to obtain services of an individual consultant who can conduct high professional interactive trainings for civil servants and experts. 


Duties and Responsibilities

The International Consultant will contribute to the above objectives of this work and undertake the following specific tasks:

1.Develop and submit a concept note and detailed work plan;

2.Develop training modules, materials and presentations, handouts, case studies, practical assignments and other supporting training materials

The training modules should include following topics:

  • Experience of most developed countries on GRB implementation, including OECD countries;
  • Gender responsive budgeting and gender mainstreaming at central and local level of government;
  • GRB tools and how to introduce GRB tools into strategic and budgeting systems (prepare a case study with strategic plan and budget programmes of one of the Ministry, region development programme and budget programme of one of the pilot region);
  • Integrated approach: considering gender dimension on all budget management levels such as strategy report (medium term), budget chapters, global budgets etc.;
  • Line budget and programme budget and GRB tools: transferring and connections;
  • RBM (Result Based Management) approaches in indicating outcomes, outputs, indicators of strategic  plans and budget programmes of Ministries and regions  (prepare a case study using -   strategic plan and budget programmes of one of the Ministries, and region development programme and budget programme of one of the pilot regions);
  • Gender statistics (gender disaggregated data) and GRB
  • Result based oriented budget and GRB and its harmonization;
  • Implementation/integration GRB in all budget processes: planning, implementing, monitoring and evaluation phases (prepare a case study using strategic plan and budget programmes of one of the Ministries, and region development programme and budget programme of one of the pilot regions);
  • The role of academic institutions on GRB implementation;
  • Other main GRB aspects which will be useful for participants.
  1.  Training modules consist of the following minimum elements:
  • Course outline and agenda;
  • Training manual/methodology;
  • Presentations with visuals, infographics, charts, maps, including notes for each slide;
  • Methods and exercises with handouts (at least one team work exercise and one role play exercise);
  • At least two case studies;
  • Background reading;
  • Pre- and post-tests to assess progress of participants’ skills and knowledge before and after trainings.

Trainings should be interactive and should meet successful international methods/practices on GRB.

  1. Ensure that the developed/adapted training modules are comprised of innovative training approaches and interactive communication methods (case studies, team works, team tasks, contests);
  2. Based on training modules prepare the handouts for participants, including case-studies and other relevant support materials/handouts. Case-studies to be discussed and applied during the course should be based to the most possible extent on the Government of Kazakhstan planning and budget system management practices and needs.
  3. Submit a complete draft set of training modules, handouts, including agenda and all supporting materials for feedback and endorsement by UN Women in Kazakhstan at least three weeks before the scheduled trainings days.
  4. Adjust draft modules based on the feedback from UN Women and Ministry of the National Economy of Kazakhstan.
  5. Conduct trainings for public officials based on the approved training modules.
  6. Conduct pre-assessment of participants’ knowledge/skills on understanding of GRB, gender analysis and mainstreaming.
  7. Conduct trainings on developed/adapted training modules. The training shall be organized in four  regions 1) Astana (for central government bodies and Karaganda oblast), 2) Almaty (Almaty oblast and Almaty city), 3) Kostanai (Kostanai and Pavlodar oblast), 4) Aktau (Mangistau oblast and West Kazakhstan oblasts) (2 days each) during the period of September – October 2018 according to the agreed schedule.
  8. Conduct post-assessment of participants’ knowledge/skills on understanding of GRB, gender analysis and mainstreaming.
  9. Submit a detailed final report on training delivery, training modules, materials, handouts, sign-in sheets.
  10. Submit the evaluation forms filled in by participants.

Required Skills and Experience

Functional Competencies:

  • Sound knowledge and understanding of gender equality, gender responsive budgeting and strategic planning and budgeting system (as evidenced by record on previous experience and, where necessary, reference check);
  • Ability to conduct trainings for extended auditorium (public officials, NGO, experts) and good trainers skills  (as evidenced by record on previous experience and, where necessary, reference check)

Education:

- Advanced degree in Economics, Gender Studies, Public Administration, Social Sciences, International Law or any other related field

Experience:

  • Minimum of 10 years of experience in gender equality/women empowerment and gender mainstreaming into policies, legal regulations and programs ( please provide supporting materials or link to the site where the document is available to learn about the candidate’s experience);
  • Practical experience and knowledge of gender responsive budgeting, gender analysis, budget planning and conducting research on the GRB, RBM and other gender related analysis, monitoring, evaluation process.
  • Actual participation in development of national and local programmes and budgets with implementation of gender responsive budgeting and, result based management and gender analysis.   (please provide a link to the resource to access the study);
  • Specific experience in conducting trainings for civil servants, development of training courses/modules/curriculum;
  • Minimum 5 years of experience with UN agencies and other international organizations, as well as with government agencies for promoting result oriented budget, gender sensitive planning and budgeting and gender equality.

Languages:

- Excellent writing and speaking skills in Russian, English - working level.
