Background
UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board for the period 2017-20 with annual delivery of approximately 80 MUSD. Democratic Governance is the largest programming area of UNDP Bangladesh with an anticipated outlay of 65M USD in the new UNDAF/CPD 2017-20. UNDP Bangladesh is organized into (1) Policy and Programmes and (2) Operations Team. The Policy and Programmes Team consists of the following clusters: (1) Policy Support and Communications, (2) Poverty & Inequality Reduction, (3) Local Governance, (4) Democratic Governance, (5) Peace and Development, (6) Climate Change, Environment and Disaster and 7) Results and Resources Management.
The assignments for the Democratic Governance involve preforming specific tasks in the area of deepening national democracy and governance in the country office, including public administration and Public Service Innovation, SDG Mainstreaming & Localization, Local Governance, Justice & Human Rights, Preventing Violent Extremism, Electoral Assistance, and Development Effectiveness. The Democratic Governance Cluster is responsible for planning, implementing, managing the deliverables program development, capacity building, project monitoring and advocacy and knowledge services.
In many contexts UNDP Bangladesh requires the service of specialists as Individual Consultants in the above mentioned fields of Democratic Governance to help us complete specific tasks dedicated to the advancement of Democratic Governance in Bangladesh.
Under the understanding of registering for the Individual Consultant Roster, the selected candidates will be contacted to see if they are available to work when needed under supervision of the Assistant Country Director, Democratic Governance Cluster in close collaboration with other programme clusters and projects as required.
The overall objective of this assignment, is to place qualified Individual Consultants in a Roster, for the next 3 years in order to expedite hiring processes for various consultancy assignments under the Democratic Governance portfolio of UNDP Bangladesh.
The Democratic Governance Consultants will advise and guide the implementation of the defined deliverables and cluster/project activities, while developing relevant programme pipeline for the new CPD/UNDAF period, including through a number of distinct outputs among 5 thematic areas of Governance Cluster (Justice, Human Rights and Security; Public Administration and Anti-corruption; Civic Engagement; Governance, Elections and Parliaments; Political Economy analysis; Development Cooperation.
Duties and Responsibilities

- Stock taking of the on-going supports in the area of public service innovation and also identifying the key achievements and failures in reform initiatives taken by different actors;
- Would assist GoB and UNDP in identifying the areas to be addressed to improve performance and grievance management system;
- Analysis of political economy of public administration reform and innovation in Bangladesh;
- Assist UNDP and GoB in strategy development for public administration reform that would help to achieve the goal of middle income country by 2021

Supervision and Performance Evaluation
Under the day to day supervision of the Assistant Country Director Governance when a request for services arises, the UNDP Bangladesh Governance Cluster shall directly engage the consultants without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs, deliverables, timelinesand detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.
Timeframe and deadlines
The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.

Required Skills and Experience
- Support: Bachelor’s Degree in relevant field with minimum 3 years of relevant work experience, or Secondary Certificate / Diploma with minimum of 6 years of relevant work experience.
- Analyst: Master’s Degree in relevant field with minimum 5 years of relevant work experience, or Bachelor’s Degree with minimum of 7 years of relevant work experience.
- Specialist: Master’s Degree in relevant field with minimum 8 years of relevant work experience, or Bachelor’s Degree with minimum of 10 years of relevant work experience.
- Advisor: PhD Degree in relevant field with minimum 15 years of relevant work experience, or Master’s Degree with minimum of 20 years of relevant work experience.

Travel
The consultant may be required to travel for specific tasks and UNDP will arrange and cover the cost of the official travels in accordance to UN rules and procedures. This may include travel inside of Dhaka and any other project sites in Bangladesh.
