Background

UNDP Bangladesh is going to establish a roster of National Consultant for Management Support to provide required management support to the country office, cluster and its projects.

Under the National Consultant Roster , the qualified candidates will be engaged under IC contract modality to work when needed under the direct supervision of the relevant cluster heads.

Background:

The United Nations Development Programme (UNDP) has been collaborating with the Government of Bangladesh and local communities across Bangladesh since 1972, to reduce poverty, strengthen the country’s resilience in the response to climate change and natural disasters, and build capable, inclusive and responsible governance institutions.

Through a new country programme for 2017-2020, UNDP is helping Bangladesh to meet its Sustainable Development Goals by 2030. The new country programme is based on broad and inclusive consultations with the Government, other development partners and the civil society. In line with the United Nations Development Assistance Framework (UNDAF), UNDP Bangladesh is focusing on three priorities:

a) Ensuring economic growth is inclusive and supports economic opportunities, particularly for women

b) Improving social policies and programmes, with a focus on good governance and structural inequalities

c) Building resilience and improving environmental sustainability

UNDP is keen to document all the works in proper way. It’s therefore essential for the country office to have a wide range of set-skills ready to be used whenever required.

Duties and Responsibilities

Scope of work The applicant may look into all areas of expertise indicated below and then choose their relevant field as appropriate to submit the application. Individuals may apply for more than one area if they have the required qualifications and professional skills.

Areas are –

Financial Analyst:

  • Support the transition process (startup/Closing /cleanup activities) of projects
  • Carry out performance audit
  • Prepare financial reports for programme and projects
  • Prepares and maintains record, files, documents and work plans for the monitoring of Project Implementation

Research Analyst:

  • Identify relevant research topic and methodology of research, design framework, plan the research and conduct;
  • Prepare knowledge products, such as reports, articles, policy briefs and so on;
  • Participate in/support knowledge events as and when assigned;
  • Review and comment on reports/strategy papers;
  • Provide support in preparing project annual report.

Programme Coordinator:

  • Developing Project Document
  • Coordinate between the key stakeholders
  • Preparing periodic narrative report for thematic areas
  • preparing project closure report and evaluation report
  • Support to project management

General Logistics and event coordination Support:

  • All administrative function for an event of projects/programme.
  • Facilitate event launching programme/services
  • Prepare logistic report and event concluding reports
  • General logistics support to project and progremme

Expected outputs / deliverables:

Financial Analyst:

  • Generate data/report/analysis as per the specific terms of reference

Research Analyst:

  • Generate research report as per the specific terms of reference

Programme Coordinator

  • Generate report and produce record logs of programme activities

General Logistics and event support

  • Back to office report on the event
  • Produce event log, participant list, inventory list etc.

Supervision and Performance Evaluation:

Under the day to day supervision of the relevant cluster. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.

Timeframe and deadlines:

The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.

Travel

The consultant may be required to travel for specific tasks and UNDP will arrange and cover the cost of the official travels in accordance to UN rules and procedures. This may include travel inside of Dhaka and any other project sites in Bangladesh.

Tentative Payment

Candidates on the Roster may be contacted if a specific task is required by UNDP and the Roster Candidate has the appropriate expertise to complete the specific task. The candidate can then be made aware of the assignment and asked to submit a proposal confirming their availability and interest. The amount of payment will vary depending on the requirements of the assignment.

Language Required: Fluency in speaking and writing in English

Required Skills and Experience

  • Support: Bachelor’s Degree in relevant field with minimum 3 years of relevant work experience, or Secondary Certificate / Diploma with minimum of 6 years of relevant work experience.
  • Analyst: Master’s Degree in relevant field with minimum 5 years of relevant work experience, or Bachelor’s Degree with minimum of 7 years of relevant work experience.
  • Specialist: Master’s Degree in relevant field with minimum 8 years of relevant work experience, or Bachelor’s Degree with minimum of 10 years of relevant work experience.
  • Advisor: PhD Degree in relevant field with minimum 15 years of relevant work experience, or Master’s Degree with minimum of 20 years of relevant work experience.
