Background

The following TOR comprises four initiatives:

  1. The implementation of Women, Peace and Security Agenda through Parliaments
  2. Strengthening linkages between Agora and the SDG 16 portals
  3. Parliamentary sub-component of indicators for the Sustainable Development Goal 16

All three components will be managed by the Gender, Inclusive Political Processes and Peacebuilding Specialist (GIPPP Specialist) in the Inclusive Political Processes Team in collaboration with UNDP’s Democratic Governance and Peacebuilding Cluster in the Bureau of Policy and Programme Support.

1. Implementing the Women, Peace and Security Agenda through Parliaments

The Women Peace and Security (WPS) agenda initiated by the adoption of UNSCR 1325 (2000) and reaffirmed through the adoption of seven related resolutions (1820, 1888, 1889, 1960, 2106, 2122 and 2242), calls attention to the unique needs of women facing conflict and provides a strong foundation for the promotion of women’s participation in decision-making, peace processes, political, judiciary and electoral systems, post-conflict peacebuilding and preventing violent extremism (PVE).   Member states adopt National Action Plans (NAPs) on UNSCR 1325 that serve as a monitoring tool to hold them accountable for their WPS commitments and guide them in implementing the WPS framework.

The consultant is intended to address both the knowledge and implementation gap through   collaborating with UNDP Country offices, Parliaments and WPS responsible office in project countries to progress the UNDP “Peacebuilding through Parliaments Programme” which aims to strengthen the role of parliaments in implementing the women, peace and security agenda.

2. Developing Indicators for Sustainable Development Goal (SDG) 16

Progress towards the 17 SDGs, underpinned by 169 targets, is measured through 232 global indicators. To facilitate the implementation of the global indicator framework, all indicators are classified by the IAEG-SDGs into three tiers on the basis of their level of methodological development and the availability of data at the global level. Indicators measuring progress towards Goal 16 fall into the third tier, with no internationally established methodology or standards yet available. As part of its work on governance indicators, UNDP is currently leading on the development of the SDG16 global monitoring framework.

The objective of this part of the consultancy is to support the development of the parliaments sub-component of the methodology for Goal 16 indicators as required. 

3. Strengthening linkages between the AGORA Portal for Parliamentary Development and the upcoming SDG 16 Portal

The G16 Global Platform will facilitate the capture, analysis and deployment of knowledge amongst Member States on Goal 16, and ensure that learning in one context is available for other countries to consider and adapt if appropriate. This portal will also be a space for all interested stakeholders to contribute substantially to the Goal 16 discussion. The G16 Global Platform is intended to be a one-stop knowledge portal for all the information on peaceful, just and inclusive societies. AGORA (www.agora-parl.org) is the leading global knowledge platform on parliamentary development. It has been designed as a flexible tool and a meeting space used by Parliamentarians, parliamentary staff, development partners and the community of practice in order to facilitate information exchange and learning. The objective of this part of the consultancy is to leverage synergies between the two Portals, contributing parliamentary-related content on Goal 16.

Duties and Responsibilities

Deliverables 1):

  • Provide programmatic support to Country Offices upon request and/or if the progress of the Project implementation require additional support.
  • Provide communication support to Country Offices by developing communication and donor visibility material (including donor reports and advocacy communication material)

Deliverables 2) :

  • The consultant will support the development and testing of metadata and data collection instruments on the parliamentary subcomponent of SDG 16.

Deliverables 3):

  • Assist with the launch of the SDG 16 Portal. Ensure that relevant parliament resources from Agora are included in the SDG 16 Portal; this may require developing new resources as needed.
  • Work on establishing on the SDG 16 portal a parliamentary community of practice.

Competencies

Functional competencies:

  • At least 6 years of work experience including a minimum of 3 years in parliamentary development and 2 years in knowledge management and communication. First-hand experience of work within a parliament is an asset.
  • Experience in managing online portals.
  • Experience in developing training materials. Experience with creating e-learning courses and online toolkits is an asset;
  • Experience with the UN system.
  • Strong understanding of gender equality and women empowerment issues in the parliamentary context. Familiarity with the WPS Agenda is an asset;
  • Good understanding and experience of working on natural resource governance. Familiarity with gender-sensitive natural resource policies is an asset;
  • Good understanding and experience of working on the SDGs in the parliamentary context;
  • Ability to work with, and analyze data, using relevant tools/computer programs (Excel, online survey tools) to present findings;
  • Proven research and drafting skills;
  • Excellent presentation and facilitation skills; past experience in delivering capacity-building trainings and workshops is an asset.
  • Demonstrates integrity and ethical standards;
  • Positive, constructive attitude to work;

Required Skills and Experience

Education:

  • Master’s degree in law, economics or closely related fields.

Language:

  • Good command of English both written and spoken.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A (Relevance of education) – max points: 5
  • Criteria B (Minimum of 3 years in parliamentary development, including first-hand experience of work within a parliament) - max points: 10
  • Criteria C (Minimum 2 years in knowledge management and communication) – max points: 10
  • Criteria D (Experience of working on the SDGs in the parliamentary context) – max points: 10
  • Criteria E (Relevance of prior experience working in UN agencies) - max points: 5
  • Criteria F (Experience of managing online portals) – max points: 10
  • Criteria G (Research and drafting skills) - max points: 5
  • Criteria H (Presentation and facilitation skills) - max points: 5 
  • Criteria I (Ability to work with, and analyze data, using relevant tools to present findings) – max points: 5
  • Criteria J (Experience in developing training materials) – max points: 5

Financial Criteria - 30% of total evaluation – max. 30 points.

Only candidates who will obtain at least 70% of points in desk review will be considered for financial evaluation. A verification interview might be conducted with the selected candidate.

  • The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, travel, per diems and any other possible costs).Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination, personal security needs and any other relevant expenses related to the performance of services...).
