Background

Due to its geographical location, Myanmar faces high level of risks from a range of natural disasters including earthquakes, cyclones, floods, tsunamis and droughts.  These in the past have impacted the country with grim consequences on development gains and live losses.  The UNDP Myanmar current Country Programme (CPD 2018-2022) has a strong focus in reducing the associated risks of these natural disasters. With financial support from European Commission – European Civil Protection and Humanitarian Aid Operations (ECHO), the Department of Disaster Management of the Ministry of Social Welfare, Relief and Resettlement in collaboration with UNDP is implementing a project, “Building resilience in earthquake prone areas in Myanmar through better preparedness and response”, in the most earthquake prone States/Regions (i.e. Chin, Kachin, Sagaing, Mandalay, Bago and Yangon).

Several activities have been outlined under the project including dissemination of earthquake awareness messages to Middle and High School children in schools in selected earthquake prone areas of the country. This will be conducted by a team of DRR Youth Volunteers and selected teachers in the target schools to raise awareness on what do before, during and after an earthquake. The team will be trained on appropriate earthquake awareness messages before the visit to the schools in the project areas.

To this end, UNDP Myanmar Country Office is seeking to recruit a National Consultant for a (30) man-days assignment spread over a period of 18weeks to adopt an existing training package on earthquake preparedness messages for DRR Youth Volunteers and teachers in close consultation with the Disaster Management Department (DDM) and UNDP.  She/he will also conduct a training using the package developed.  The consultant will further develop earthquake awareness materials (2) focusing on school children (Middle and High School) to be smoothly integrated into the Social Studies/Life Skills Curricula.

Duties and Responsibilities

Under the direct supervision of the Project Manager, Earthquake Resilience, guidance from the Chief Technical Advisor and closely working with the DRR Specialist, the consultant will adopt and develop a three-day training package on earthquake awareness messages in Myanmar language for DRR Youth Volunteers and teachers and 2 earthquake awareness materials targeting school children.  She/he will conduct the trainings for the DRR Youth Volunteers and teachers using the package.  Based on the training package and lessons arising from the trainings, she/he will further develop earthquake awareness materials (2) to be smoothly integrated into the Social Studies/Life Skills curricula.  The consultant is expected to ensure high quality of deliverables under the assignment.

  1. Development of the training package on Earthquake awareness messages

    Based on the draft Facilitator’s Guide and power point presentation(PPTs) materials on Earthquake awareness, developed by UNDP in English Language, the consultant will prepare a three-day training package in Myanmar Language (PPTs and Facilitator’s Guide).  She/he will ensure that the sessions address the related information on concept and safety measures of earthquakes as well as earthquake risk reduction in accordance to local context. The Consultant will submit the draft package to UNDP and DDM for review, incorporate the feedback and finalize the training package.

  2. Earthquake awareness materials (2) focusing on school children.

    The consultant will develop two earthquake awareness materials focusing on school children to be smoothly integrated into the Social Studies /Life Skills of the school curriculum and to disseminate in schools in the most earthquake prone states/regions.  The development of the materials will be in close collaboration with DDM, UNDP and a focal point from the Ministry of Education to ensure that the content is in line with the school curriculum as well as addressing the desire needs. The awareness materials will be field tested before finalizing it.

  3. Trainings for DRR Youth Volunteers and teachers

    The consultant will conduct three-day training for DRR Youth Volunteers and teachers in each of the four States/Regions (Myitkyina_Kachin State, Hakha_Chin State/Monywa_Sagaing Region, Yangon Region, Mandalay Region) within the period, May-August 2018.

  4. Expected Outputs and Deliverables

  • Three-day training package on earthquake awareness/preparedness messages (PPTs and Facilitator Guide) for DRR Youth Volunteers in Myanmar Language;
  • Two Earthquake awareness materials for school children.
  • Facilitate and support in organizing the three-day training sessions for the DRR Youth Volunteers on earthquake awareness in each of the four States/Regions (namely: Yangon, Mandalay, Hakha_Chin/Monywa_Sagaing, Myitkyina_Kachin);

Required Skills and Experience

Education

  • Master’s Degree or higher in the field of Disaster Risk Management, Development Studies, Social Science, geography and any other related field.

Experience

  • Minimum 5 years of work experience related to Disaster Risk Management

  • Technical knowledge and experience on Earthquake related disaster management

  • Relevant experience and engagement in curriculum development and capacity building on DRR especially on earthquake disasters

  • Previous experience with UN agencies and/or other International Agencies is desirable

Competencies

  • Good computer software skills including MS-Office and proficiency in Myanmar

Language requirement

  • Excellent language proficiency in Myanmar and English
