Background

Millions of women and girls worldwide suffer some form of gender-based violence, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, or other manifestations of abuse. In fact, for women and girls 16-44 years old, gender based violence is a major cause of death and disability (About UNiTE: Fact Sheet, p. 1 http://endviolence.un.org/pdf/factsheets/about_unite.pdf;). Up to 70 per cent of women experience violence in their lifetime (Violence Against Women: The Situation; http://endviolence.un.org/pdf/factsheets/unite_the_situation.pdf).

Violence against women and girls persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality. Such violence is unacceptable, whether perpetrated by the State and its agents or by family members or strangers, in the public or private sphere, in peacetime or in times of conflict. The UN Secretary-General has stated that as long as violence against women continues, we cannot claim to be making real progress towards equality, development, and peace ( “In-depth study on all forms of violence against women”, Report of the UN Secretary-General, 6 July 2006, p. 9;).

States have an obligation to protect women from violence, to hold perpetrators accountable and to provide justice and remedies to victims. Eliminating violence against women remains one of the most serious challenges of our time. The knowledge base and tools to prevent and eliminate violence against women developed over the past decade must be utilized more systematically and effectively to eliminate all forms of violence against women. This requires clear political will, outspoken, visible and unwavering commitment at the highest levels of leadership of the State and the resolve, advocacy and practical action of individuals and communities (ibid).

In order to support the Government of Georgia to meet its obligations undertaken on the international, regional and local levels inter alia in terms of eliminating violence against women and girls and in particular domestic violence and sexual violence, UN Women Georgia Country Office starts implementation of project “Unite to Fight Violence against Women” generously supported by the European Union Delegation to Georgia.

The Project will be implemented for the period of 36 months in Tbilisi, Guria and Qvemo Qartli regions of Georgia; The action responds directly to the women’s rights and gender equality commitments undertaken by the Government of Georgia (GoG) on international and national levels, and aims to prevent violence against women and domestic violence and to eliminate its causes and consequences. The specific objective of the action is to create an enabling legislative, policy and service delivery environment in line with internationally binding standards on EVAWG at national and local levels in Georgia.

In order to ensure successful implementation of the Project “Unite to Fight Violence against Women” and meet the contractual obligations of the initiative, UN Women plans to hire a Project Analyst, who will work under direct supervision of the UN Women Programme Analyst on Ending Violence against Women and Girls and overall guidance of UN Women National Programme Officer.

Duties and Responsibilities

The Project Assistant will carry out the following functions under the direct supervision of UNITE Project Analyst and EVAW Programme Analyst:

  • Assist the UN Women EVAWG Programme Analyst in the preparation of reports, project documentation and submissions;
  • Assist the UN Women EVAWG Programme Analyst in monitoring of the project activities by reviewing project documentation and a variety of records, progress reports, budgets, and financial expenditures;
  • Maintain accurate financial and personnel records of the project as required by UN Women Country Office;
  • Ensure the maintenance of a filing system, reports or other documentation on the project; Documenting project activities and reports;
  • Assist the UN Women EVAWG Programme Analyst in coordination of the exchange of information among the project partners / responsible parties;
  • Prepare and disseminate invitation, agendas, various information and etc;
  • Draft correspondence of a routine nature, responses to inquiries ensuring correctness in terms of

format, grammar, and spelling;

  • Make arrangements for appointments and meetings, provide administrative support to conferences, workshops, retreats;
  • Facilitate travel arrangements: initiate travel authorization for approval, reserve flight schedules, coordinate with the Country Office Operations section for relevant travel advances and claims, seek appropriate visa and security clearances;
  • Make arrangements for appointments and meetings, providing administrative support to conferences, workshops, retreats of the project;
  • Prepare payment requests, financial reports, budget planning, and financial expenditures as needed; Safe keeping and maintenance of the project / UN Women equipment and stocks;
  • Act as an interpreter/translator on matters relating to UNJP activities from English, Russian and into Georgian language and vice versa when required;
  • Assist the Country Office in Final Report preparation for the project;
  • Assist Country Office in Operational Closure of the project;
  • Assist with photocopying, scanning, and faxing (both Country Office and project-related activities);
  • Maintain general office organization (office supplies, rent, communication and transportation issues, etc.);
  • Support the Country Office Operations department in document filing functions;
  • Undertake any other project assistance tasks as assigned, aimed at supporting follow up UN Women programming based on the project results.
  • Perform other relevant duties as required.

Required Skills and Experience

Academic Background:  Bachelor’s degree in finance, administration, or in similar discipline;

Relevant work experience:

  • At least seven years of work experience in the area of finance, general administration, procurement,
  • Work experience in development projects will be an asset.

Languages: Fluency in English and Georgian languages.
