Background

The Committee on the Elimination of All Forms of Discrimination against Women is the body of independent experts that monitors implementation of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

 

The Republic of South Sudan has signed and ratified the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in September 2014 and the Optional CEDAW Protocol in April 2015. South Sudan is due to submit its first report on the implementation of CEDAW. One of the requirements in the Convention is for member states to implement its provisions and periodically report on progress to the United Nations. As such, South Sudan will be submitting its first periodic report on compliance with the provisions of the Convention, protection of the rights of women, challenges and way forward in South Sudan.

UNWOMEN in collaboration with Ministry of Gender, Child and Social Welfare would like to hire an International consultant, who shall provide the requisite technical and expertise support towards writing the first South Sudan CEDAW Report. The MGCSW shall organize stakeholders’ workshops to obtain information and to solicit their input on the draft report produced by consultant.  The consultant is expected to work closely with a technical working group established by the Ministry comprising of key stakeholders.

Duties and Responsibilities

The Consultant shall carry out the following specific duties and responsibilities:

  1. Conduct desk review on relevant documents based on the thematic areas of CEDAW. Some of the relevant documentation are but not limited to the following:UPR Report submitted to the UN Human Rights Council; UPR Recommendations, SG Report, Stakeholders report, UN concluding remarks and observations on the above-mentioned report , SDG report, UN Cooperation Framework (UNCF); National Evaluation Report on the implementation, of the Beijing Declaration and Platform for Action, National Gender policy and its strategic plan, National Action plan on women, peace and security, Standard Operating procedures for GBV, Comprehensive Gender Assessment, Social Protection Policy, Inclusive Disability Policy, Education Sector policies, Agriculture Sector policies, Health Sector policies including the Reproductive health policy, National disability and Inclusion policies  promoting measures on the rights of women with disabilities,  Financial Policies;
  2. Develop a data collection tool/guide that will assist in data collection;
  3. Conduct interviews and Focused Group discussions with relevant government sectors at National and State levels, development partners, women groups, civil society organizations, community and religious leaders to get the required information;
  4. Support the MGCSW to compile the draft report;
  5. Present the draft report to stakeholders at a workshop organized by the MGCSW and solicit their comments;
  6. Incorporate the stakeholders’ comments into the draft report; and
  7. Submit the draft report to the Ministry of Gender, Child and Welfare.

Required Skills and Experience

Education:

  • Degree / Masters in law, Gender studies, Social Sciences, political Science or related fields;
  • Gender, Human Rights and Development Studies is an added advantage.

Experience:

  • A minimum of 5 years of professional work experience in gender and human rights work;
  • Proven experience in drafting progress reports for international and regional instruments on women`s rights (CEDAW, AU, EAC);
  • Knowledge on the CEDAW reporting processes;
  • Wide research experience and publishing;
  • Experience in the design of qualitative and quantitative surveys at national and State level and in drafting national reports;
  • Familiarity with the context of South Sudan on gender issues, particularly as they relate to the key CEDAW priority areas (education, agriculture, health etc); 
  • Excellent computer skills, knowledge of internet communications and command of MS Office applications.

Language Requirements:

  • Fluency in English.
