Background

“Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) is multi-year initiative funded by IKEA Foundation in partnership with UNDP as implementing partner and India Development Foundation as monitoring and research partner. Project Disha aims to reach out and enable one million underprivileged women in India through training, employment and entrepreneurship skills development, as well as development of a new model of public private collaboration that can be adapted and replicated across India. The project is implemented in National Capital Region Delhi and Haryana, Maharashtra, Karnataka and Telangana.

As per the evidence available, the smaller urban centres in India are receiving traction in terms of employment sourcing. However, their full potential is not being realised because of the gap that exists in these cities/towns between the employers’ expectation from the candidate and the aspirations’ understanding of the eligibility and their knowledge about the current market scenario, latest industry and employment trends and job dynamics etc. Similarly, the employment market place in these smaller urban centres is highly informal in nature leading to informal employment, low wages, sub-optimal working conditions and lack of access to social security support such as health insurance, Provident Fund and pension. Thus one of the key programme verticals under the Disha Project relates to roll out of an enabling ‘employment market place model’ particularly in Tier2-5 cities and towns in Disha partner states.

In this context, a vital part of the programming approach will be to create mechanisms to bridge the severe information gap that exists amongst girls and women from underprivileged sections about opportunities for higher education, skill development, employment and entrepreneurship. In this regard various intervention in collaboration with the State Government of Maharashtra is underway including ITIs in Mumbai, Pune, Nagpur & Aurangabad. Based on the success of the CGCC pilots and considering demand at the ground level, Skill Development and Entrepreneurship Department, Government of Maharashtra has directed to include Counselling and Career Guidance (CGC) centres into ‘District Skills Development Committee’. 

Youth Employability Service (YES) Centre in collaboration with Government of Maharashtra has been established in Mumbai, Nagpur, Pune, Aurangabad and Chandrapur/Palghar. Primary function of the YES centre is to create an end-to-end holistic career solution system for addressing the employability gap and extending employment opportunities for local girls & women (18 to 40 years). The YES Centres offer end-to-end skill life cycle solution for the unemployed girls and women from these regions ranging from career guidance, counselling, providing information and thereafter connecting them to various skill training opportunities/ training providers available in the vicinity, tracking their progress, creating awareness amongst the aspirants about various internship/apprenticeship opportunities available, information about job opportunities via an employment marketplace available with private sector players in the district & state.

In order to support and implement the Youth Employment Service (YES) Centre intervention in the state of Maharashtra, UNDP seeks to engage an experienced Consultant – Coordinator to be based in Mumbai. 

Duties and Responsibilities

Scope of work

Under the overall supervision of State Focal Point, UNDP Maharashtra and direct guidance of the State Project Officer, Disha project, Maharashtra, the Consultant will undertake the following:

Support the State Team in co-ordination and documentation of the following:

  • Coordination for all existing and upcoming YES Centres in the State
  • Mobilization Plan with NGOs/ CSOs/ Skill Sakhis/ Disha Partners for converting Skills to Jobs Vertical (Both CGCC and Employment Market Place)
  • Monitoring and supervision of Data on Disha MIS across the State of Maharashtra
  • Facilitate, coordinate and document CGCC Policy and related activities/ deliverables to be submitted to the Government of Maharashtra.

Deliverables and Payment terms

Consolidated monthly fees payable at the end of respective month of service based on submission of time sheet and monthly progress report (including field visit reports to the CGCC Centres/ YES Centre and data uploaded on Disha MIS).

 (Kindly note: prior approved travel, boarding & lodging expense will be reimbursed as per actuals in line with UNDP rules.)

Job Knowledge/ Technical Expertise

  • Overall understanding of Government systems, educational institutes and systems and Skill development ecosystem.
  • Exposure to working with the Central/State Government is an added advantage
  • Proven experience in documentation and administrative support systems.
  • Ability to work with minimal supervision

  • Sound communication, interpersonal skills, with an ability to work in a multi-cultural environment.

Language Requirements  

Fluency in English is essential. Knowledge of Marathi would be an asset.

Required Skills and Experience

Educational  

Post-graduate Degree or equivalent in Business Management, Economics, Social Sciences, Development Studies or in related fields from a reputed university.

Experience

  • At least 2 years of work experience in Documentation and Coordination in various social development projects/ initiatives.
  • Ability to do thorough desk research and documentation
  • Excellent communications, coordination and documentation skills in English

Financial Proposal:

Consultant should specify his/her per day consultancy fee. Please quote your professional fee only. Do not include
travel costs in your financial quote as these will be reimbursed separately, as per actuals, subject to UNDP’s prevailing
rules.

Note:
1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed;
2. Travel, lodging and boarding as per UNDP rules subject to prior approval
3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the
specific services of individual
4. Please note proposals without financial proposal will not be considered.
