Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and  young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

Reporting to the Programme Manager - Second Chance Education, the Education Specialist  provides technical support to the development and implementation of the Second Chance Education Programme, including providing technical support to country programmes, building partnerships and networks, leading knowledge management initiatives and contributing to inter-agency coordination. 

Duties and Responsibilities

Provide technical support to the development of Second Chance Education and Vocational Learning (SCE) Country programmes 

  • Design and formulate the education component of the SCE programme specifically development of learning pathways and content adaptation;
  • Provide technical inputs to the development of Country programme documents on SCE;
  • Facilitate content development for the SCE portal as identified in country needs assessment and country plans;
  • Provide substantive advice on contextualizing/ localizing programme documents, strategies, and knowledge products;
  • Provide education expertise to Country Offices (COs) to adopt existing content to meet context needs and made necessary to establish community / empowerment hubs;
  • Map content and develop learning pathways;
  • Provide technical inputs and draft needs assessments and labour market studies and development to Country Plans.

Provide thematic support to Country Offices and partners in education

  • Provide technical and policy support to country offices in developing and strengthening projects/ programmes to support the implementation of global norms and standards;
  • Develop, implement, oversee and monitor capacity building initiatives;
  • Provide technical policy advice to programme managers / specialists in the CO and Multi-COs.

Establish and strengthen strategic partnerships with stakeholders, regional / international actors and development partners

  • Build and manage relationships with national and international partners to support implementation, procurement of content and expansion of the education and vocational skills development programme;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, COs and UN Women headquarters;
  • Maintain close contact with relevant staff in UN Women.

Oversee knowledge building and sharing for SCE

  • Retrieve knowledge from the implementation of country workplans through technical support to country focal points;
  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;
  • Ensure technical skills and knowledge are shared within and among COs;
  • Ensure that knowledge is documented and systematized and fed back into programme development including by contributing to the networks both within UN Women and beyond;
  • Review documents related to the programme for quality assurance;
  • Supervise the development and production of publications and other knowledge products on education in close coordination with the UN Women HQ teams.

Contribute to inter-agency coordination to achieve a coherent and aligned presence for the education and vocational skills development

  • Provide technical input and guidance to COs in complex or emergency environment to ensure a better understanding of the coordination system within the education sector through the education cluster or local education group;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

Required Skills and Experience

Education:

  • Master's Degree in Education or related field.

Experience:

  • Minimum of 5 years of professional experience in social development planning and management in education and related areas at the international level, some of which preferably in a developing country and/or humanitarian settings is required;
  • Experience working with United Nations and on Gender equality are strong assets;
  • Experience in programme design, coordination and implementation. 

Languages:

  • Fluency in English,
  • Working knowledge in French and Spanish is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
