Background

  • United Nations Country Team (ONE UN) in Mozambique comprises over 20 UN Agencies, funds and programmes delivering development assistance support to the Government of Mozambique and responding to the crisis and emergency situations as appropriate. The team also works closely with several other specialized UN organizations active in the domain of political affairs, as well as with the international financial institutions WB, IMF.
  • ONE UN coordinated by the United Nations Resident Coordinator (UN RC) operates under the Development Partnership Framework (DPF) covering period 2017-2021. ONE UN activities under this DPF are planned in the spirit of ONE Programme and Delivering as One models calling for coherence and strong coordination in delivery of ONE UN activities in Mozambique. 
  • ONE UN needs to develop a joint Common Roster Consultants database to achieve internal efficiency in the engagement of various consultants in a more coordinated manner.
  • In view of the above, the UNDP Mozambique Country Office, on behalf of the ONE UN, is hereby looking for an individual consultant to design and develop a comprehensive online database for Common Roster Consultancy for the United Nations Country Team (ONE UN) in Mozambique to upgrade the efficiency of the selection process thus reducing the time and the cost of advertising.

Duties and Responsibilities

Scope of work

Under the guidance and the supervision of the ONE UN focal point with close cooperation with (UNDP) ICT Unit, the Consultant will perform the following tasks:

  • Conduct initial consultations with ONE UN and collect views and needs of the ONE UN programme in order to obtain and define common set of data (fields/columns) that will be stored in the Common Roster Database;
  • Propose Database and Website design;
  • Develop Website wireframes in line with approved design;
  • Develop the standard CMS portal with standard CMS functionalities;
  • Develop Common Roster Database with simple and user-friendly document management system, including new entry forms, searching, filtering and reporting. Integrate database to CMS;
  • Create a template for importing existing data, if any. Import existing data into database;
  • Include comments provided by ONE UN focal point into database and CMS;
  • Provide instructions for end users staff members on Website content management and maintenance. Prepare a user manual for the relevant staff on how to use the database;
  • Deliver a presentation and demonstration on usage of Website and database
  • Submit to ONE UN the database schema, CMS user manual and the source code of the Common Roster Database module and CMS module.
  • The Consultant should submit a detailed project plan, but project should be finalized until 30 June 2018, including development and testing phase of the project.
  • During contract duration, consultant should provide own hosting service for the Website and database testing and development. Once stable and final version of the site and database is created it will be transferred to ONE UN web hosting services.
  • Upon successful completion of testing, consultant and ONE UN will sign a note of official work acceptance, which will mark the official 'go-live’ date of the Common Roster Online database.

Additional requirements

  • Warranty period of 12 (twelve) months (starting from the 'go-live date) during which maintenance and portal/database design fine-tuning and regular operation will be available at no additional cost. Also, in the same period the selected consultant will provide and install free of charge all mandatory software updates and security patches of the technology developed and used.
  • Technology used for development of portal and online database should be align with overall ICT strategy of ONE UN.

Deliverables and timelines

The consultant is responsible for the following deliverables:

  • Initial consultation conducted with ONE UN and common set of data for the database defined (sometime in May); 
  • Database and Website design prepared and submitted in May 2018;
  • Website wireframes in line with the approved design prepared and submitted 10 May 2018;
  • Standard CMS portal with standard CMS functionalities developed   15 June 2018;
  • Common Roster Database with simple and user-friendly document management system, including new entry forms, searching, filtering and reporting, developed and submitted. Database integrated into CMS  15 June 2018;
  • Template for importing of existing data created and approved. Existing data imported into new database 15 June 2018;
  • Comments provided by ONE UN included into database and the CMS  30 June 2018;
  • Instructions for end users staff members on Website content management and maintenance provided. User manual (English) for the relevant staff on how to use the database prepared and accepted 15 June 2018;
  • Presentation and demonstration on usage of Website and database delivered 15 June 2018;
  • Documentation (English - the database schema, CMS user manual and the source code of the Common Roster Database module and CMS module) on the Website and Database content management administration and maintenance submitted and accepted 30 June 2018
  • Warranty period of 12 (twelve) months 30 June 2019.
  • All deliverables must be quality reviewed and accepted/approved by the ONE UN in consultations with ICT Unit. All documents and material provided by contractor shall remain the property of ONE UN.

Institutional Arrangements

  • The ONE UN ICT Working Group will act as the main focal point for this consultancy.  Nevertheless, the consultants will work under the supervision of the UN Operations Management Team (OMT) and will work in close coordination with the Resident Coordinator Office.
  • These TORs shall be the basis upon which compliance with assignment requirements and overall quality of services provided by the consultants will be assessed.
  • The Consultant will be hosted by (UNDP) with office space as its duty station and he/she should use its own equipment to undertake the assignment.

Duration of the Work

  • The duration of work will be 60 days, up to the 30th June 2018, based upon a 5-day work week.

Duty Station

  • The Consultant will be based in Maputo City, at UNDP CO with possible visits to resident UN agencies, to obtain additional inputs from several stakeholders and incorporate into the database.

Price and Schedule of Payments

Lump sum contracts

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  To assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including professional fees based, travel costs, living allowances, communications, consumables, visa and other expenses related to the execution of the consultancy). The lump sum amount shall also incorporate the cost of medical insurance and evacuation during the assignment period.
  • The contract price is fixed regardless of changes in the cost components
  • The schedule and percentage payments will follow the timelines of the below-mentioned deliverables

Recommended Presentation of Offer

Interested individual consultants must submit the following documents and or information:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.
  • Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal:
  • Brief description of why the individual considers him/herself as the most suitable for the assignment
  • A methodology on how they will approach and complete the assignment.
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offer is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70 points of the 100 points in the Technical Evaluation will be considered for the Financial Evaluation.

  • The financial score for the financial proposal will be calculated in the following manner:
  • Sf = 100 x Fm/F, in which Sf is the financial score, Fm is the lowest price and F the price of the proposal under consideration.
  • (Total Financial Maximum points = 100 points).

Total Score

  • The technical score attained at by each proposal will be used in determining the Total score as follows:
  • The weights given to the technical and financial proposals are: T= 0.7, F=0.3
  • The Total score will be calculated by formula: TS = St x 0.7 + Sf x 0.3
  • TS - Is the total score of the proposal under consideration
  • St - is technical score of the proposal under consideration.
  • Sf - is financial score of the proposal under consideration.

Required Skills and Experience

Academic Qualifications

  • Master’s degree in Information and Communication Technologies (ICT) or any other relevant field or Bachelors with relevant experience.

Relevance of experience

  • Minimum of 8 years of work experience in online database design, implementation, hosting and maintenance;
  • Strong analytical skills and strong ability to communicate and summarize this analysis in writing;
  • Demonstrated experience in undertaking at least three similar assignments with international organisations in the past with commendable quality by the end-user;
  • Proven experience in developing web applications;
  • Ability to communicate ICT technical issues with non - IT staff.

Language proficiency

  • Fluency in Portuguese and English is essential.
  • Ability to write reports in both languages.
