Background

National Sex Work Programme was established in 2009 by CeSHHAR with the National AIDS Council (NAC), the Ministry of Health and Child Care (MoHCC) and community stakeholders. There are two models for delivering a comprehensive programme firmly rooted within a public health and empowerment framework: one using fixed sites based in Ministry of Health clinics and the other providing outreach services, also through MoHCC clinics. The ‘Sisters with a Voice’ programme has grown from one fixed and four outreach clinics in 2009 to a country wide programme serving 40 sites nationally.

The Programme aims to foster an empowered and resilient sex work community fully engaged in HIV prevention and care cascades, by bringing to scale evidence-based, sex worker-led interventions to maximize demand for, supply of and retention within HIV prevention and care services for male, female and trans sex workers in Zimbabwe. We aim to use programmatic and research data both to optimise and expand service delivery for sex workers nationally; to work with government services to reduce the barriers to care among sex workers within the public sector; and to develop and pilot innovations that will increase sex worker engagement with care using a rights based approach.

The Global Fund to Fight AIDS, TB and Malaria (GFATM) will provide funding for the National Sex Work Programme between 2018 and 2020. CeSHHAR will continue to implement the Programme as a Sub-Sub Recipient of National AIDS Council (the Sub Recipient), with support from UNDP (the Principal Recipient). As part of this support CeSHHAR will offer HIV services including condom programming, HTS, PrEP and will refer HIV positive sex workers for ART to the public sector and other SRHR services including STI management and contraception.

Duties and Responsibilities

Job Summary

The Programme requires the review of existing materials and the development and design of appropriate Information Education and Communication (IEC) materials in line with the GFATM funded activities stated above.

Objectives

  • Review the existing IEC?materials for sex workers currently used by Sisters’, and other programmes in Zimbabwe and beyond targeting sex worker.
  • Engage the major stakeholders to identify the type of?IEC?materials and content suitable for the audiences
  • Develop and/ or update the?IEC?materials (brochures, leaflets, posters, booklets etc) that are relevant to sex workers in their diversity.

Description of Work

The consultant in this assignment is expected to carry out the following tasks:

Review the existing IEC?materials for currently used within the Sisters With A Voice programme and other programmes in Zimbabwe and beyond targeting sex worker.

Conceptualize, develop layout, and design information, education and communication materials which will focus on:

  • Comprehensive HIV prevention, care and treatment;
  • Comprehensive sexual and reproductive health services;
  • Community empowerment and harm reduction strategies.

Analyse the key characteristics and information needs of the targeted population and suggest additional messages packaged to the local context.

Test and validate the tools with the key technical staff and the targeted end users to check for relevance of content and illustrations.

Develop a feedback tool to assess the effectiveness and impact of the IEC materials to the targeted audience

Deliverables

  • An inception report (provide details on the methods and tools to be used and the work plan;
  • Draft report on developed and or updated IEC materials
  • A final consultancy report and final samples of al IEC materials in a print ready format.

Competencies

  • Excellent organisational and administrative skills
  • Excellent analytical and strong communication skills both written and spoken?
  • Sound knowledge of GFATM? procedures etc.

Required Skills and Experience

Education:

Masters Degree in Information Management, Education and Communication or other related field.

Experience:

  • At least 5 years work experience on IEC materials development in the areas of sexual and reproductive health and HIV and AIDS with a specific focus on key populations;
  • Experience to working with doubly marginalised and underserved populations..

Language:

  • Excellent English language;
  • Fluency in at least two vernacular languages.
