Background

Kyrgyzstan has ratified the Stockholm Convention on persistent organic pollutants (POPs) on July 19, 2006 and developed a POPs National Implementation Plan (NIP), which was approved by Government Decree #371 on 3 July 2006.

In 2016 the second stage of Kyrgyzstan POPs inventory had finalized under the support of UNEP and GEF. Kyrgyzstan developed the updated NIP with consideration of new chemical substances included in the list of Stockholm Convention.

In 2017, the Government of Kyrgyz Republic has approved “Forty steps to new era” Programme, where indicated 40 steps for increasing well-being of country population up to 2040. In the meantime, actions on sustainable management of electronic wastes and plastic wastes have been included into the Action Plan of the National “Forty steps to new era” Programme. This may result for additional opportunities to the Government of Kyrgyz Republic to generate GEF technical assistance in such focus area in the nearest future.

All aforementioned potential areas of work would be a subject of analysis for the current consultancy opportunity that is described in more details in the following sections.

Duties and Responsibilities

SCOPE OF WORK

1. Review relevant background documents on current baseline situation (reports, plans, acts, legislation, procedures, studies/assessments) related to e-waste and plastic waste, and contaminated site management in Kyrgyzstan.

2. Study NIPs documentation, and use any other existing sources of data and other useful materials in the PIF formulation exercise;

3. Review and comment on the reports and information sources made available under the guidance of key project counterparts in order to improve quality of data up to the level required for formulation of the project concept, and if needed, formulate ToRs for the national consultants who will be tasked to fill in the informational gaps;

4. Prepare draft of PIF based on desk review and additional information from project counterparts and experts;

5. Embark on a 5-days country visit to collect any additional information for PIF formulation, and/or to have required consultations with the national counterparts and potential project partners in terms of direct meetings and/or a PIF presentation workshop. These consultations will involve the design of future project, areas of e-waste, plastic waste and contaminated site issues discussed and analyzed for the purposes of PIF exercise, elaboration and search for potential co-finance support as would be required by the PIF development process;

6. Identify entry points for the UNDP, ideas for projects and proposals;

7. Identify other donors’ agendas in the POPs, e-waste and plastic waste sector in Kyrgyzstan, to use emerging partnership opportunities, and if such do not exist, to avoid duplication off GEF effort.

8. Building on the scoping mission, develop the baseline situation that could serve as a baseline project for future GEF investment.

9. Building upon the Kyrgyzstan's strategies and policies in POPs, e-waste and plastic waste sectors, and contaminated lands, and taking into account the ongoing projects (by UNDP or other donors) and other national policy and planning frameworks, justify the rationale, legitimacy and strategy of the project;

10. Conduct the development of this project proposal through a consultative process with other regional and international partners which might be involved in the project;

11. Work in close cooperation with UNDP CO and other stakeholders in order to define the project budget;

12. Formulate, in close consultation with all key stakeholders, a draft PIF addressing the following issues:

· Development of the problem tree and sketching of the intervention strategy;

· Identification of several possible scenarios for intervention and identification of the most cost-effective approach within the GEF strategic objective;

· Preliminary identification of key areas for piloting and implementation;

· Preparation of the project results framework– including indicative indicators – and GEF tracking tool;

· Identification of main risks and associated mitigation measures according to the UNDP typology and approach to risk management;

· Identification of co-financiers and indicative amounts of co-financing;

· Identification of areas where gender could be one of the focuses of the proposal or mainstreamed through interventions in consultations with UNDP Gender team.

Competencies

· The Consultant shall submit the reports based on the results achieved in agreed format stating all actions taken during the assignment in English;

· Reports to be submitted after each deliverable result achieved according to schedule to the UNDP Environment and Disaster Programme Analyst at UNDP Kyrgyzstan and the Regional Technical Advisor (RTA) at the UNDP Regional Hub in Istanbul;

· The Consultant shall be solely liable for the accuracy and reliability of the data provided, links to sources of information used;

· Upon completion of the assignment the Consultant will submit final report in English for the whole assignment for approval of UNDP Environment and Disaster Programme Analyst at UNDP Kyrgyzstan and the Regional Technical Advisor (RTA) which will serve as a justification for final payment;

· All materials produced by the Consultant are the property of UNDP, and before its publication can only be used in coordination with the UNDP office.

Required Skills and Experience

· Education: Master degree related to chemical and waste management, and/or environmental management, environment engineering, natural sciences;

· PhD degree in the above-mentioned areas is an asset;

· At least one (1) year of relevant experience in drafting UNDP/GEF project PIFs and documents in the area of the Stockholm Convention on sound POPs management;

· At least one developed project proposal as proven working experience in the field of POPs, e-waste and plastic waste (please attach up to 10 pages of strategy part of the developed project proposal);

· Fluency in English. Knowledge of Russian is an advantage.
