Background

In this context, UNDP’s Global Environmental Finance Unit’s Climate Change Adaptation Team, is engaging an international expert to work in close collaboration with other Regional Technical Advisors/Specialists, Country Office programme and project teams, and government officials to successfully deliver technical and policy advisory support including project design and implementation oversight support. The Climate Change Adaptation Specialist, under the guidance and supervision of the Senior Technical Advisor and Head of Climate Change Adaptation, UNDP’s Global Environmental Finance Team, will be responsible for providing technical assistance to UNDP Country Offices on the oversight of climate change adaptation

projects financed by the Least Developed Country Fund (LDCF), Special Climate Change Fund (SCCF), Green Climate Fund (GCF) and Adaptation Fund (AF). This includes oversight support during both development and implementation phases of the project cycle.

Duties and Responsibilities

Objective

The main objective of the consultancy is to provide high quality technical, policy, programming, and implementation support, as well as knowledge and capacity development services, to UNDP Country Offices and client countries. S/he will work with UN agencies, governments, inter-governmental organizations, non- governmental organizations (NGOs), donors, and the private sector in accordance with UNDP’s key results as outlined in the corporate Strategic Plan. This will be undertaken in full compliance with UNDP’s Programme and Operations Policies and Procedures including guidelines on gender equity, environmental and social safeguards, etc.

The consultant will lead and coordinate LDCF/GCF project formulation processes in a select number of countries. The incumbent will coordinate the work of other members of a project development team assigned to each country. This will include coordination with other members of the team entrusted with the task of developing other relevant and supplementary documents (including feasibility assessment, investment appraisal, safeguards appraisal, gender analysis, procurement plans, and budget and workplan) are developed and finalized for internal review and submission.

Scope of Work

The consultant will be responsible for the following activities:

 Contribute to the management of the portfolio of programmes/projects

•             Conduct task team management functions of all those involved in project development including other contractors, government agencies and UNDP country office staff;

•             Facilitate the identification and sourcing of technical expertise and support including assisting with the preparation of TORs, identification and evaluation of experts and reviewing reports, and promoting gender equality;

•             Develop and advocate for specific policy analysis and development tools and guidance in support of programming and finance for climate change adaptation, including from both public and private sources.

Support to Resource Mobilization through identification, development and funding of high technical quality and results-based programmes and projects in line with country priorities and UNDP strategic priorities

•             Support programme and project identification and development;

•             Provide timely quality information and technical advice on policies, priorities and activities for various sources of funds;

•             Facilitate the preparation, design, submission and approval of programme/project concepts and full-fledged proposals for financing.

Coordinate inputs from international and national consultants and relevant stakeholders to design project concepts and proposals including

•             Liaise with the relevant experts in Government, NGOs, CSOs, Private Sector, Development Partners to obtain critical input, including expert advice, information from relevant documents that can feed into the preparation of a feasibility assessment, concept design and proposal development.

•             Organize, lead, participate and collate information based on a series of consultations with stakeholders

•             Synthesize key information from existing documents of relevance, given the scope of the intended project, that can then be used as input to the development of a feasibility assessment, concept design and proposal development;

•             Support UNDP staff (at Regional and national level) to conduct and capture discussions from community level consultations to both inform and validate the design of the project;

•             Support the project formulation technical expert to conduct technical analysis to flesh out project components and all technical sections, project log frame with well-defined indicators, targets, inputs and outputs;

•             Support the project formulation technical expert with acquiring sufficient data and facilitating necessary consultations with relevant government agencies, stakeholders and experts to produce a draft feasibility report for the project concept based on the consultations, research and analysis conducted;

•             Support the project formulation technical expert on outlining of financial structure of the project (with input from UNDP staff) and all main cost categories at the input level corresponding to all outcomes and outputs;

•             Assist the UNDP country office with organizing and compiling information that will feed into the project development exercise.

Support to the Development Impact of the UNDP programmes and projects

•             Assist with the inception and start-up of programmes/projects including the establishment of indicators, benchmarks and work plans;

•             Support UNDP Country Offices and programme/project implementation partners in supervision, implementation, monitoring, evaluation, troubleshooting and adaptive management.

Learning and Knowledge Management

•             Capturing, codifying, synthesizing lessons and stimulating the uptake of best practices and knowledge, including support to the development of resource kits and other knowledge materials;

•             Developing knowledge products of relevance to UNDP’s Global Environmental Finance Unit’s support to countries on low emission climate resilient development.

Institutional Arrangement

The consultant will report to the Head of Climate Change Adaptation and/or his designate on a routine basis and coordinate his/her efforts to match the timelines of the assignments. The consultant performance will be evaluated by supervisor upon the completion of first 30 working days on the contract. The performance evaluation must yield satisfaction result or the contract will be terminated based on the recommendation of supervisor.

Duration of the Work: 1 July 2018 – 31 December 2019 (Up to 220 working days)

Duty Station: Home- based with possible travel.

Required Skills and Experience

Educational Qualifications

  • Master’s degree in environmental sciences, international development, with specific academic or professional background related to climate change adaptation, monitoring and evaluation or other closely related fields.

Experience:

  • At least 4 years of experience related to climate change adaptation and mitigation or other closely related fields;
  • Experience in providing technical research to expert in support of formulation of projects/programmes/proposals:
  • Experience in working with multi-disciplinary teams, including local and expatriate technical experts (United Nations or other International Organizations);
  • Demonstrated experience in project development, implementation and management is an asset;

 Language:

  • Excellent oral and written communication skills in English language;
  • Fluency in other UN languages is an advantage.

Price Proposal and Schedule of Payments

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (Desk review+ Interview), (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 100 points)

  • Criteria 1: Education Qualification -  Max 10 points;
  • Criteria 2: Relevant working experience - Max 25 points;
  • Criteria 3: Experience in providing technical research to expert in support of formulation of projects/programmes/proposals - Max 25 points;
  • Criteria 4: Experience in project development, implementation and management - Max 10 points;
  • Criteria 5: Experience working in or supporting countries in Asia- Max 10 points;
  • Criteria 6: Experience in working with multi-disciplinary teams- Max 10 points;
  • Criteria 7: Excellent English communication and writing skills- Max 10 points.

Only candidates obtaining a minimum of 70 points (70% of the total technical points) would be considered for Interview and Financial Evaluation.

The interview will be given a maximum of 100 points (30%). When combined with the technical review of 100 points (70%), only candidates who pass 70% of technical and interview evaluation will be evaluated further on Financial.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P- 11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Financial proposal which indicates the all-inclusive fixed total contract price, supported by a breakdown of costs (in USD currency) as per template provided in Annex II. Note: National consultant must quote price in U.S. Dollar. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Incomplete proposals may not be considered. The shortlisted candidates may be contacted and the successful candidate will be notified.
