Paving the Road to the SDGs through Good Local Governance (Roads2SDGs)

Project Description 

As part of its 10-point Economic Agenda from 2016-2022, the new Duterte administration targets to spend 5-7% of GDP on infrastructure. In line with this, there are several nationwide infrastructure programmes that are currently being implemented to deliver basic services to local communities, including the Department of the Interior and Local Government’s (DILG) Conditional Matching Grant to Provinces (CMG) programme, which is constructing provincial roads across the country.

To ensure that corruption is mitigated in CMGP, UNDP will be launching “Development LIVE: Achieving SDGs in Infrastructure through Local Integrity, Innovation & Citizen Empowerment.” Development LIVE (DevLIVE) is essentially an online platform that will enable local government and citizens to upload their monitoring reports and live stream their monitoring activities online through Facebook LIVE and Instagram Stories for public viewing. Moreover, the application will allow government personnel to respond to the citizen reports to fast track project implementation, thereby fostering a state–society partnership that is participatory, transparent, and ultimately democratic. Furthermore, UNDP will be building for DILG a comprehensive project management suite with which road planning, design, procurement, construction and asset management can be efficiently managed.

Institutional Arrangement

The Contractor will report directly to the UNDP Project Manager for the project “Paving the Road to the SDGs through Good Local Governance” and will coordinate closely with the UNDP Governance Team.

 

Duration of the Work

        May 2018 – December 2018

Duty Station

         The Contractor will be required to report to the UNDP Country Office and / or UNDP Roads Project Management Office for 5 days per week or as needed.

Scope of Price Proposal and Schedule of Payments

          The payments shall be all inclusive of taxes and travel made within Metro Manila, and made in tranches after the approval of the following deliverables.

  • First Tranche 20% - Upon signing of the contract;
  • Second Tranche 30% - Upon submission and acceptance of the Draft of the needs assessment workshop design and the final report for DILG in regards to software solutions for programme management, among others;
  • Third Tranche 30% - Upon submission and acceptance of the ToR of the project management system and other software solutions related to the Roads2SDGs project;
  • Fourth Tranche 20% - Upon submission and acceptance of the Completion of final Monthly Quality Assurance Reports for the software solutions developed for the Roads2SDGs project. 

               The contract price is fixed regardless of changes in the cost components.

Duties and Responsibilities

Scope of Work

The contractor will be hired to provide software development advice and support for the Roads2SDGs Project. The contractor will have 3 major roles:

  • Technical inputs to the design of a needs assessment workshop for DILG in regards to software solutions for programme management, and submission of needs assessment report.
  • Lead the development of the Terms of Reference (ToR) of the project management system and other software solutions related to the roads project, based on consultations with DILG. 
  • Provide oversight and quality assurance of the development by a private firm of software on project management and other identified software solutions.

Provide other functions, technical advice and inputs to UNDP’s other innovation initiatives, including DevLIVE, as directed by the Project Manager.

  • Ability to process large amounts and diverse set of data and documents related to infrastructure development, livelihood, resettlement, disaster risk reduction and management, and governance

  • Strong interpersonal skills and the ability to initiate discussions with national/local governmental officials, peoples organizations and communities
  • Demonstrated ability to function in a team environment and to deal with complex multi-stakeholder environment
  • Demonstrated ability to prepare and present comprehensive reports

Required Skills and Experience

Education:

  • Higher education qualification in computer science, computer programme, or a software development related course

Experience:

  • At least four (4) years’ experience in a leadership capacity in developing / overseeing big data software solutions for the Philippine government and / or international organization.
  • Experience in working with the Philippine government on big data systems an advantage. At least two (2) previous completed projects.

Language:

  • Fluency in written and spoken English

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
