Background

As the United Nations Entity for Gender Equality and the Empowerment of Women, UN Women’s vision is of a world in which women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security.

Globally UN Women focuses on five priority results: (1)  A comprehensive and dynamic set of global norms, policies and standards of gender equality and the empowerment of all women and girls is strengthened and implemented; (2) Women lead, participate in and benefit equally from governance systems; (3) Women have income security, decent work and economic autonomy; (4) All women and girls live a life free from all forms of violence; (5) Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action.

UN Women Myanmar currently functions as a project office and is based out of Yangon, with sub-offices in Mon Region, and Kachin and Rakhine States. The office  is transitioning to a Country Office, with UN Women increasing its programmatic presence and developing its first Strategic Note (2019-2021). Building on its past and current efforts, the office will focus on delivering on the following interlinked programme areas, underpinned by support for intergovernmental and normative processes:

  • Governance, Peace, and Security;
  • Women’s Economic Empowerment;
  • Gender in Humanitarian Action and Disaster Risk Reduction;
  • Ending Violence and Discrimination against women.

The Myanmar Office needs to develop a Strategic Note, Theory of Change, budgeted M&E plan (IRRF) and human resource plan that:

  • Takes into account the national context and political developments in Myanmar;
  • Is based on current and emerging trends related to Gender Equality and Women; Empowerment (GEWE);
  • Reflects UN Women’s mandate in achieving the goals and objectives of the SDGs and the 2030 development agenda gender equality commitments, Beijing Platform for Action, CEDAW and other relevant normative frameworks;
  • Presents an overview of the work of other UN agencies and  development partners in Myanmar in the area of GEWE and identifies key opportunities and gaps that can be addressed through enhanced coordination;
  • Builds on lessons learned from Un Women presence to date,  as well as relevant corporate evaluations and reviews;
  • Identifies the key expected results and indicators in line with RBM and human rights standards and sets out the required resources and activities in order to achieve them.

An external consultant is sought to support the Myanmar Office in implementing a participatory strategic planning process for the formulation of Strategic Note, following UN Women Corporate Guidance.

Duties and Responsibilities

Scope of work:

Under the direct supervision of the Officer in Charge of the Myanmar Office and direct guidance from Regional Strategic Planning and Coordination Specialist based in Bangkok, with inputs from the Myanmar team and relevant stakeholders, the consultant will be required to:

  • Conduct an initial meeting with UN Women Myanmar and Regional Office team and develop methodology for the review of 2016 – 18 Strategic Note and formulation of the 2019 – 2023 Strategic Note;
  • Collect data through review of relevant background documents and data, interviews and meetings with stakeholders and Myanmar/regional teams;
  • Conduct and facilitate two-day internal reflection workshop with UN Women team to validate key findings of the review and identify priorities and shared vision for 2019 – 2021 Strategic Note;
  • Draft and finalize brief report summarizing key findings of the review, lessons learn and recommendations;
  • Draft Strategic Note 2019 – 2021, including Theory of Change and key results;
  • Facilitate UN Women team participation in strategic planning, synthesizing and providing RBM technical advice on inputs to the IRRF and MERP;
  • Support the design and documentation of consultations with external stakeholders;
  • Revise Strategic Note, IRRF and MERP in line with comments from partners, RO, HQs and PRG.

Expected Deliverables:

  • 1st Deliverable: Workplan and Inception report. (Submission of consultant’s workplan including approach, proposed methodology, outline of questions for different stakeholders and meetings) Due Date: 13 June 2018;
  • 2nd Deliverable: Key Findings from desk review and consultations. (Submission of (i) Powerpoint summarizing key findings of desk review of consultations for discussion with UN Women team) Due Date: Arrival in Myanmar on 18 June with first deliverable due on 10th July 2018;
  • 3th Deliverable:  Draft Theory of Change and Strategic Note 2019 – 2021. (Submission of first Draft SN 2019 – 2021 including background information, context analysis, updated theory of change and draft results statements) Due Date: 20 July 2018;
  • 4th Deliverable:  Validation meetings with Donors, CSO’s and UN partners (with Regional Office participation). (Meetings PTT and notes). Due date: Week of 23 – 27th July (Depart from 27th July Myanmar);
  • 5th Deliverable: Final Draft of SN, ToC IRRF and MERP 2019 – 2021. (Submission of Final Budgeted Draft SN, ToC IRRF and MERP). Due Date: 10 August 2018  (period between 10th August and 15th November – 5 days of work expected);
  • Final Deliverable: Final SN, ToC IRRF and MERP 2019 - 2023. (Submission of Final SN, IRRF and MERP 2019 – 2023 revised in line with comments from ROAP and from HQ PRG). Due Date: 15 November 2018;

Institutional Arrangement:

The consultant will work in close collaboration with the Myanmar Office personnel and be expected in Yangon for the period between 15th June and 27th July only, the rest of the assignment (preparations and finalization of Strategy Note is home-based). The consultant will work under the direct supervision of the Officer in Charge of the Myanmar Office and direct guidance from Regional Strategic Planning and Coordination Specialist based in Bangkok. A work station will be provided to the consultant to ensure effective consultation and support. The Consultant will bring his/her own personal computer to conduct this assignment.

Duration of The Work:

The assignment will be part time and will take place between June and November 2018.  The consultant will be expected to work from Yangon for the period between 15th June and 27th July.

Duty Station:

Yangon, Myanmar and home-based. The consultant may be required to travel outside of Yangon as needed for the purpose of the assignment where required by UN Women-Myanmar. Travel within Myanmar will be based on agreements made at inception and arranged by UN Women office directly.

Competencies

Technical competencies:

  • Understanding of RBM principles and their application in programme evaluation and planning;
  • Familiarity with UN programming and UN Women mandate area;
  • Knowledge of gender equality issues and frameworks and skill in applying them.

Functional competencies:

  • Strong facilitation skills;
  • Excellent writing skills and proven capacity to produce high quality reports;
  • Demonstrated sensitivity, discretion, tact, and courtesy in relation to gender equality and women’s rights, development principles, implementing partners, and national and international personnel of varied nationalities and backgrounds.

Corporate competencies:

  • Demonstrates integrity by modeling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UN Women;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Education:     

  • Master’s degree in International Development, Gender, Social Sciences or another relevant discipline

Experience:   

  • At least seven years experience in programme development and implementation including monitoring and evaluation;
  • Demonstrated experience of conducting programme review, ideally in gender-focused programmes;
  • Demonstrated experience in strategic planning including logframes and theories of change;
  • Experience in participatory consultation including ability to coordinate, probe and stimulate discussions;
  • Experience in Myanmar an advantage.

Language Requirements:

  • Fluent in English (written and spoken).

Evaluation:

Application will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technial Qualification Evaluation Criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the candidate/individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

Financial/Price Proposal Comparison:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated;
  • The total number of points allocated for the price component is 100;
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

4.    Financial proposal. The financial proposal shall specify a total lump sum amount breaking down the professional fee by day and relevant travel cost, if any.
