Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is the United Nations Entity for Gender Equality and the Empowerment of Women.

The Regional Office for the Arab States (ROAS) is based in Cairo and covers 17 countries in the Arab States region, providing direct support to UN Women country offices in Egypt, Iraq, occupied Palestinian territories (oPt), Jordan and the Morocco Multicounty Office (MCO) covering Morocco, Tunisia and Algeria. In addition, UN Women has programme presence in Yemen, Lebanon, Syria and Libya. In 2014, UN Women started working in Kuwait as a non-resident agency and will pursue this modality in countries where there is no programme or office presence, including in Bahrain, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE).

The regional office supports country offices in assisting national governments to fulfill their gender equality commitments under the applicable national and international laws. The regional office works with country offices in strengthening areas of programmatic interventions under the thematic areas identified in the organization’s Strategic plan. In aid of this, the office is hiring a Senior Finance and Administrative Consultant for a period of four months, with possible extension to support the role out of programming on peace, security and humanitarian action.

Duties and Responsibilities

Finance and Budget Support

  • Support programme staff in the preparation of budget revisions, year-end rephasals, mandatory revisions, liaise and assists supervisors regarding budget queries, identify under-utilized funds and make any other required adjustment;
  • Support the preparation of monthly and year-end financial checklist and liaise with Finance for accurate documentation statements preparation and certification;
  • In compliance with financial regulations and rules for certifications, support the entrance of requisitions into Atlas, accrual receipts and liaise closely with Procurement, Budget and Finance Sections for financial transactions clearances/approvals;
  • Support programme colleagues to administer all payments to vendors, consultants and provide relevant documentation in close liaison with Finance Section.

 Procurement and Programme Support

  • Support the organization of procurement processes including preparation and conduct of requests for quotations (RFQs), Invitation to Bids (ITBs) or (requests for proposals (RFPs), Calls for Proposals (CfPs) receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UN Women guidelines;
  • Support programme colleagues to monitor and track receipt of good and services against contract provisions;
  • Support the processing of invoices by vendors based on delivery of goods and services;
  • Support training for implementation partners on FACE forms and advances;
  • Clear and verify advanced payments and partner liquidations.

Deliverables

  • Support to programme colleagues in the oversight of partnerships; support programme colleagues to clear and issue 6 advances (with three partners);
  • Support to undertaking 8 budget revisions;
  • Monthly programme delivery reports and analysis of where payments remain outstanding or funds need to be utilised;
  • Support to finalising end of month programme closures (PO runs etc) – 4 in total;
  • Issue two Request for Proposals.

Required Skills and Experience

Education

  • Secondary Education is required;
  • University Degree in Business or Public Administration is desirable.

Experience

  • A minimum of (6) years of Operations, Administrative, and Finance experience preferably in a large or international corporation or international organization;
  • Solid knowledge of the UN/UN Women rules and regulations, procedures and operations related to procurement, finances, administration would be an asset;
  • Experience in the use of computers applications and software package (MS Word, Excel) and web based management systems;
  • Proficiency in the use of the Atlas system;
  • Knowledge of the Arab Region is an asset.

Language

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset.

Technical qualification evaluation criteria

The contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30 *"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.

Technical Evaluation Criteria Obtainable Score: (70 points)

  • Educational qualifications – (10 points);
  • A minimum of (6) years of Operations, Administrative, and Finance experience preferably in a large or international corporation or international organization – (10 points);
  • Solid knowledge of the UN/UN Women rules and regulations, procedures and operations related to procurement, finances, administration – (20 points);
  • Fluency in English and Arabic is required – (10 points);
  • Knowledge of the Arab Region – (20 points).

Financial/Price Proposal evaluation: (30 Points)

  • The total number of points allocated for the price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49-point score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

The financial proposal shall specify the daily rate. Per diem and travel costs for any required domestic travel will be paid separately. 

The above-mentioned documents (Cover letter, UN Women P11, and financial proposal) should be merged in a standalone file including all them, since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.
