Background
Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.
The TNC was completed in 2017.? The TNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the TNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina.?
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the FNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.
The overall project’s objective is to enable Bosnia and Herzegovina to prepare its FNC and TBUR to the Conference of Parties. Preparation of the FNC and TBUR will attain higher level change by contributing to the achievement of the national environmental objectives in several ways: (1) It will enhance the ability of Bosnia and Herzegovina to participate actively in addressing the global environmental threat of climate change; (2) It will further develop capacity in climate change-related research and analysis that can support effective environmental policies and provide important data related to environmental challenges to sustainable development in Bosnia and Herzegovina that go beyond climate change; and (3) It will provide improved information and analysis for policies in key areas, such as water resources, agriculture, etc. Specifically, the capacity development efforts under this project and its emphasis on disseminating the FNC and its findings to policy-makers will contribute to enhanced country’s legal and strategic frameworks for sustainable management of natural, cultural and energy resources (as stated under the Outcome 5 of UNDAF 2015-2019 for Bosnia and Herzegovina). Furthermore, this project will contribute to the Sustainable Development Goal (SDG) 13: Take urgent action to combat climate change and its impacts. Preparations of NCs represent an obligation of signatory countries of the United Nations Framework Convention on Climate Change and it represent a valuable insight into the efforts that countries are taking to integrate climate change measures to policies, strategies and planning.
The overall objective of this assignment is to provide an updated assessment of climate changes in BiH and its vulnerability to climate change.? The FNC will conduct an in-depth vulnerability assessment, including recommend adaptation measures for priority sectors of socio-economic development and natural environment; including risks of climate change, climate variability and extreme weather events. The FNC will in this sense continue to expand modelling, focus on flood and drought threats, improve vulnerability analysis, and address knowledge gaps in the health and tourism sectors. This section will include a compilation of a study integrating response measures in the context of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). Another key activity related to V&A is that of improving the sectoral climate vulnerability assessments provided in the TNC.? Based on the above analysis, potential adaptation measures in these areas will be identified and prioritized.
Duties and Responsibilities
The V&A Team Leader should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, his\her responsibilities are but not limited to the following:
- Prepares a detailed work-plan for V&A on the basis of the Project document;
- Develops the scope of work and respective terms of reference for the team members;
- Leads and oversees the V&A team;
- Leads the data and information collection process for performing sectoral V&A assessments;
- Performs a stocktaking exercise of vulnerability and sensitivity of the country territory to climate risks
- Conducts an in-depth vulnerability assessment of key socio-economic sectors (agriculture, forestry, tourism, health, water resources, biodiversity, coastal area) and natural environment to climate impacts, including assessment of economic impacts by sectors
- Provides input data and monitors the development of climate models and the production of climate scenarios (e.g. RCP8.5)
- Identifies and recommends adaptation measures;
- Conduct a study integrating response measures in the context of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA);
- Provides capacity enhancement trainings on adaptation analysis and modelling for representatives of relevant institutions;
- Leads development of two pilot studies on climate change impacts in the health and sensitive ecosystems (mountain lakes);
- Provides input for revision of Climate Change Adaptation and Low Emission Development Strategy;
- Provides input for revision of National Determined Contributions (NDC) and NDC roadmap and action plan;
- Archives and documents all studies, models ran and scenarios;
- Ensure the timely and effective management of the activities as scheduled;
- Provides quarterly progress report to the project management;
- Prepares progress reports for Project board at least twice a year.
- Drafts a chapter on V&A, circulates it for review and incorporates comments;
- Finalize the respective chapter of the FNC along with the respective part of executive summary;

Required Skills and Experience
Academic Qualifications/Education
- Advanced degree in natural sciences
Experience
- Minimum15 years of experience in areas relevant to climate change;
- Knowledge of the environmental issues in BiH;
- Good understanding of climate change and sustainable development issues;
- Knowledge and understanding of the UNFCCC and its relevance in BIH context
- Knowledge of IPCC;
- Good knowledge of climate modeling and climate scenario design for the IPCC;
- Substantial involvement in the preparation of the previous National Communication is an asset;
- Good knowledge of sensitivity and adaptation to climate change.
Languages Requirements

Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
