Background

The Talent Development Unit (TDU) /Office of Human Resources (OHR) enables and fosters a culture of continuous learning and develops talent at all levels across UNDP. We design and implement programmes, processes, and tools to develop learning ecosystems, stimulate learning, catalyse innovation and create knowledge in order to improve individual and team performance.

The Leadership Development team in TDU supports UNDP’s ?workforce (17,000+ people) to implement the Strategic Plan 2018-2021 and transform UNDP by providing leadership and management development opportunities to all people working for UNDP, independent of their level, their contract status or their location.

The LD portfolio’s target audience are personnel who aspire to be great supervisors, people managers and leaders across UNDP. The reach of our leadership development programmes has greatly expanded over the last two years. Approximately 450 participants completed LD programmes in 2016 and 800+ in 2017, with about 2000 participants currently registered in LD programmes. It is estimated that another 1,000+ personnel will benefit from the portfolio over the next year.

In order to facilitate the continued administration of the LD portfolio, the OHR/ITM Talent Development Unit is seeking to hire a Learning/Admin consultant who, under the supervision of the learning specialist in the unit, will provide administrative and programme management support to the Leadership Development portfolio. The consultant will coordinate enrollment of participants and will liaise and communicate with participants, vendors and other teams as needed on participation.  S/he will support the monitoring and reporting on programme progress, assist in the compilation of evaluation reports; and will be responsible to provide effective and efficient data management support for e.g. Senior Leadership programmes (e.g. LDP3: Leaders and LDP4: Executive Education). S/he will provide clerical support to the team and other logistical support to the programmes.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The Learning and Administrative consultant will have the following key functions:

  • Provide operational and programme management support to the Leadership Development portfolio;
  • Facilitate logistics and administrative work of the LD portfolio;
  • Support other initiatives of the Leadership Development team as needed

Deliverables:

  • Provide operational support to the Leadership Development Pathway programmes in connection with preparation, enrollment, data management, reporting, and evaluation;
  • Provide programme management support and oversight to specific Leadership Development programmes and initiatives e.g. LDP1 (junior managers), LDP 2 (mid-management), Leadership and Management Development Certificate programme, LDP Foundations (General Service Staff), Personal and Team Impact Programme (360° feedback and coaching).
  • Carry out surveys, assessments and feedback analysis to monitor the impact of learning and evaluate overall programme effectiveness.
  • Provide effective and efficient data management for Senior Leadership Development programmes (e.g. LDP3: Leaders and LDP4: Executive Education);
  • Provide support in communicating effectively with programme participants throughout the learning process (emails, social platforms, etc.);
  • Follow through on participant feedback, progress and integrate the feedback to future programmes, if applicable;
  • Assist in putting together and coordinating webinars and other learning activities and materials associated with the programme;

Required Skills and Experience

Academic qualifications:

  • At least University degree in human resources, business administration, project management or related field is required
  • Master’s degree in human resources or related field is desirable

Years of experience:

  • A minimum of one year of practical experience in leadership development, learning and/or programme administration / management required
  • Experience in UN Funds and programmes desirable
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of Excel and database packages, experience in handling of web based management systems is desired.

Language:

  • Fluency in spoken and written English required;
  • Working knowledge of another UN language is desired.

Application Procedure

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical Evaluation - Total 70% (700 points):

  • Master’s Degree in HR or related field required. Maximum 100 points
  • Experience in virtual global delivery of leadership development programmes 200 points
  • Previous experience in UN Funds and programmes. Maximum 50 points
  • Experience providing programme management support and client relationship management e.g. communications (email, online platforms), assessment and feedback analysis and reporting / evaluation of leadership programmes, etc. Maximum 150 points
  • Experience facilitating logistics and administrative work. Maximum 100 points
  • Experience in the usage of MS Office 365 (e.g. PPT, Excel, Teams, Yammer) and advanced knowledge of spreadsheet and database packages, experience in handling web based management systems (e.g. SharePoint). Maximum 100 points

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Learning Specialist for Leadership Development and will be responsible for the fulfilment of the duties as specified above.

  • The Consultant will be responsible for providing her/his own laptop.

Payment modality

 The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
