Background

UNDP is the UN’s global development network. UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNODC is a global leader in the fight against illicit drugs and international crime. UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism.

UNDP’s Global Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) global project is UNDP’s main vehicle to fight corruption at the global level. In the end of 2017 ACPIS global project teamed up with UNODC’s Data Development and Dissemination Unit (DDDU) to elaborate Manual on Corruption Surveys.

UNODC supervises the conduct of corruption, victimization and access to justice surveys around the world. Within this goal, and under the framework of the “Road Map to Improve the Quality and Availability of Crime Statistics” (E/CN.3/2013/11), and the Report of the Inter-Agency and Expert Group on Sustainable Development Goals Indicators (E/CN.3/2017/2), UNODC in partnership with UNDP has developed a methodological guideline for the design and implementation of corruption surveys with which countries are able to report Indicators 16.5.1 and 16.5.2 of the Goal 16 of Sustainable Development Goals (SDGs) at the national level.

Working under the direct supervision of the ACPIS Global Programme Advisor on Anti-Corruption and Chief of DDDU, the incumbent will be responsible for following tasks:

Duties and Responsibilities

The consultant will contribute to the production of the Manual on Corruption Surveys. (S)he will editorially appraise and revise the text, harmonizing the language, style and structure to create a coherent final document and presenting the information contained in non-technical language. Based on a review of the content of the manual, s/he will draft the report’s executive summary.

In particular, the consultant will  work in close collaboration with the team drafting the Manual on Corruption Surveys and undertake the following activities:

  • Provide sustantive copy editing support by liaising with the team drafting the chapters to identify and emphasize key message(s) of the Manual;
  • Conduct a thorough editorial review to create a coherent and consistent document through:
    • Harmonizing the style and tone of the chapters to ensure consistency and fluidity of the argument; redrafting/restructuring texts if necessary;
    • Review all bibliographic references, quotes, footnotes and sources;
    • Applying and presenting the information contained in non-technical language, thereby enhancing its comprehensibility – ensuring that essence of the argument is not lost in the process; and
    • Reviewing the text for grammar and orthography.
  • Prepare a final proofread print-ready version.

 

The consultant is expected to produce the following:

  1. Edited/reworked first complete draft of Manual on Corruption Surveys (15 working days)
  2. Edited and proofread final version of the Manual on Corruption Surveys (5 working days)

Payments will be made upon satisfactory completion and/or submission of outputs/deliverables

Competencies

Functional Competencies:

  • Excellent writing and communication skills;
  • Excellent analytical skills, ability to compile and interpret data easily;
  • Excellent knowledge of English;
  • Prior background or experience in anti-corruption is an asset;

Required Skills and Experience

  • At least a first level degree from a university or institution of equivalent status;

 

Experiences:

  • Professional training in journalism or editing;
  • At least 10 years of experience in writing, editing, proofreading and publishing. Experience with writing for the UN is required; preferably on topics related to national or international crime statistics;
  • Excellent drafting  and proofreading skills in English;
  • Experience working with UN editorial guidelines;
  • Evidence of prior professional editorial/writing experience is required.

 

Languages:

  • Excellent writing, editing and oral communications skills in English is required;

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score as a result of interview and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

The deskreview results including educational background (10%), writing/editing skills (20%) and relevant experience on similar assignments (40%) will be weighted a max. of 70%; The price proposal will weigh as 30% of the total scoring.
