Background

UN Women (formerly UNIFEM) has been working in Bangladesh since 2006, preventing violence against women is one its priority working areas. UN Women has been working with the university authorities to prevent sexual harassment against female students and staff.

Through it’s intervention UN Women is emphasizing on primary prevention of VAWG through addressing structural causes of violence and promoting to change traditional norms. Currently it is working at community level and at tertiary education institutes. This position is expected to provide technical support during inception phase of the Combatting Gender Based Violence in Bangladesh (CGBV) project. Key objective of the project is to strengthen and implement national and local laws and policies to prevent violence against women; promote favourable social norms, attitudes and behaviours to prevent violence against women and enhance women’s economic empowerment; and, develop a knowledge base to inform policy and programming on effective approaches to prevent violence against women and girls.

During the Inception phase of CGBV project, a baseline survey will be conducted in the project locations (Patuakhali, Comilla and Bogra), a scoping study will be conducted, steering committee(s) will be formed, implementing partner organizations will be selected, a security analysis will be carried out, human resource positions will be ensured, a communication strategy will be developed for the project; and monitoring framework, implementation plan and reporting formats will be finalized.  

Objective:

Primary objective of this work is to provide technical support during the inception phase of the CGBV project. However, if needed, support to other programmatic function of the EVAW program would be included.  

Duties and Responsibilities

Under the overall guidance and supervision of the Programme Analyst -EVAW, the consultant will undertake the following tasks: 

  1. Gather relevant knowledge and understanding on EVAW program; chalk out possible support needed during the assignment period and develop a workplan;
  2. Support while conducting baseline survey;
  3. Ensure support during the scoping study;
  4. Support in forming steering committee(s) with government stakeholder;
  5. Support during security analysis in the project locations;
  6. Assist in developing the communication strategy;
  7. Support in implementation partner selection;
  8. Provide inputs during development of monitoring framework, monitoring templates and implementation plan;
  9. Develop programmatic/organizational documents (ToRs, briefs, reports);    
  10. Support in coordinating work with CSOs and academic institutions including assist in monitoring process through paying field visits, if needed

Duration of Assignment:

The assignment will commence upon signing the contract and will be valid till 31 December 2018. Selected consultant needs to be present at UN Women office or in mission at least 90% of contracted days.

Supervision and performance evaluation:

The Consultant will be directly supervised by UN Women Programme Analyst, Ending Violence Against Women (EVAW). She/he will also work closely with EVAW team with need based guidance from Programme Specialist of UN Women.

Required Skills and Experience

Education and certification:

  • Masters degree Development Studies, Sociology, Anthropology or in relevant field.

Experience:

  • At least 10 years of experience to work in development field with strong involvement with project management, monitoring and communication;
  • Experience Working in the development sector, UN agencies, Government or INGO.

Language Requirements:

  • Excellent Proficiency in written and spoken Bangla and English is required.
