Background

In 2003, the Ministry of Agriculture Irrigation and Water Development led a process of developing the first Gender, HIV and AIDS strategy for the agriculture sector which was implemented between 2003 and 2008. Building on the gaps and lessons identified from the evaluation of the strategy in 2009, the Ministry of Agriculture, Irrigation and Water Development in collaboration with various stakeholders developed another strategy to guide the implementation of Gender, HIV and AIDS responsive programs and projects in the Agriculture Sector from 2012 to 2017. The strategy has now come to an end and the Ministry with its partners plans to engage a consultant to evaluate the Gender, HIV and AIDS Strategy for the next implementation period. This strategy will also be in line with other major national policies, strategies and frameworks namely the National Agriculture Policy, Malawi Growth and Development Strategy MGDS 3, National Gender Policy, HIV and AIDS policy, and the National Agricultural Investment Programme (NAIP). The vastness of the agriculture sector requires more coordination and collaboration in dealing with gender, HIV and AIDS related issues in agricultural programmes and projects which need to be scrutinized in the review.

Duties and Responsibilities

The successful consultant will be expected to conduct desk review of Ministry of Agriculture, Irrigation and Water Development and partners progress reports on gender mainstreaming efforts and also conduct face-to-face interviews. The consultant will be expected to detail what has worked and lessons learnt including good practices to be upscaled.  The evaluation will focus on the following key areas:

  • An analysis of the achievements the agriculture sector has made in the implementation of the HIV and AIDS strategy.
  • Examine the relevance of the current strategy pillars/thematic areas for the agriculture sector.
  • Analyze the key shortfalls and challenges in the implementation of the strategy and factors hindering the achievement of the thematic areas.
  • Identify and analyze emerging issues key to the agriculture sector that needs to be addressed.
  • Draw lessons and make recommendations based on the findings that form the basis for the policy/strategy review process.
  • Prepare and present the agriculture sector policy/strategy evaluation report to key stakeholders and partners.
  • Develop a 4 paged write-up on how the strategy can be operationalized and a roadmap to guide the strategy revision process

 Deliverables  

  • Inception Report on the evaluation of the Agriculture sector gender and HIV strategy consultancy, outlining understanding of the assignment, detailed methodology as well as a schedule of activities.
  • A draft strategy evaluation report detailing what has worked, lessons and successes, including emerging issues as well as good practices for inclusion and upscaling.
  • A 4-page strategy on how the strategy can be operationalized to achieve optimum gender mainstreaming results.
  • A presentation on the findings of the report and the strategy and will include a half-day meeting to discuss findings and allow contributions and constructive feedback on the report and strategy.
  • Final report following review and incorporation of feedback. The report (without annexes) may not exceed 25 pages.
  • A separate technical summary of the report outlining process, findings, and recommendations

Required Skills and Experience

  • At least a Master’s Degree in Development Studies, Economics, Gender Studies, Agriculture Extension, Social Science or any other relevant field from a recognized university.
  • Excellent knowledge and experience in evaluations of strategies, and Results Based Management across sectors.
  • Practical experience and understanding on gender programming across sectors
  • A minimum of 5 (five) years’ experience in project design and Monitoring and Evaluation including establishing participatory Results Based M&E and Community Based M&E systems
  • Fluency in English
