Background

In 2003, the Ministry developed the first Gender, HIV and AIDS strategy for the agriculture sector which was implemented between 2003 and 2008. Building on the gaps and lessons identified from the evaluation of the strategy in 2009, the Ministry of Agriculture, Irrigation and Water Development in collaboration with various stakeholders developed another strategy to guide the implementation of Gender, HIV and AIDS responsive programs and projects in the Agriculture Sector from 2012 to 2017. The strategy has now come to an end and the Ministry with its partners plans to engage a consultant to develop a new 5 (five) year strategy that will run from 2018 to 2022.

Duties and Responsibilities

The successful consultant will be expected to utilize information and results from the evaluation of the previous Gender, HIV and AIDS strategy and proven and reliable methodologies to develop a new Gender, HIV and AIDS strategy. The consultant’s scope of work is understood to cover all activities necessary to accomplish the stated objectives of these services. More specifically, the consultant will be required to:

  • Prepare a 5 (five) year Gender, HIV and AIDS strategy for the period (2018-2022) based on the situation analysis derived from the previous strategy evaluation, in close collaboration with the technical and planning teams in the Ministry of Agriculture, Irrigation and Water Development and other key players.

Deliverables  

  • The key deliverable is the Gender, HIV and AIDS strategy (2018-2022) which:
  • Prioritizes the key objectives of the National Gender Policy, the National Agriculture Policy and the National HIV and AIDS prevention strategy.
  • Identifies baselines, defines results, and targets for the strategy for the period 2018-2022.
  • Identifies the capacity building needs for effective implementation of the strategy
  • Develops the strategy general operational plan, and yearly implementational plan for the period 2018-2022.
  • Identifies the key coordination and implementation mechanisms for the strategy

Required Skills and Experience

  • At least a Master’s Degree in Development Studies, Economics, Gender Studies, Agriculture Extension, Social Science or any other relevant field from a recognized university.
  • Excellent knowledge and experience in evaluations of strategies, and Results Based Management across sectors.
  • A minimum of 5 (five) years’ experience in project design and Monitoring and Evaluation including establishing participatory Results Based M&E and Community Based M&E systems
  • At least 5 years’ experience in the development of organizational and programmatic related strategic plans.
  • At least 5 years’ experience in the development of Gender and or HIV & AIDS strategic planning, preferably countries with similar epidemic profile like Malawi.
  • Proven experience in creating National Gender and or HIV & AIDS Strategic Plans through the consultative process including donors, UN agencies, government agencies, and civil society organizations.
  • Analytical and conceptual ability; and communication skills
