TERMS OF REFERENCE

Individual Contractor (National): Program Manager II for Early Recovery and Rehabilitation Team

 

I. PROJECT TITLE: Support to Peacebuilding and Normalization (SPAN)

II. PROJECT DESCRIPTION

The Government of the Republic of the Philippines (GPH), through the Office of the Presidential Adviser on the Peace Process (OPAPP), has partnered with the United Nations Development Programme (UNDP) to implement a project entitled “Support to Peacebuilding and Normalization” (SPAN). SPAN aims to contribute towards sustaining the gains of the Government’s peace process, and in ensuring peace and security in conflict-affected areas by (a) accelerating the implementation of the security and socio-economic aspects of the Normalization Annex of the GPH-Moro Islamic Liberation Front (MILF) Comprehensive Agreement on the Bangsamoro (CAB) and (b) strengthening the enabling environment for peace, recovery and development.

SPAN is composed of four (4) components: (1) Component 1: Support to the Implementation of the Security Aspect of Normalization, (2) Component 2: Support to the Implementation of the Socio-Economic Aspect of Normalization, (3) Component 3: Strengthening the Enabling Environment for Peace, Recovery and Development, and (4) Component 4: Social Healing and Peacebuilding Programme for Marawi.

Relative to the Marawi siege which led to the destruction of homes and livelihoods, the displacement of families and communities, and the erosion of social stability, OPAPP embarked on the Social Healing and Peace Building Program targeting 20 municipalities and 76 evacuation centers that hosted over a thousand internally-displaced persons (IDPs) in the provinces of Lanao del Sur and Lanao del Norte. Initiatives under the program would initially start in the four (4) evacuation centers and three (3) host communities in Iligan City to model social healing and peace building interventions. The result of the modeling exercise will be replicated to the other municipalities in the two provinces of Lanao del Sur and Lanao del Norte.

The SPAN Programme will contribute to the comprehensive approach in rebuilding Marawi through support for the implementation of OPAPP’s Social Healing and Peacebuilding Programme, which aims to: promote healing, reconciliation and bridging of social divides; mainstream conflict sensitive and peace promoting approaches in recovery and reconstruction efforts; and address emerging issues and concerns from the impact of the conflict including preventing and countering violent extremism and the protection of the rights of internally displaced people, women, children and other vulnerable sectors.

The Social Healing and Peace Building Programme for Marawi City has six (6) major components that include the following:

  1. Component 1: Peace Building Needs Assessment and Planning

  2. Component 2: Social Healing and Peace Building

  3. Component 3: Conflict Sensitive Peace Promotion (CSPP) Mainstreaming

  4. Component 4: Countering/Preventing Violent Extremism

  5. Component 5: Transitional Socio-Economic Support for IDPs and Vulnerable Groups

  6. Component 6: Project Management

    To support the implementation of the different components of the Social Healing and Peacebuilding Programme for Marawi City, qualified personnel will need to be engaged to provide technical, administrative and operational support for the various initiatives under each component.

Duties and Responsibilities

III. SCOPE OF WORK

  1. Under the overall guidance of the Office of the Presidential Adviser on the Peace Process (OPAPP) Executive Director, Assistant Secretary for Policy and Programs, and Director of the Conflict Prevention and Management Unit in the implementation of the Social Healing and Peace Building Program for Marawi, the Program Manager II will perform the following functions:

  2. Acts as the Team Leader in the implementation of the ERR-Project and other OPAPP initiated activities in the assigned duty station.

  3. Technical assistance is provided to the Office of the Undersecretary for Peacebuilding and Development and Executive Director of OPAPP related to conflict prevention, peacebuilding and development operations of the OPAPP Social Healing and Peacebuilding Program for Marawi.

  4. Participate in discussions, meetings, assessments, field monitoring, and other tasks on peacebuilding, humitarian and development concerns on OPAPP Social Healing and Peacebuilding Program for Marawi

  5. Assist the OPAPP team in the formulation of the OPAPP Social Healing and Peacebuilding for Marawi projects/programs, concept paper/project document by facilitating focus group discussions and consultations with key stakeholders in Mindanao;

  6. Provide technical inputs and local organizing assistance to OPAPP in enhancing its Peace and Development Framework, including: improving/strengthening the concept of community-based/community-driven development; operationalizing the peace-constituency-building and convergence strategy at the local/community level, and building resilience of communities to conflict.

  7. Contribute to an assessment of the manner in which the immediate response to the Marawi crisis by OPAPP, the provincial government, and humanitarian agencies included peacebuilding and social healing elements, and to documenting the key lessons learned from this response.

  8. Perform other related tasks as may be directed by the Undersecretary for Peacebuilding and Development/Executive Director from time to time.

IV. EXPECTED OUTPUTS AND DELIVERABLES

V. INSTITUTIONAL ARRANGEMENTS

The Program Manager II will work under the overall guidance of OPAPP’s Assistant Secretary for Policy and Programs and the direct supervision of the Unit Director in charge  of OPAPP’s Social Healing and Peacebuilding Program for Marawi City.

Joint monitoring of this project will be undertaken by OPAPP and UNDP, with OPAPP providing certificates of acceptance for the outputs and deliverables of the Program Manager II. The Program Manager II is expected to submit accomplishment reports to both OPAPP and UNDP based on existing guidelines and agreed schedules.

VI. DURATION OF THE WORK

The work of the Program Manager II is expected cover a period of 6 months, June to December 2018.

VII. DUTY STATION

The Program Manager II is expected to undertake duties and responsibilities across several locations in Mindanao, including but not limited to Iligan City, Marawi City, Cagayan de Oro City, Provinces of Lanao del Sur and Lanao del Norte.

Required Skills and Experience

 

VIII. QUALIFICATIONS OF INDIVIDUAL CONTRACTOR

          Education

  1. University degree in social sciences, community development, development studies, humanitarian aid, public administration, business management or other related fields.

    Experience

  2. Ten (10) Fifteen (15) to 20 years progressively responsible / supervisory experience in social development, poverty alleviation, and/or peacebuilding, crisis/emergency response, early recovery or management of development projects;

  3. Previous experience in crisis/emergency response, early recovery and rehabilitation, development managementamiliarity with areas affected by the Marawi siege is an advantage;

  4. Experience in peacebuilding and community-based development preferred; and.

  5. Prior experience in working with multilateral and bilateral donor agencies, LGUs, CSOs, will be an advantage.

IX. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PRICE PAYMENTS

Interested parties are required to submit lump sum amount indicating professional fees required to perform the duties and responsibilities of a Program Manager II. Actual costs for other expenses, such as representation expenses, travel expenses and supplies/materials shall be shouldered by UNDP.

The Program Manager II will receive the total amount indicated in the proposal in tranches and upon satisfactory performance of the agreed deliverables based on the schedule provided below:

X. RECOMMENDED PRESENTATION OF PROPOSAL

XI. CRITERIA FOR EVALUATION OF PROPOSAL

The evaluation of the proposal will be based on the following criteria:

  1. Qualification of service provider (70%)

  2. Financial proposal (30%)
