Background

The UN Secretary-General has set an imperative to ensure that the UN System emphasizes collaboration, efficiency and results as enablers for the 2030 Agenda for Sustainable Development. The envisaged UN reforms will mean new ways of doings business for human resources (HR).

The United Nations Global Centre for Human Resources Services (OneHR) is the first initiative of its kind and forms a significant part of the UN’s corporate effort to continuously offer improvements across the HR discipline, by offering consolidated services, greater transparency and incubating innovative solutions. OneHR serves as a common United Nations shared service center, co-located with the UNDP United Nations Volunteers (UNV) on behalf of other participating UN agencies namely UN Secretariat, UNWRA, UNFPA, UNHCHR, WHO and UNESCO. OneHR operates through a virtual network of HR professionals across the globe with an administrative anchor in Bonn, Germany.

OneHR offers solutions to better support talent acquisition, staffing and organizational design in the UN System. The Center will initially offer two specific HR services, namely job classification and reference checking. This facility is anticipated to grow organically, beginning with two common services lines that are designed to demonstrate the benefits of an integrated operations platform, and the organizational flexibility needed to support diverse institutional mandates and business imperatives across the Organization.

The goal is to foster a global, adaptable HR ecosystem that is responsive and flexible, ensuring a culture of quality, standardization, and innovation through a shared service delivery and knowledge management platform. By investing in modernizing HR service delivery at the intersection of IT and HR, OneHR can enable automated work processes, workforce data management and analytics, client-centered service requesting and tracking. This specialized IT infrastructure will enable the Global Centre to develop a robust client relationship management solution as well as a knowledge sharing/data management system, is essential for the Global Centre to realize its value proposition. The initial planning and design for the IT Platform assumes a fully integrated CRM and knowledge/document repository.

The Senior Technical Developer is part of the inter-agency team and is actively contributing to harmonizing the UN System through a new generation of HR Solutions. The assignment is from June 2018 – 31 December 2018.

Duties and Responsibilities

SCOPE OF WORK

  • Design, monitor and enhance data conversion program.
  • Perform impact analysis, design and development of the enhancements, and any developments of the Oracle PeopleSoft system using PT 8.50 & 8.54.
  • Produce various documentations required as part of implementation.
  • Ability to meet the timelines set by the support center on the change requests raised.
  • Prepare roll-out plan for the various development activities.
  • Support migration plan and procedures.
  • Prepare Unit test scripts and execute as required.
  • Design and build change requests for system enhancements.
  • Design and build web services to integrate Oracle PeopleSoft with third party systems in real time.
  • Develop custom reports and analytics, dashboards for the various business requirements.
  • Develop training materials, operating and user manuals.

Expected outputs and deliverables:

  • Provide maintenance and support for the system in PeopleSoft and execute any change requests as required.
  • Help in peer review and document the test results in the in-house tools.
  • Deliver design and development of the enhancements raised by the business.
  • Implement customizations that come out from the fit-gap exercise.
  • Deliver any ad-hoc custom developments in Oracle/PeopleSoft raised by the business.
  • Develop custom reports for the various business requirements.
  • Perform feasibility study for new projects and initiatives.
  • Develop and implement change requests as per business requirements.
  • Provide report and statistics on the ongoing and future deliverables.
  • Consolidate and Package release deliverables.
  • Conduct meetings with business analysts to finalize requirements.
  • Track project timelines to meet the deadlines.

Review requirements specifications, and define test conditions; design test cases and test scripts under own direction, mapping back to pre-determined criteria, recording and reporting outcomes

Institutional arrangement

  • The consultant will work under the guidance and direct supervision of Deputy Director and Chief of HRM, HQ/BMS/OHR and will be responsible for the fulfilment of the deliverables as specified above.

Required Skills and Experience

Academic qualifications:

  • At least Bachelor’s degree or equivalent Certification in computer science, Information Technology, Business Administration, Finance, Social Sciences or related fields a requirement.

Years of experience:

  • Minimum of 5 years of functionally-related professional experience in software development are required
  • Demonstrable relevant experience of tracking project timelines is required
  • Demonstrated experience of defining system test conditions; design test cases and test scripts is required.
  • Demonstrated relevant experience of project management experience is required
  • Demonstrated relevant knowledge to perform impact analysis, design and development of the enhancements of the Oracle PeopleSoft system is required
  • Demonstrable relevant knowledge to design and build web services to integrate Oracle PeopleSoft with third party systems in real time (asset).
  • Demonstrable relevant knowledge of designing, monitoring and enhancing data conversion program. (asset)
  • Demonstrated relevant knowledge of preparing Unit test scripts and execute (asset)

Language:

  • Fluency in written and spoken English is required;

Evaluation process

  • Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. 
  • Applicants will be evaluated based on cumulative scoring.
  • When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

 

Technical evaluation - Total 70% (700 points):

  • Criteria 1. Demonstrated knowledge to perform impact analysis, design and development of the enhancements, and any developments of the Oracle PeopleSoft system; Maximum Points: 200 Points
  • Criteria 2. Demonstrable experience of tracking project timelines; Maximum Points: 100 points
  • Criteria 3. Demonstrable Knowledge to design and build web services to integrate Oracle PeopleSoft with third party systems in real time; Maximum Points: 200 points
     
  • Criteria 4. Demonstrable Knowledge of designing, monitoring and enhancing data conversion program; Maximum points 100 points
  • Criteria 5 Demonstrated knowledge of preparing Unit test scripts and execute as required. Maximum 100 points

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

 

Financial?evaluation - Total 30% (300 points)

  • The following formula will be used to evaluate financial proposal:
  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

 

  • The financial proposal should specify an all-inclusive daily fee for 134 days. (based on a 7 hour working day - lunch time is not included).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  • The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.
  • Contract Award

  • Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
